Temporary Provisional. Provisional applicants must participate and be successful in a Civil Service Examination for this job classification and be selected through an open competitive process to be considered for permanent appointment. Provisional appointments may not exceed three (3) years.
The San Francisco Recreation and Park Department’s mission is to provide enriching recreational activities, maintain beautiful parks and preserve the environment for the well-being of everyone in our diverse community.
The San Francisco Recreation and Park Department manages and maintains more than 220 parks, playgrounds, and open spaces in the city, including two outside of city limits: Sharp Park in Pacifica and Camp Mather in the High Sierras. Our 4,100-acre system includes 28 recreation centers, 9 swimming pools, 5 golf courses and numerous athletic facilities, including sports courts, ball diamonds, soccer fields and gymnasiums. Included in the department’s responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts and Lake Merced.

Under general supervision, the Personnel Analyst performs professional level personnel work in one or more of the following areas of activity: recruitment and selection, classification, salary administration, employee relations, human resources operations, and departmental personnel programs and special projects.
• Conduct job analysis and exam development group meetings with subject matter experts;
• Oversee the administration of assigned examination and departmental selection processes, including scoring, data analysis and pass point setting;
• Develop job announcements, utilizing human resources software systems to post announcements/advertise positions and examinations; collect, review and evaluate employment applications;
• Requires responsibility for carrying out, interpreting, explaining and enforcing existing policies, methods and procedures relating to personnel examination matters;
• Make regular contacts with candidates, employees, employee representatives, department heads, other agencies and personnel at various levels to furnish and obtain information;
• Gather, prepare, compile, review, and maintain important and detailed personnel information reports and records;
• Administer and maintain the classification plan through developing, conducting analysis and recommending alternative courses of action;
• Investigate and respond to appeals or protests by compiling, analyzing and preparing detailed information in written reports to the Civil Service Commission and may present the case before the appellate body, hearing officers or arbitrators;
• Coordinates human resources transactions: reviews the preparation of requests to fill positions, tracks the certification and selection process, and initiates the processing of appointments;
• Prepare a variety of written materials, correspondence and reports;
• Develop, conduct and present human resources workshops and training sessions;
• May serve as backup to personnel technician in using PeopleSoft (HRMS) procedures for position tracking, hiring requests, employee status (appointment, leaves and separations), etc;
• Use Microsoft Access and PeopleSoft to conduct inquiries; and
• Perform related duties and responsibilities as assigned.
The work requires extensive public contact and use of personal computers and telecommunication devices. This position requires the ability to secure, transport and set up confidential materials, supplies and equipment at various examination or selection process sites when necessary. This position may include evening, weekend and/or holidays as required.
Possession of a baccalaureate degree from an accredited college or university.
One (1) year of professional human resources experience in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations.
Education Substitution - Verifiable professional human resources work experience in one or more of the following areas may substitute for up to two years of the required education on a year-for-year basis: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations. (One year of experience will be considered equivalent to 30 semester or 45 quarter units of college coursework.)
Experience Substitution - Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for the one (1) year of required professional experience.
