Solano County Library is a progressive and innovative library with secure funding and widespread support from the community. The Solano County Library is guided in its mission to enrich the lives of the people in the County by a Strategic Plan, which is community focused, staff inspired, and outreach oriented. The Library serves the community with eight branches and virtual services in five of the seven cities in Solano County with a staff of 108 FTE.  

The community showed its strong support by the passage of a dedicated sales tax measure in 1998 and an 80% yes vote in the June 2012 election continued the sales tax measure until 2030.  

THE POSITION

The Library Assistant (Supervising) is responsible for providing first-line supervision over clerical and technical level library work primarily in circulation.  The incumbent will have overall responsibility for planning, organizing, supervising and evaluating the work of library support staff.  Successful performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines. 

Two current vacancies exist in the Library for full-time  regular positions.

The eligible list established from this recruitment will be used to fill full-time and part-time regular, limited term, or extra help positions as vacancies occur or the need arises.

POSITION REQUIREMENTS

Education and/or Experience:

1. High school diploma, GED, or equivalent AND

2. One year as a Library Assistant (Senior) or

3. Three years of full-time clerical and/or technical experience in a public library, and one year of lead or supervisory work experience in any field (may be inclusive of or distinct from the required clerical and/or technical experience).   

Note:  One year of clerical and/or technical experience in a public library may be substituted with an Associate of Arts degree from an accredited college or university.

SPECIAL REQUIREMENTS

Possession of or ability to obtain a valid Class C California driver’s license may be required.

BENEFITS

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2016 calendar year is $1,455.62 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.   

Solano County participates in CalPERS retirement and contributes to Social Security. 

The County observes 12 fixed, paid holidays per year.    

Vacation is accrued at approximately 10 days per year for the first 3 years.

Sick leave accrues at approximately 12 days per year.

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years.

Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment. All extra-help employees accrue .034 hours of Sick Leave for every full hour worked.

Based on the information provided in the application documents, the qualified applicants may be invited for further examination and will either be pre-scheduled by the Department of Human Resources or be invited to self-schedule. All applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. Depending upon the number of applications received, the selection process may consist of an initial application screening, a mandatory information meeting, a supplemental questionnaire assessment, a written and/or practical exam, an oral board exam, or any combination listed. A minimum score of 70% is required to continue in the selection process, unless otherwise announced.

SUPPLEMENTAL INFORMATION

  • Office Work: Employees in this class will most often be working in an office setting.
  • Traffic Hazards: Employees in his class may be required to operate a vehicle and thus will be subject to traffic hazards while driving. 
  • Disruptive/Confrontational Human Contacts: employees in this class may be subject to disruptive and confrontational people.
  • Background Checks: The County may conduct a background check and a reference check on candidates prior to appointment to a position within this class. The background check may include the State of California Department of Justice, the Federal Bureau of Investigation, the Child Abuse Central Index and criminal checks in any City/County where the applicant has live, worked or attended school.
  • Independent travel: Employees may be required to travel independently, for example, to assess properties, to attend meetings with other County employees, to attend meetings with community organizations, etc.
  • Hours of Work: Incumbents may be required to work evenings, Saturdays and Sundays at any library branch or division, as assigned.

VETERANS PREFERENCE POINTS

To be eligible, applicant must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions.  A COPY OF THE DD 214, SHOWING DISCHARGE TYPE (GENERALLY COPY 4), MUST BE RECEIVED IN THE HUMAN RESOURCES DEPARTMENT BY THE FINAL FILING DATE.  Applicants who have a service connected disability must also submit a recent award letter from the VA stating they are receiving disability benefits for service connected reasons. 

Veteran applicants for initial County employment with an honorable or general under conditions discharge shall receive five (5) points added to their combined score.  Disabled veterans rated at not less than 30% disability shall have ten (10) points added to their combined score.  Veteran’s preference points will only be added to passing scores in competitive open examinations.
