Introduction

Overview

The City and County of San Francisco government serves approximately 800,000 residents through the operation of complex public health, criminal justice, and human services systems. The Project Managers will work within the City Services Auditor (CSA), City Performance Unit which has mandates under the City Charter for performance measurement, efficiency analysis and standard-setting. CSA carries out initiatives to improve the effectiveness of public services in San Francisco and provides technical assistance and implementation to City departments. We benchmark the City’s performance to other public agencies and provide data and performance results to the public.

Position Description

The 1830 Performance Analyst III – Project Manager is responsible for managing projects to design changes to systems, budgets, processes, technology, policies, procedures, and/or administration of a wide variety of government functions.  

The essential duties of this job include:

  • Providing problem-solving, managerial and technical consulting services to city leadership, department heads and managers;
  • Assessing and identifying departmental and customer needs and coordinating City Performance projects with other strategic, organizational and operating environment needs and with priorities of the client and the broader City/ County of San Francisco organization;
  • Overseeing the development of detailed project plans, including scope and objectives, time budgets, and milestone dates;
  • Assessing risks, formulating strategies, and establishing priorities to achieve project results;
  • Assembling and coordinating cross-functional project teams and working groups of staff, managers and stakeholders;
  • Managing project timelines, deliverables, resource usage and quality control processes to insure effective and timely project completion;
  • Reviewing subordinate team members' work for completeness, technical accuracy, organization, content, tone, and grammatical accuracy;
  • Directing and supervising staff in collecting, analyzing, testing, and documenting information (e.g., databases, procedures, systems and operating methods) as they relate to project objectives;
  • Leading complex procurement, contract development and quality control processes for consultant-provided work;
  • Leading project communication with all audiences including but not limited to clients, leadership including elected and appointed officials, the public and other stakeholders;
  • Preparing and/or reviewing performance plans and evaluations and providing career counseling;
  • Providing training for staff;
  • and performing other duties as assigned.

Positions are in the Controller’s Office only. Projects may be temporarily assigned outside of the normal work schedule or work location.

MINIMUM QUALIFICATIONS

1. Possession of a Baccalaureate degree from an accredited college or university in Public Policy, Public Administration, Business Administration or closely related field; AND

Five (5) years project management or program administration experience in a non-profit, public or private sectors. OR

2. Possession of a Master's degree from an accredited college or university in Public Policy, Public Administration, Business Administration or closely related field; AND

Three (3) years project management or program administration experience in a non-profit, public or private sectors.

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates applying for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Having a conviction history does not automatically preclude you from a job with the City.
