Appointment Type: Permanent-Exempt. This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents serve at the discretion of the Appointing Officer.

Under the general direction of the ITT Managing Enterprise Architect, this position will be responsible for integrating business, information, and technology into analytical models that help drive business performance and competitive advantage and providing the business with answers to questions. The role collaborates with Business Analysts and Platform architects to create value from varied data sources. Creating value from data requires a range of talents: from data integration and preparation, to architecting specialized computing/database environments, to data mining and intelligent algorithm development. This role is viewed as an expert in making sense of complex data environments, encompassing both business data and process understanding and technical expertise. Leads in developing innovative, technical solutions to important, highly complex strategic and operating problems. Provides technical consulting on complex projects.
* Wrangle, interpret, and integrate data from diverse internal and external sources and systems using appropriate client libraries and APIs.
* Apply and evaluate statistical models and machine learning algorithms to help answer business questions and solve business problems.
* Dig beneath the surface to unearth data-driven, consumable insights that help to bust myths, reinforce strategies, or suggests new opportunities for the business.
* Create data visualizations and stories that convey key insights to business audiences in an impactful manner, while also seeking innovative solutions for sharing knowledge more widely across the organization.
* As needed, collaborate within and across teams to improve the ways in which key data streams are captured, managed, and made accessible for analysis.
* Apply data-mining and machine learning techniques for a variety of modeling and relevance problems involving DNS and networking data.
* Build complex statistical models that learn from and scale to petabytes of data.
* Work with architects and product managers to identify analytics initiatives and develop efficient and reliable algorithms.
* Work collaboratively across multi-disciplinary teams throughout the company as a subject matter expert in analytics with a focus on security solutions and implementation.
* Apply statistical and econometric models on large datasets to: (a) Measure results and outcomes; (b) Identify causal impact and attribution; (c) Predict future performance of users or products; and, (d) Solve real problems at the airport to drive tangible outcomes.
* Design, analyze, and interpret the results of data mining and research experiments.
* Architect and deploy machine learning systems to production.
* Design and implement metrics that align with enterprise performance objectives and goals.
* Analyze a wide variety of data: structured and unstructured, observational and experimental.
* Advise technology, operations and business unit teams on sound statistical practices.
* Drive the collection of new data and the refinement of existing data sources.
* Analyze and process huge amounts of data by using data mining, statistics, and database techniques.
* Develop techniques and algorithms for mining large social data sets.
* Work in a fast-paced multidisciplinary environment as in a competitive landscape new data keeps flowing in rapidly and the world is constantly changing.
* Work autonomously.
* Develop a scalable, extensible and reliable distributed data architecture for our technology services and solutions.
* Work with Enterprise Architect to scope the requirements to build/extend large-scale data hubs, data ingestion, feature extraction, model development and risk scoring systems built on Big Data technologies.
* Work with the Enterprise Architect to support Data component development for the overall Enterprise Architecture Framework for the airport.
* Hand on development of critical data science components.
* Ensure compliance with data and technology standards and with approved / agreed upon design and development patterns including design reviews.
* Develop and enhance design documents to reflect the latest implementations.
* Develop test cases, test strategies and test plans.
* Work with agile methodology.
* Provide prompt resolutions to data related and/or other technical issues.
* Perform other duties as assigned.
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.
An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field]; AND
Five (5) years of recent and verifiable experience with probability and statistics, including experimental design, predictive modeling, optimization, and causal inference.
**Please note: The five (5) years of experience requirement must be obtained within the last seven (7) years.**
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). Thirty (30) semester units or forty-five (45) quarter units equal one (1) year.
Additional Requirement: In addition to meeting the minimum qualifications, this position requires sufficient strength and coordination of lifting, pushing, pulling and/or carrying the 35 Lbs. weight of computer systems equipment. It also requires bending, stooping and/or crawling in order to install or repair computer systems hardware (TST029).
Working Condition: Essential duties require the following physical skills and work environment: Ability to work in a standard office environment which may involve prolonged sitting, bending and operation of typing, word processing and other office equipment; and ability to work evening meetings.

* Knowledge of a statistical language such as R or Python.

* Experience in performance optimization, in depth understanding of schedulers, data pipelines & processing, workload management, availability, scalability of distributed data platforms.
* Knowledge with Security, machine learning, Cloud (S3, EC2, ELB, MapReduce, CloudFormation).
* Ability to query databases and perform statistical analysis.
* Ability to develop or program databases.
* Ability to advice senior management in clear language about the implications of their work for the organization.
* Understanding of how a business and strategy works.
* Ability to create examples, prototypes, demonstration to help management better understand the work.
* Understanding of design and architecture principles.
* Possession of a Bachelor’s degree in applied mathematics, statistics, computer science, physics, engineering or other relevant technical field; A Master’s degree is desirable.
