JOB TYPE: This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer. This position has an anticipated duration of (3) years and will not result in an eligible list or permanent civil service hiring.
Incumbent will conduct the majority of work at the San Francisco Public Works, 2323 Cesar Chavez, San Francisco, CA 94124. However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as required.
NATURE OF WORK: The nature of the work requires sustained physical effort involving considerable standing, bending, and exposure to working conditions where moderately serious injuries may occur; exposure to hot asphaltic mixtures and raw sewage and to disagreeable weather conditions. Positions may periodically require being on call at all times and/or working on weekends and holidays.
Under general supervision, performs skilled plumbing work in the alteration, repair and maintenance of water, sewer and other plumbing systems; and performs related duties as required.
EXAMPLES OF ESSENTIAL DUTIES:
- Performs plumbing duties in connection with a wide variety of building alterations, maintenance and repair projects and other appurtenant and miscellaneous structures; installs, alters, replaces and repairs plumbing, such as water, sewage and drainage systems.
- Cuts, bends, assembles and installs various pipes, fittings and fixtures for water, sanitary, drainage, heating, gas and other plumbing systems which involve the performance of hand, bench and maintenance plumbing tasks,
- Installs, alters, repairs or replaces all plumbing fixtures.
- Threads, reams, assembles, caulks, solders and welds various pipes and component parts.
- Installs, alters and repairs valves, fittings and other plumbing parts and equipment, including such items as hot water boilers, sterilizers, steam tables, sinks, thermal control apparatus, sprinkler heads, hydrants and service pipes.
- Repairs and installs new water and drainage lines and waste and sewage pipes.
- Checks plumbing fixtures for leaks and other defects; opens and cleans clogged drains, pipes and traps.
- Advises on selection, ordering and storing of plumbing supplies and equipment.
- Maintains simple working records and reports.
Education: Completion of high school AND completion of a recognized five (5) -year Apprenticeship in the craft AND
Experience: Three (3) years of experience as a journeyman plumber AND
License and Certification: Possession of a valid California driver’s license AND
Substitution: Additional qualifying journey level experience may be substituted for the required plumbing apprenticeship on a year-for-year basis.

Prior to appointment, eligible candidates must successfully pass a medical examination to determine his/her ability to perform the essential function of this job.

3. SECURITY CLEARANCES AND BACKGROUND INVESTIGATIONS:
Positions in this classification may require that successful candidates who become eligible for appointment may be required to go through a background investigation to determine the candidate’s suitability for employment in this classification. Factors considered in the investigation may include employment history, use of illegal/controlled substances. Reasons for rejection based on this investigation may include, but not limited to: applicable convictions, repeated or serious violations of the law, inability to accept supervision, inability to follow rules and regulations, falsification of application materials and/or other relevant factors. Failure to obtain and maintain security clearance may be basis for termination.

The City and County of San Francisco’s Substance Abuse Policy, in compliance with the Department of Transportation Omnibus Transportation Employer Testing Act of 1991 employing the Federal Motor Carrier Safety Administration (FMCSA) and Federal Transit Administration (FTA) regulations, requires drug and alcohol testing for employees in “safety-sensitive” positions. Some 7338 Electrical Line Worker positions qualify as “safety-sensitive” as defined by the (FMCSA) and FTA regulations. The selected applicants for “safety-sensitive” positions will be required to pass a Pre-Employment drug test prior to appointment and shall be subject to Random, Post-Accident, Reasonable Suspicion, Return-To-Duty, and Follow-Up testing during employment. Prior to appointment to an FMCSA “safety-sensitive position, each applicant who has participated in a DOT drug and alcohol testing program within the immediately preceding two years will be required to sign a consent form authorizing the City to contact his/her prior employers concerning his/her drug and alcohol test history.”
