Background

The 9922 Public Service Aide – Associate To Professionals positions in the Public Service Aide series are designed to offer various types of trainee or entry level employment opportunities in a variety of settings. These positions provide an introduction to career options and role models while allowing incumbents to learn about the work environment. Some positions may be allocated for participants in special programs designed to reach disadvantaged youth, those who have encountered difficulty in obtaining employment, or other special populations.  

Internship Description

This a pilot internship program in the Office of the Controller’s Accounting Operations and Systems Division (AOSD).  This internship program currently has vacancies in the following units/team: Controller's Claims & Disbursement Unit, Fixed Assets, and Vendor Cleanup.

The City's current financial system (FAMIS) is a proprietary system, but the City is in the process of implementing PeopleSoft Financials as the replacement. In this program, interns will have an opportunity to assist with the system transition and receive training to gain exposure in both system's component and functions. The knowledge gained in the internship will be utilized in one of the several classifications within AOSD: 1632 Senior Account Clerk; 1822 Administrative Analyst; 1842 Management Assistant.

Duties

Under immediate supervision, essential duties include, but are not limited to the following:

  • accurately and promptly responding to check issuance requests, such as check releases to departments, check revalidations, check replacements, stop payments, check image production, and undeliverable checks.
  • processing and resolving citywide travel payments and sales tax remittances to meet City’s prompt payment policies.
  • reviewing and depositing cash receipts in accordance with Controller policy.
  • providing back-up assistance to the Claims location at Fox Plaza, 1390 Market Street. This includes receiving and recording the initial claim information on the same day as receipt, providing assistance to the public in answering general questions about the claims process, and tracking the claim and public interaction duties.
  • assists in analyzing, preparing, processing, presenting, and cleaning vendor data;
  • coordinates with City Vendors and City Departments on the process of cleaning the data;
  • reaches out to City Vendors and City Departments to acquire latest vendor information;
  • applies management and operational theory, policy analysis, operations research, program evaluation;
  • process improvement techniques, use personal computer applications, including spreadsheet, database, statistical software packages, and web search and information methods to access data, perform data manipulations and analysis, develop report including charts and graphs;
  • communicates effectively, both orally and in writing, including dealing with management and team members on a variety of complex and sensitive issues;
  • creates clear, concise, accurate, and factual summaries and reports;
  • establishes constructive working relationships with various city employees, management, and the general public;
  • performs office related responsibilities but not limited to: data entries, filing vendor documents, scanning documents, calling vendors, responding to vendor inquiries, emailing vendors, and others; and
  • assists in preparing accounting entries related to reconciliation activities.

Intern Mentors and Supervisors 

During the internship, Interns are assigned a Mentor and Supervisors to guide and train them. In some cases, the Mentor and Supervisor can be the same person. Mentors and Supervisors work closely together to provide Interns with comprehensive, quality training.  

Training Workshops 

Interns will be trained on FAMIS Accounting and FAMIS Purchasing on the job or may attend workshops to gain understanding of the City’s financial system.  Interns may also be attending Microsoft Office training and vendor management training on the job or workshops.   Potential Future Classifications resulting from this internship opportunity include:  1632 Senior Account Clerk, 1649 Accountant Intern, 1822 Administrative Analyst, and 1842 Management Assistant.

Minimum Qualifications

Possession of a baccalaureate degree from an accredited college or university in business, public administration or policy, accounting, finance, economics, statistics, the social sciences, English, information systems or a related field.  

Desirable Qualification:

  • Experience working with the public.
  • Experience with information technology, especially financial systems.
  •  Ability to communicate effectively orally and in writing.
  • Ability to work with large volumes of data.
  • Ability to follow established procedures and make recommendations for adjustments.

Selection Procedures

The selection process will include evaluation of applications in relation to minimum requirements.  Applicants meeting the minimum qualifications are not guaranteed advancement to the interview.  Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates.  If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited for an interview.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

Disaster Service Workers

All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare.
