The purpose of this announcement is to fill a vacant position in this classification.
Positions: Two (2)
Divisions: 1) Capital Programs & Construction 2) Finance and Information Technology
Section/Unit: 1) Program Delivery 2) Performance/ Project Controls

Compensation: The normal annual salary range is $102,206 to $130,468. Appointment above the maximum of the normal annual salary range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range.
Appointment Type: Permanent Exempt - This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.
1) Capital Programs & Construction (CPC):
SFMTA Capital Programs & Construction Division is structured to provide professional services for the implementation of SFMTA’s Capital Improvement Program (CIP) and employs approximately 100 engineers, technicians, and administrative staff responsible for the delivery of projects that provide state of good repair, improved system security and safety, facility upgrades and enhancements, and system expansion. Division responsibilities include design, engineering, project and contract management, contract administration, cost and schedule control, quality assurance, and procurement administration.
Under administrative direction, the Project Scheduler is responsible for managing cost estimates and the schedules of Capital Programs and Construction Division’s portfolio of capital projects. Using SFMTA’s Capital Programs & Controls System (“CPCS”, a user-friendly, flexible, and scalable business platform capable of managing budgets, resources, finances, schedules, construction contracts, and electronic documents at a project and program level), the Project Scheduler will assist with the development and management of all project schedules; integrated master schedules; contractor schedules; organizational policies, priorities and objectives; capital planning program changes; resource analysis reports; and schedule variance reports.
2) Finance and Information Technology (FIT):
The Project Controls Section within the Finance, Information and Technology Division is structured to improve and ensure optimal Agency-wide project delivery. Section responsibilities include establish and maintain Agency-wide standards and operating procedures, facilitate portfolio planning and prioritization, coordinate key project initiation elements, monitor and evaluate project execution, oversee project closeout activities and maintain system of record for all active and planned projects.
Under the direction of the Project Controls Manager, the Enterprise Master Scheduler will perform portfolio schedule and resource analyses and provide practical options and recommendations for improved schedule and resource management. Additionally, this position will assist with the development of policy recommendations that are in support of improved project schedule adherence, change control, and standardized business processes. Lastly, the Enterprise Master Scheduler will oversee key system integrations that impact Primavera P6 - such as labor rates, labor actuals, and integrations with SFMTA’s program management system of record (EcoSys).
Examples of Important and Essential Duties:
• Manages Primavera P6 capital project portfolio and all key system integrations.
• Evaluates and implements goals, responsibilities, policies and procedures related to schedule and resource management.
• Manages enterprise and project scheduling, labor forecasting, administration management, audit management, and operational management.
• Coordinates the delivery of services, develops performance measures, manages productivity to improve operations and services, and participates in the identification, analysis and resolution of problems, issues and conflicts pertaining to the provision of Agency resources.
• Provides senior management and/or project stakeholders with achievable recovery options for potential schedule over-runs or other schedule issues.
• Participates in other schedule related activities.
• Prepares or directs the preparation of reports, memoranda, and correspondence; makes presentations.
• Assists in developing and implementing operational policies to ensure the efficient operation of the SFMTA.
• Performs other related duties as required.
In addition to the duties above the Project Scheduler for CPC:
• Coordinates and monitors the schedules of consultants and contractors working for the Agency.
• Manages the allocation of resources to achieve timely outcomes and measurable goals within budget.
• Analyzes contractor’s construction schedules to identify any duration or logic issues, reviews time impact due to proposed changes, and provides support for construction claims and change orders.
• Prepares, coordinates and administers schedules for capital programs; monitors actual hours versus budgeted hours
In addition to the duties above the Project Scheduler for FIT:
• Supervises, monitors, and evaluates the activities of scheduling staff.
• Oversees the development of project-level schedules and resource allocations and prepares portfolio-level analyses with recommendations for improved schedule adherence and resource utilization.
1. Possession of a baccalaureate degree from an accredited college or university; AND
2. Two (2) years of full time experience managing Primavera P6 software.
• Working knowledge of Federal Transit Administration (FTA) guidelines and regulations.
• Working knowledge of general business principles and procedures related to government management, accounting and operations.
• Experience working in a political environment such as a commission and/or Board of Supervisors environment.
• Advanced knowledge and skill in Excel, Access, Word, and PowerPoint.
• Ability to analyze data, define problem areas, formulate recommendations and implement solutions for complex issues or problems.
• Ability to communicate clearly and persuasively both orally and in writing.
• Ability to exercise independent judgment, solve problems and determine priorities.
• Ability to work in a dynamic and collaborative team environment.
• Ability to manage a diverse workload to meet project and agency deadlines.
• Experience in preparation of administrative, management, program, and organizational policies.
• Experience researching and documenting financial information in a large, complex reconciliation project.
• Strong supervisory skills.
