As Chief Facilities Officer, you will report to the Deputy Superintendent of Policy and Operations and serve a key executive role at SFUSD with responsibility for all facilities-related activities, including the planning, development, design and construction of all facility capital improvements, facility maintenance and custodial operations, environmental health and energy sustainability and real estate-facility permit operations.
We expect our Chief Facilities Officer to:
Be the external face and internal leader of SFUSD’s Facilities Services Division
Plan, direct and manage the operations of the Facilities Services Division
Provide leadership and oversight for nine operational departments: Bond Modernization Program, Buildings and Grounds, Custodial Services, Design and Construction, Environmental Health, (Environmental) Sustainability, Real Estate / Permits, Transportation and Emergency Planning departments
Collaborate effectively with executive staff, site and central administrators and the Board of Education in District-wide comprehensive planning and policy implementation to ensure effective utilization and maintenance of real property assets
Work effectively with key external stakeholders and partners (e.g., City and County staff and officials, bond credit rating agencies, citizen advisory groups) and serves as a key spokesperson and primary District representative regarding fiscal issues to such stakeholders
Serve on the Superintendent’s leadership team and other advisory committees
Perform other responsibilities as appropriate and as assigned based on ongoing organizational needs and strategic direction
Develop and execute a comprehensive facilities strategy aligned to SFUSD’s vision and strategic plan
Develop, implement and monitor the District’s multi-billion dollar long-range facilities capital plan, including development of ten-year capital planning priorities and deferred maintenance plan
Allocate Division resources, including the preparation of the Division’s budget, to align with the District’s vision, strategic plan and priorities; adjust plans and programs to address new and emerging needs, policies, expectations and changes in technology or educational practice
Lead our SFUSD Facilities Services Division
Directly supervise the directors/managers of the nine departments that make up the Facilities Division
Direct day-to-day operations and work processes; organize and direct the work of subordinate staff, make recommendations regarding planning, staffing and system and project implementation
Develop and implement a strong talent strategy for the Facilities Services Division, including attracting, developing and motivating staff to provide excellent service to customers in schools and central offices in a prompt, courteous, respectful, efficient and helpful way
Establish performance measures/goals and monitor results, facilitate cross-functional cooperation, and identify and address strategic opportunities and challenges
The strongest candidates will have:
Deep knowledge or interest in urban public school landscapes and issues including policies, politics, education practices and funding
Commitment to the mission of an urban public school system focused on providing equitable opportunities and outcomes for all students
Significant experience in design and construction of K-12 educational facilities
Demonstrated record of successful leadership, particularly in the area of facilities services, in a large, complex and culturally diverse organization
Demonstrated management ability and a record of leading teams to excellent outcomes
Ability to work effectively across multiple functions and roles (e.g., customers, policy-makers, supervisors, direct and indirect reports, peers/colleagues, external stakeholders) within a complex organization
Excellent written and verbal communication skills, including the ability to convey information to a variety of audiences (e.g., large groups, staff meetings, executive briefings, public board meetings, memos)
Strong conceptual, analytic and organizational skills necessary to inform strategy development and execution
Strong project management skills and experience with technology and business processes/systems
Demonstrated financial management experience, including planning and overseeing implementation of significant capital and operating budgets
A Bachelor’s Degree from an accredited college or university in education, business, architecture, urban planning or related field; Master’s Degree (M.B.A., M.A., M.P.A, M.Arch or equivalent) preferred.
Five (5) or more years of successful experience in a senior management position, including facilities-related managerial responsibilities; experience within a large California public school district preferred.
