Appointment Type, Duration and Location
Temporary exempt appointment not to exceed three years. Exempt employees are considered “at will” and serve at the discretion of the appointing officer.
Public Service Trainees are regularly exposed to relevant decision makers within the San Francisco Public Utilities Commission (SFPUC) and are given unique opportunities to impact the organization through research and collaboration with teams influencing public policy and human resource initiatives among other areas. Supervisors are encouraged to fully utilize the educational background of each Public Service Trainee to create an internship experience providing the maximum benefit to both the intern and the SFPUC.
Public Service Trainees typically perform specialized duties that are pertinent to their field of study while learning the organization of the department to which assigned, its relationship to other city agencies and the range of services it provides; attend instructional or other training programs relating directly to the assignment; learn to perform other related duties normally expected of the entry or journey level employee, and obtain directly relevant experience in the field of study.
Enterprise Workforce Planning and Staff Development
The Student Interns in Enterprise Workforce Planning will participate in special projects within the division responsible for developing and implementing strategic workforce planning and staff development efforts, including critical systems integration, and the development and oversight of a comprehensive workforce development plan; directing and implementing an integrated talent management approach involving competency modeling to align learning and development programs, selection programs, performance management, and succession plans; developing strategies to ensure the SFPUC remains competitive and retains highly qualified employees with competencies and skills needed to support emerging technologies and critical work across all occupational groups; and establishing educational and experience-based pathway programs to meet current and future hiring needs.
The nature of this work will provide the intern with directly related experience in the field of applied industrial psychology, organizational behavior, public administration or business administration.
Examples of Duties and Expectations
• Review and understanding of job analysis methodology and job analysis survey instruments which are utilized for development of competency models and proficiency levels among pivotal positions at risk of turnover.
• Participation in job analyses, including the review of job analysis questionnaires and supervisors’ ratings of essential functions and competencies; analyses of supervisors’ ratings, and design and participation in follow-up interviews to finalize job analyses and competency models.
• Review of CCSF Management Classification/Compensation Plan and specific position allocations within the SFPUC to obtain understanding of the level and scope of authority inherent in each job code; review of the organizational structure and functions of the SFPUC within the context of the City and County of San Francisco to obtain general understanding of this regional utility operating within a local government environment.
• Understanding of functionality of Learning Management System (LMS) and recruitment and applicant tracking systems (JobAps) to assess feasibility and utility for project; participation in feasibility studies and design of pilot project for tracking of competencies within LMS for development of position-based learning plans, performance assessment tools, and succession plans and models.
• Identification of commonalities among competency domains, level, scope and nature of positions to identify career paths across the organization and development of pathway programs where feasible.
Applicants must possess an MS I-O Psychology or be currently enrolled in a graduate program studying Business Administration, Public Administration, Public Policy, Industrial/Organizational Psychology, Organizational Behavior or other closely related fields.

Disaster Service Workers
All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare.
