Senior Business Analyst – Online Navigation & Entry (ONE) System

Class 1053 – IS Business Analyst-Senior

 

APPOINTMENT TYPE:  Temporary Exempt.  This position is a temporary position exempt from the competitive civil service examination process and serves at the discretion of the Appointing Officer.  The maximum duration of this temporary exempt appointment is three years.

What We Do

San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing seeks to be a national leader in the movement to end homelessness by developing a coordinated, client-focused system of services, piloting innovative models, and implementing proven solutions with measurable results. Major programs include: street outreach and service connection through the Homeless Outreach Team; 1,500-bed shelter system for single adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-threshold entry model; rapid rehousing rental subsidies for families, single adults, seniors and transitional aged youth; the Homeward Bound program which has helped 10,000 individuals return to stable housing in their city of origin; and robust supportive housing programs of nearly 6,500 units which provide permanent housing and services to formerly homeless individuals and families.

 

What you’ll be doing:

Under the direction of the Coordinated Entry System Manager, the position will be responsible for providing implementation support and systems integration support for the San Francisco Online Navigation and Entry (ONE) System. This position is an excellent opportunity for an exceptional business analyst to collaborate extensively with a diverse team to build the capacity of the ONE System, a key initiative of the Department of Homelessness and Supportive Housing.

The business analyst will perform a needs assessment of the technical capacity and needs of HSH and community partners, ongoing homelessness and supportive housing provider technical assistance, and problem solving.  This position may supervise junior analysts and other staff members responsible for work on the ONE system.

The ONE System will be the single Software-As-a-Service (SAAS) comprehensive secure data solution for Coordinated Entry and client-level programmatic data on homelessness for the City.  The ONE System will operationalize comprehensive written standards for prioritization and placement of homeless families, youth and individuals into housing, temporary residences, and services.

This position will conduct an on-going needs analysis of HSH staff, and community partner needs to maximize the effectiveness of the ONE System in the community, including collaborating with partners to develop new requirements for the ONE System to meet the needs of partner agencies, and providing oversight for customization and data integration projects led by the SAAS System Administration vendor.

This position will be responsible for serving as the key HSH informant on the business processes of the ONE System, including:

1.       Leading the Collections Requirement Phase

2.       Leading the Requirements Analysis Phase

a.       Work with End Users, vendor and Management to analyze business requirements

b.      Identify opportunities for improvement

c.       Work with vendor to map requirements

2.       Supporting the System Design Phase

3.       Leading the User Testing Phase: Supporting the User Transition Phase: Execute the Unit, End to End (Integration) and UAT (User Acceptance)  Test Plans

4.       Supporting Operational Processes

 

Minimum Qualifications:

1.       An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field]. AND

2.       Three (3) years experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

 

Substitution:

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.


Desirable Qualifications:

·         Bachelor’s degree or higher in computer science or a closely related field from an accredited college.

·         Excellent written and oral communication skills, including experience conveying complex information in writing and experience providing trainings to an audience of diverse adult learners.

·         Strong knowledge of practices and principles of design, development, and management of Commercial Off the Shelf (COTS) Systems

·         Knowledge of practices and principles of project management

·         Familiarity with Homeless Management Information Systems (HMIS) including the best practices for HMIS data quality, user engagement, and using HMIS to manage program and system performance

·         Experience with staff supervision, including experience supervising analysts, trainers and administrative personnel

·         Experience with Coordinated Entry for homeless persons, housing first and other best practices in the field of homelessness

·         Experience with public meetings, community engagement and change management in the field of homelessness or closely related fields

·         Experience training homeless and supportive housing service providers, property managers and nonprofit management staff in new business practices.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Benefits

All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, ranging from 7.5%-13.25% of compensation.
