APPOINTMENT TYPE AND DURATION:
This is for a Temporary-Exempt (TEX), Full-Time position not to exceed three (3) years. This position is excluded by the Charter from the competitive civil service examination process, is considered “at will” and shall serve at the discretion of the appointing officer.

We are comprised of three essential 24/7 service utilities: Water, Wastewater, and Power. We provide retail drinking water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and green hydroelectric and solar power to San Francisco’s City facilities and properties. Headquartered in San Francisco, we have about 2,300 employees working in seven counties with a combined annual operating budget of over $900 million.

POSITION INFORMATION
Under the direction of the Manager of Policy and Government Affairs at the San Francisco Public Utilities Commission (SFPUC), the Policy and Government Affairs Senior Administrative Analyst will perform a broad range of work including policy research, analysis and development. This position will work closely with the CleanPowerSF team, CalCCA (Community Choice Aggregation program’s state trade association), elected officials and their staff; and external stakeholder groups on policy and legislative matters related to SFPUC operations.

MAJOR, IMPORTANT, AND ESSENTIAL DUTIES  

 • Develop, evaluate and advocate for policy and procedures that advance the core mission of the SFPUC, including evaluation of the impact of existing and proposed legislation, regulations, law, and related issues
• Make policy recommendations on a variety of complex policy and legislative issues with a focus on CleanPowerSF and Community Choice Aggregation programs
• Coordinate the development of a proactive legislative and advocacy strategy at state & federal levels
• Draft positions statements, talking points, issue briefs, comment letters and other appropriate responses to statutes, regulations, and policies proposed by legislators
• Maintain strong, collaborative working relationships with the SFPUC staff, track and communicate effectively with SFPUC staff regarding relevant policy proposals, legislation, regulation or trends
• Collaborate with membership associations (most notably representing SFPUC with CalCCA) and other external stakeholder groups to advance complimentary policy
• Perform related duties as assigned.

Minimum Qualifications

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.

DESIRABLES

1. Three years experience building and managing stakeholder coalitions to advance policy goals

2. Three years experience developing, analyzing or implementing policy for a state or federal public agency

3. Three years experience analyzing legislative and regulatory policies impacting water, wastewater and/or power utilities, including some work on CA energy policy.
