Introduction

Appointment Type: Permanent Exempt. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.

THE POSITION
Perform administrative tasks related to the Airport’s water distribution system.  The Airport operates a public water system overseen by the California Department of Public Health (CDPH).

•   Compile data and prepare monthly, quarterly and annual reports to CDPH.  (Maintenance completes mandatory and recommended water system maintenance such as system flushing and valve exercising.  PM’s are issued for these programs).
•   Plan, assign, oversee, and collect quarterly, and annual samples for compliance monitoring, such as Disinfection Byproducts, Lead/ Copper, Unregulated Contaminants and Total Organic Compounds. Review analysis for compliance with current standards.
•   Plan and arrange for SFPUC to collect daily (M-F) samples for Total Coliform Rule.
•   Attend meetings related to SFPUC water system.
•   Respond to water quality, water billing, and water pressure complaints and collect samples and make recommendations. 
•   Generate the annual Consumer Confidence Report and distribute to tenants, etc.
•   Prepare monthly water use reports for internal use.
•   Maintain records for activities related to the Airport water system.
•   Open and close accounts for water service per instructions from Revenue Development and Aviation Management.
•   Change water meters as needed.
•   Issue water meters to contractors for new projects.
•   Substitute for 7317 as needed.
•   Perform plan review upon request as related to meters (size and location) and cross connection.
•   Arrange for the testing, calibration and repair or replacement of water and gas meters.
•   Work closely with City, County, and State agencies.    

Cross Connection Control Program

•   Test, repair or replace backflow prevention devices. Airport currently has 540 devices.
•   Ensure that tenants’ devices are tested annually. Work with San Mateo County to issue reminder letters.  The County maintains the records for tenants, we maintain records for Airport devices and perform enforcement and inspections. Tenants currently have 500 devices.
•   Complete cross connection control inspections.
•   Write and implement Rules and Regulations regarding Cross Connection Control.    

Field Services

•   Read water and natural gas meters.  Audit, produce and maintain master spreadsheets for accounting to issue bills.
•   Arrange for testing, calibration and repair and replace water meters as needed.
•   Issue water meters for new construction after obtaining fixture counts and determining the best size.
•   Issue hydrant meters to contractors for temporary service.
•   Respond to water quality, water billing, and water pressure complaints and collect samples and make recommendations. 
•   Install, repair and maintain 160 water dispensers located throughout the Airport
•   Issue water meters for new construction after obtaining fixture counts and determining the best size.
•   Work closely with Engineering and Accounting Departments to design and approve an upgraded billing management system using Smart Meter Technology.                  

Water Conservation

•   Perform water evaluations and obtain inventory of fixtures for all tenant facilities.
•   Conduct Water Conservation Inspections and make recommendations to help reduce water consumption.
•   Provide data and assist as needed.
•   Obtain reads as needed and prorate consumption.

Working Conditions: Involves considerable sustained effort with occasional heavy work requiring manual effort and dexterity in lifting objects weighing up to 51 pounds, in inclement weather conditions with frequent exposure to various environmental elements and health hazard materials. May involve working in confines spaces, climbing ladders, stooping and bending over.  May be required to deal with emergencies outside of regular schedule, including weekends and holidays.   In compliance with regulations mandated by the California Department of Public Health, this position requires specific certifications. Definition

Under general supervision, makes inspections of all types of water services, meters and connections; makes collections from large water consumers; may shut off water supply to enforce payment; connects services to supply water to shipping; investigates complaints regarding water services; and performs related duties as required. Requires responsibility for: carrying out and explaining existing methods, procedures, rules and regulations pertaining to consumer water services; making regular contacts with the general public, property owners, tenants, building managers, general contractors and other building construction representatives for furnishing or obtaining information and explaining specialized matters pertaining to water services; preparing and maintaining regular operating records pertaining to water services. Nature of work involves considerable sustained physical effort with occasional heavy work requiring manual effort and dexterity with frequent exposure to accident and health hazards and somewhat disagreeable elements.

Minimum Qualifications

1. Two (2) years of experience in a water or wastewater agency performing various phases of field and distribution operations including: water sample collection and field analysis, water service inspection and repair, meter readings, investigation of customer complaints, investigation of customer accounts or investigation and enforcement of efficiency codes and standards. AND

2. Possession of a current valid Class C driver's license; AND

3. Possession of a AWWA, ABPA or ASSE Backflow prevention certificate; AND

4. Possession of Grade DII Water Distribution Operator Certification.

Notes
1. The above minimum qualifications reflect special conditions associated with the position to be filled at the Airport. They may differ from the standard minimum qualifications associated with this classification.
2. Applicants must meet the minimum qualifications and special requirement by the final filing date unless otherwise noted.
3. One year full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40 hour work week.). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.  

DESIRABLE QUALIFICATIONS: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.  

1. Two (2) years of experience testing and repairing backflow prevention devices of various makes, models and sizes (w/ Backflow Prevention Tester Certification).
2. Two (2) years of experience as Distribution Operator at a minimum Grade 2.
3. Possession of a Cross Connection Specialist Certification thru AWWA.

Selection Procedures

Screening: Applications will be screened for relevant qualifying experience. Additional screening mechanisms may be implemented in order to determine candidates’ qualifications. Customs Clearance: This position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area.
