Appointment Type: Permanent Exempt-Full Time – This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

 

THE AGENCY
The San Francisco Municipal Transportation Agency (SFMTA), a department of the City and County of San Francisco, is responsible for the management of all surface transportation in the city. The SFMTA keeps people connected through the San Francisco Municipal Railway (Muni), the nation’s seventh largest public transit system. The agency’s additional responsibilities include managing parking and traffic, bicycling, walking and the regulation of taxis. With a staff of about 6,000, the SFMTA’s diverse team of employees is one of the city’s largest with representation by 22 labor organizations.

With more than 3,500 transit stops, Muni keeps people connected, delivering more than 700,000 passenger boardings on an average weekday and offering unmatched accessible transit service to San Francisco’s 800,000 residents and a workday population of approximately 1.2 million.

 

THE POSITION
Under general administrative direction, the incumbent functions as a mid-level manager in the SFMTA, operating within a broad policy framework and assuming primary responsibility for key and very complex accounting functions such as financial reports and operating budget development. The incumbent monitors and evaluates the effectiveness and efficiency of its operations, identifies and implements alternative approaches or improvements, and develops and implements policies and procedures that meets the City and other agencies requirements. 

 

Essential Duties include:
• Plans, monitors, evaluates, and supervises completion of various financial reports including year-end financials, revenue bonds, National Transit Database (NTD) and other mandated reports. Activities include: accruals, submission of adjustments and other year-end entries, internal control reviews and audits, responding to inquiries, preparing schedules, and compiling supporting records and documents.
• Acts as fiscal as liaison on certain external audits and agreed-upon procedures.
• Supervises the timely completion and submission of the department’s Operating Budget, which is a two-fiscal year budget submitted during even number years. The activities include: review of current and proposed fund structure, divisions, units and handling organization updates; review of cost recovery fees calculation; dissemination of budget instructions and forms; completion of budget book and   various summary reports.
• Develops and implements a rigorous review of accounting reports and financial documents to insure conformance with City’s fiscal procedures, existing laws, ordinance and other fiscal requirements.
• Identifies structure, system and process efficiencies and develops written policies and procedures as necessary.  Ensures that operating policies and procedures reflect adequate internal control and are kept up-to-date and enforced.
• Supervises complex accounting work related to: accounting structure code maintenance and updates; general ledger analyses; account and bank reconciliations and projections; cost estimations such as for labor negotiations; accounts receivables; revenue allocations and/or transfers; fixed assets; inventory interface, review, and research; financial transaction recording; liaison in City’s accounting system access; and implementation of accounting rules and regulations as stipulated by Governmental Accounting Standard Board (GASB) or other regulatory agencies.
• Directs timely and accurate completion of regularly issued monthly financial reports for management needs and in response to various requests. This could include analyses and projections.
• Serves as a department subject matter expert related to City’s replacement of the accounting system. Is engaged in any other system or application assessment and implementation that has fiscal implications. Participates in the structure development data testing and applicable subsequent modifications.
• Oversees/supervises assets capitalization, maintenance of capital assets and other related tasks such as physical inventory, disposals and transfers.
• Evaluates staff performance by setting goals and objectives while providing feedback. Identifies staff needs and recommends or provides appropriate training for professional growth and career development.
• Coordinates fiscal activities with other City departments; may represent the department before internal committees, regulatory agencies and other outside organizations.
• Performs other related duties as required.

 

THE IDEAL CANDIDATE
The ideal candidate for this position will have a strong sense of public service and be excited to work for a large and fast paced agency that serves the residents, commuters, and visitors who come to the City. Due to the diversity and size of the Agency, governmental accounting experience and a background in public sector finance are strongly desired for these positions. SFMTA is a large agency with over a billion dollar operating budget and five-year 5 billion capital budget. The successful candidate will have the opportunity to interact not only with their peers and team members, but with other city departments as well. Your broad financial knowledge and diverse skill set will be demonstrated and put to use throughout the agency. SFMTA managers are open to information sharing and have a strong belief in keeping employees motivated and productive, so ideal candidates will be ready to not only contribute their ideas but be active listeners to others. These positions require a strong support service focus.

 

Minimum Qualifications
1. A baccalaureate degree in Accounting, Finance, Business Administration, or other related field; AND
2. Three (3) years of recent experience in managing areas in finance, budget and audits. Qualifying experience must include at least two (2) years in a supervisory capacity.

 

Desirable Qualifications
• A secondary degree such as an MBA.
• 8 years of experience in managing in the following areas: finance, grant administration, capital project accounting, cost allocation plans, audits and financial systems.
• Experience working with financial or accounting systems, such as COGNOS and Business Intelligence software.
• Experience working with financial or accounting systems.
• In-depth understanding of the financial operations of a public enterprise organization.
• Ability to write reports and present to internal and external parties.
• Strong oral and written communication skills
• Ability to handle a high stress environment.
• Possession of a strong customer service perspective.
• Ability to prioritize and complete multiple projects concurrently.

Conviction History

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Benefits

All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, ranging from 7.5%-13.25% of compensation.
