Appointment Type: Permanent Exempt-Full Time – This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

 

THE AGENCY
The San Francisco Municipal Transportation Agency (‘SFMTA’), a department of the City and County of San Francisco, is responsible for the management of all ground transportation in the City. SFMTA keeps people connected through the San Francisco Municipal Railway (Muni), the nation’s seventh largest public transit system. The Agency’s additional responsibilities include managing parking and traffic, bicycling, walking and the regulation of taxis. With a staff of more than 4,700, SFMTA’s diverse team of employees is one of the City’s largest with representation by 18 labor organizations.

 

SFMTA was established in 1999 with the passage of Proposition E, which amended the City Charter to merge Muni with the Department of Parking and Traffic, to create an integrated transportation agency to manage city streets more effectively to advance the City’s Transit First policy. SFMTA has continued to evolve by merging with the Taxi Commission in March 2009. The Agency is governed by a Board of Directors, appointed by the Mayor and confirmed by the Board of Supervisors. The SFMTA Board of Directors provides policy oversight for the Agency, including approval of its budget and contracts, and approval of proposed changes of fares, fees and fines to ensure that the public interest is represented.

 

THE POSITION
Under direction of the Chief Performance Officer, the Project Controls Manager leads a team charged with facilitating and optimizing execution of the Agency’s $3.4 billion capital project portfolio relative to scope, schedule and budget.

 

The Project Controls Team is part of the Agency’s Performance section, which leads the Agency’s Performance and Business Support, Project Controls, and Strategic Planning efforts. The team works together to align the Agency’s people, processes, and tools by building partnerships across the organization, ensuring every Agency activity holds strategic purpose, instilling a culture of data driven decision making, measuring operational performance to ensure we are meeting our goals, and improving business processes to optimize the Agency’s resources.

 

Essential Duties include:

·         Manage a team of project controls specialists who are qualified to analyze, evaluate, and forecast project costs, as well as performance against an established schedule with critical milestones

·         Facilitate and oversee project portfolio planning and prioritization

            »  Maintain the SFMTA’s 5-year Capital Improvement Plan in the Agency’s Capital Project Controls System (CPCS)

            »  Provide on-going support to colleagues with fund programming

·         Coordinate key project initiation elements

            »  Assist and advise project managers in the development and maintenance of scope, work breakdown structures, work plans, schedules, and budgets

            »  Create and maintain projects in CPCS

·         Monitor and evaluate project execution

            »  Work closely with project managers to control costs, budget, and schedule to mitigate risks to projects

            »  Facilitate project updates in CPCS

            »  Track and analyze schedule & budget variances

            »  Identify areas of concern and corrective actions

            »  Coordinate modifications to project scope, schedule, and/or budget

            »  Deliver accurate project performance reporting, including forecasting and trend analysis

            »  Implement Earned Value Management (EVM) reporting for major projects

            »  Facilitate monthly capital project review sessions

·         Evaluate and implement business processes that focus on delivering capital projects on-time and within budget

·         Oversee project closeout activities

            »  Coordinate final budget/funding reconciliation with SFMTA’s Capital Finance team

            »  Assist SFMTA Accounting team with project capitalization efforts

            »  Encourage documentation of lessons learned for future planning reference

·         Partner with SFMTA Information Technology to maintain and enhance the Capital Project Controls System (CPCS), the Agency’s system of record for all active and planned capital projects

·         Build partnerships across the Agency by serving as a trusted resource to help colleagues deliver projects on-time and on-budget

·         Performs related duties as assigned.

 

THE IDEAL CANDIDATE
The ideal candidate is a results-driven manager experienced in project controls including planning, estimating, forecasting, scheduling, cost control, schedule control, and project reports. The successful candidate will be a highly effective communicator who is able to build solid working relationships

with management, peers and staff. An appreciation for staff development, performance accountability and teambuilding and possessing the emotional intelligence necessary to effectively collaborate with multiple departments, and other stakeholders will be indispensable characteristics for success in this role.

 

Minimum Qualifications

1.       Possession of a baccalaureate degree in Engineering, Construction Management, Business Administration, Public Administration, or a related field from an accredited college or university; AND

2.       Five (5) years of increasing responsibility in the management of people and/or programs

 

Desirable Qualifications

·         Proficient with Ecosys EPC and Oracle Primavera P6

·         Proficient with Microsoft Office suite skills (Word, PowerPoint, Excel)

·         Experience with visioning and designing systems that help optimize capital project performance

·         Ability to speak and write clearly and concisely in order to effectively express ideas and communicate information including policy decisions and other information to a variety of individuals and groups

·         Ability to prioritize and organize multiple assignments and projects of varying durations

·         Strong interpersonal and leadership skills, including ability to effectively partner with management and staff at all levels of an organization

·         Project management experience

·         Accounting experience

·         Skilled in managing projects crossing multiple internal stakeholders and interests

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Benefits

All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, ranging from 7.5%-13.25% of compensation.
