Traffic Maintenance Specialist II

Nature Of Work

An employee in this class performs lead assignments and participates in laying out and installing diverse traffic pavement markings using both thermoplastic and paint and installing and upgrading traffic control and construction zone signs. Work is of more than average difficulty and includes operating a kettle for melting and applying thermoplastic material to school and pedestrian crosswalks, vehicle stop bars, pavement surfaces, lane lines, and edge lines to distinguish lanes of traffic and paved edges. Employee has back-up responsibility for operating a painting machine for traffic painting activities and assists in installation or removal of traffic control devices, signs, pavement markings, and traffic signals. The employee also fabricates traffic control and information signs for use in sign maintenance and installation. Work includes such tasks project basis and participating in other sign fabrication and reclamation activities. Under general supervision, work is performed in accordance with established procedures and requires the exercise of reasonable initiative and independent judgment. Work is performed at times in hazardous traffic necessitating a high degree of awareness of the employee’s surroundings to avoid injury to self and others. Work may also be done at night and on weekends. Work is reviewed through observation of on-going and final product, reports submitted, and results obtained.

 

Examples of Duties

Acts as crew leader and participates in laying out and installing traffic pavement markings using thermoplastic and paint; drives work vehicle with trailer; transports workers, materials, tools, and equipment to and from job site; lays out street surface for marking activities; leads others and operates kettle for melting and dispensing thermoplastic material for marking activities; marks school and pedestrian crosswalks and vehicle stop bars; strings guidelines for proper lane delineation; applies thermoplastic to pavement surfaces, lane lines, and edge lines; places reflectorized beads on freshly marked surfaces; installs raised pavement markers.

Lays out and installs traffic pavement markings; operates painting machine to install pre-marking layouts, paints parking spaces, marks traffic islands, and places temporary markings; operates grinding machine to remove markings and lines; performs routine maintenance and general repairs to marking equipment.

Collects data for sign replacement; installs and upgrades traffic control and construction zone signs; installs construction signs, barricades, and raised pavement markings in order to re-route traffic; checks new installations and sign replacements; places safety barriers, safety cones, and warning lights in hazardous areas to protect pedestrians from construction work.

Instructs and trains subordinate crew members in assigned tasks, operation and maintenance of pavement marking and sign fabricating equipment, in sign fabrication activities; directs placement and removal of safety devices and cleaning of work area; prepares and maintains records of work.

Fabricates traffic control, information, and street name signs utilizing silk screen process, computer aided design (sign maker), and various techniques for application of reflective materials; makes layout of signs determining letter size and/or picture determination, spacing, and composition; constructs complete silk screen including building frames and stretching and attaching silk; cuts, applies, and develops various types of screen processing film; selects silk screen process for various traffic control, information, and street name signs; performs routine maintenance and makes operating adjustment and minor repairs to sign fabricating equipment; renders various art services by preparing drawings and sketches and fabricating large multipaneled over head signs and decals.

Acts in lead capacity over lower level employees on a project basis and participates in such tasks as adhering reflective sheeting to metal blanks using squeeze roll and vacuum application; oversees sign reclamation activities.

Operates light and medium automotive equipment (one-ton truck, fork lift, one-ton truck with thermoplastic trailer); operates mechanical equipment such as paint machine, drill press, core drill, and chain saw; loads and unloads heavy items, including supplies, equipment, and material manually in order to complete assigned duties.

Performs related work as required.

 

Knowledge, Skills & Abilities

Working knowledge of: methods, practices, materials, tools, and equipment used in traffic pavement marking and sign fabrication operations; operation and use of equipment for melting, dispensing, and applying thermoplastic and for applying paint; the process involved in silk screen processing and production; methods, principles, and practices utilized in graphics layout; occupational hazards and appropriate safety precautions.

Some knowledge of: basic records keeping.

Ability to: lead, assign and inspect work of others; operate and perform routine maintenance and minor repairs of thermoplastic, painting and sign fabricating equipment; understand and follow oral and written instructions and prepare and maintain simple records and reports; establish and maintain effective working relationships with others; perform duties requiring physical strength, out-of-doors, and in inclement weather.

Skill in: operation, maintenance, and use of tools and equipment pertinent to assigned area (mechanical equipment utilized in pavement marking and paint, thermoplastic, drill press, line removal equipment); production and processing of silk screens and operation, maintenance, and use of sign fabricating tools and equipment; making field measurements and observations using tape measure; operation of CAD system sign maker.

 

Minimum Qualifications

Graduation from an accredited high school or vocational school with one (1) year of experience in traffic pavement marking work or sign installation work, including six (6) months of experience in operation and maintenance of pavement marking equipment; or layout and fabrication of signs, including six (6) months of experience in silk screen production and processing; or an equivalent combination of training and experience.

 

Licenses or Certifications

Possession of a valid Florida Commercial driver’s license, Class "B".

 

Examination

Written Test  (Time Limit: 1 1/2 hours).  Applicants must telephone the Employment Services Office (813-274-8911) to schedule an appointment for the written test.(Photo Identification is required at time of testing.) Drug testing is included in all pre-employment processing.
