Introduction

This classification encompasses the two levels of Ambulance Personnel: Level 1 EMT and Level 2 Paramedic. Depending on the appointment level, incumbents may maintain station quarters and equipment; staff an ambulance to provide initial emergency medical care in a pre-hospital setting; evaluate and administer advanced first aid, life support and life maintenance measures in accordance with Emergency Medical Service Agency policies and procedures, including CPR, definitive and therapeutic care at the scene or during transport of persons; perform duties of either ambulance driver, paramedic attendant, or other related duties as required.

The two levels are summarized below:

I EMT Certified and Locally Accredited EMT - Performs basic life support duties on ambulance with Level 1 EMT or Level II Paramedic

II Paramedic Licensed and Locally Accredited EMT-P - Performs advanced life support duties on ambulance with Level I EMT or Level II Paramedic

The Fire Department is currently planning to hire both Level I EMT and Level II Paramedic employees on a temporary, as-needed, per diem basis.  For a summary of the essential functions of the class, refer to the classification description.

MINIMUM QUALIFICATIONS

1.      A high school diploma or an equivalency certificate (e.g., G.E.D., California High School Proficiency Certificate)

2.      For Level I EMT - Possession of a current and valid California Emergency Medical Technician Certification issued by the State of California and the ability to accredit with the local EMS Authority in accordance with SF EMSA Policy 2040 (prior to appointment)

3.      For Level II Paramedic - Possession of a current and valid California Paramedic license issued by the State of California and the ability to accredit as a Paramedic with the local EMS Authority in accordance with SF EMSA Policy 2040 (prior to appointment)

4.      Possession of a current and valid Class A, B or C driver license issued by the California Department of Motor Vehicles

5.      Possession of a current and valid Ambulance Driver Certificate

6.      Minimum 19 years of age to apply and 20 years of age at time of appointment

7.      Experience as stated on the classification description.

VERIFICATION

The following documents and verifications must be submitted with your application as an uploaded attachment.  Failure to do so will result in the rejection of the application.

1.      A copy of the current and valid California EMT certification or California Paramedic license

2.      A copy of the current and valid Class A, B or C California driver license

3.      A copy of the current and valid Ambulance Driver Certificate

EMT applicants must also submit a photocopy of current Basic Life Support (Healthcare Provider Level) CPR Card from the American Heart Association, American Red Cross or American Safety & Health Institute.

Paramedic applicants must also submit current copies of the following certificates:

1.      Advanced Cardiac Life Support

2.      Basic Life Support (Healthcare Provider Level) CPR Card from American Heart Association, American Red Cross or American Safety & Health Institute

3.      Pediatric Advanced Life Support or Pediatric Education for Prehospital Professionals (PEPP)

4.      Pre-Hospital Trauma Life Support or Basic Trauma Life Support (BTLS)

5.      Incident Command System Training (ICS) 100, 200 and IS 700a, Introduction to National Incident Management System.

6.      Hazmat First Responder Awareness course (FRA) per 29 CFR 1910-120.

Selection Plan

The Fire Department will create an internal, as-needed hiring list based on the desirable qualifications listed and the results of the Supplemental Application.

Medical Examination: Applicants may be required to pass a medical evaluation given by the Fire Department Physician. The medical examination will be administered only to those applicants who are likely to be selected for appointment to the San Francisco Fire Department EMS Transport Academy. The medical examination will include evaluation of vision, hearing, and general medical condition, and screening for drugs. Applicants will also undergo a body fat test via Bod-Pod to determine their body fat percentages. The maximum allowable body-fat percentages are:  Men - 25%; Women - 32%.

 

All medical conditions will be evaluated individually to determine the applicant’s fitness for employment as a Fire Transport EMT. Applicants who proceed to the Medical Examination will be required to complete a Medical History Statement. Any misrepresentation by an applicant on the Medical History Statement as determined by the Chief of the Fire Department will result in disqualification.

 

Vision Screening:  Applicants must have a visual acuity of at least 20/40 in each eye, either unaided or aided by spectacles or contact lenses. If spectacles, hard contact lenses, or non‑extended‑wear soft contact lenses are worn, uncorrected vision must be at least 20/100. If soft contact lenses that are approved for extended‑wear use are worn, there is no limitation on the uncorrected vision, provided the wearer has successfully worn extended‑wear soft contact lenses for at least six months. Applicants who wear extended‑wear soft contact lenses must have their contact lenses approved for extended‑wear use by an optometrist or ophthalmologist, licensed by the State of California, subject to verification by the Fire Department Physician. If subsequently hired, applicants who use extended‑wear soft contact lenses must wear them at all times while on duty. Applicants must have visual field performance without correction of 130 degrees in the horizontal meridian in each eye.

Conviction History

As part of the selection process an image of your fingerprints will be captured and sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) history will disqualify you as a candidate based on the specific requirements of the position to which you are applying.  If selected for fingerprinting, the hiring department will contact you to schedule an appointment.

Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.

Candidates applying for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164

DRIVING RECORD

Applicants must not have been convicted of any of the following during the period from November 5, 2013 through the date of appointment: drunk driving; reckless driving; or hit and run with personal injury or property damage over $25.00.  Applicants will be disqualified if any of the following occurred or is in effect at any time during the period from November 5, 2013 up to the date of appointment: probation as a result of a driving-related offense; license suspension or revocation; three moving violations in 12 months; or five moving violations in 24 months.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

In compliance with the Department of Transportation Omnibus Transportation Employee Testing Act of 1991 employing the Federal Motor Carrier Safety Administration (FMCSA) and Federal Transit Administration (FTA) regulations, drug and alcohol testing for employees in “safety-sensitive” positions are required. Some H-8 EMS positions qualify as “safety-sensitive” as defined by the FMCSA and FTA regulations.  Applicants selected for safety-sensitive positions will be required to pass a Pre-Employment drug test prior to appointment and shall be subject to Random, Post-Accident, Reasonable Suspicion, Return-To-Duty, and Follow-Up testing during employment. Prior to appointment to an FMCSA position, each applicant who has participated in a DOT drug and alcohol testing program within the immediately preceding two years will be required to sign a consent form authorizing the City to contact his/her prior employers concerning his/her drug and alcohol test history.
