Position Information: 
The San Francisco Department of Public Health (DPH) is accepting applications for one (1) full-time, Category 18 Temporary Exempt (TEX) position in our 1070 IS Project Director classification. The duration of this TEX position cannot exceed three (3) years. A TEX appointee must participate and be successful in a Civil Service Examination process for this classification and be selected through an open competitive process in order to be considered for a permanent appointment.

Position Description: 
DPH is seeking an experienced candidate to fill a project manager role focused on stabilizing and enhancing PeopleSoft to better meet the needs of the Department and better serve our clients and patients. Optimizations and enhancements would focus on key functionality related to procurement and supply chain, hospital supplies and integration with the Epic Electronic Health Record, and contracts and grants management workflow. This project would impact administrative operations across DPH including 2 major hospitals and over 40 clinics. The position is responsible for managing the schedule, budget, scope, issues and risks of the project, ensuring it is delivered on time, within budget and at the required level of quality.

Essential Functions:
1) Engage key stakeholders for the identification and prioritization of enhancements and optimizations
2) Lead the development and implementation of broad, coordinated plans to deliver the scope of the project on time and within budget
3) Collaborate with business, PMO, and IT staff in the development of plans; monitor and revise plans/schedule as necessary to ensure the successful completion of the project
4) Engage business and IT teams for the management of issues and risks; mitigate risks and address project obstacles as needed
5) Resolve or assist in resolving conflicts within and between projects or functional areas; develop methods to monitor project or area progress; and provide corrective supervision if necessary.
6) Present oral and written reports defining plans, problems, and resolutions to appropriate levels of management.
7) Communicate status; effectively interface with stakeholders regarding project deliverables, status, and issues.
8) Supervise, assign, review, and/or participate in the work of subordinates.

Minimum Qualifications

Education:
An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience:
Seven (7) years of experience in system administration, information systems development, maintenance and support, or information technology project management; AND
Two (2) years of experience with implementation or optimization of PeopleSoft or similar supply chain solution; AND
One (1) year of experience with an end-to-end procure-to-pay supply chain process; AND
Two (2) years of supervisory experience

Note: Qualifying experience can be gained concurrently.

The above minimum qualifications reflect special conditions associated with the position(s) to be filled. They may differ from the standard minimum qualifications associated with this class.

Substitution:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Selection Procedures

Supplemental Questionnaire (Weight: Qualifying):
Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. The Supplemental Questionnaire is a self-report checklist that is designed to evaluate if candidates meet the minimum qualifications for this position.

Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate qualifications of candidates.

Applicants meeting the minimum requirements are not guaranteed advancement in the selection process.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Conclusion

Note on Personal Protective Equipment (PPE):
Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.

Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a FaceFitting Respirator.

Licensure:
Valid licensure as a requirement to perform the job must be kept current throughout length of employment. Failure to demonstrate/show proof of possession of required valid licensure may result in dismissal and/or termination of employment.

Note on Electronic Health Record (EHR):
The Department of Public Health (DPH) is implementing a unified Electronic Health Record (EHR) system and DPH employees must demonstrate competency in the use of the system that is appropriate for their classification as a condition of employment.

Medical Examination/Drug Testing:
Prior to appointment, at the Department's expense, applicants may be required to take a tuberculosis (TB) screening test, a medical examination and/or drug test.
