Introduction

Permanent-Exempt.   The General Services Agency Department of Public Works has two (2) openings for exempt appointment in San Francisco.  The positions are excluded by the Charter from competitive civil service examination process.  The successful candidates shall serve at the discretion of the appointing officer.  These positions are funded by capital projects with an anticipated duration of up to three (3) years.     

 

JOB DESCRIPTION:  Class 6319 Senior Construction Inspector will provide oversight and supervision of construction inspection work for the Construction Management Section of Project Management & Construction Division. Major functions also include reviewing the work of Construction Inspectors to ensure compliance with contract plans, specifications, applicable codes and regulations, the review of project documentation and the reporting of safety and traffic hazards and defective work.

 

Duties include, but are not limited to:     

  • Oversees and supervises construction inspections and quality assurances;
  • Assigns and supervises the work of construction inspectors and assistant construction inspectors in the inspection of
    construction projects to ensure compliance with contract plans, specifications, applicable codes and regulations;
  • Ensures that quality assurance/quality control program for each project is developed and enforced;
  • Prepares and maintains project documentation and controls including daily reports, force accounts, materials testing, and other construction records for complex and difficult construction projects;
  • Participates in and/or conducts planning, preconstruction, coordination, progress, scheduling and field staff meetings;
  • Reviews plans, specifications, submittals, shop drawings, change orders, constructability reviews and contract closeout records;
  • Resolves disputes and difficult problems, and responds to complaints from the public that require resolution at the senior level;
  • Verify and prepare quality assurance reports and quantity and progress estimates for progress payments and change order work;
  • Reports safety and traffic hazards, defective work and debris to the contractor for correction and ensures that the contractor corrects deficiencies;
  • Initiates, prepares, estimates, reviews and negotiates change orders;
  • May drive a City vehicle to and from job sites.

Minimum Qualifications

  1. Two (2) years of verifiable full-time experience equivalent to the level of City and County of San Francisco Class 6318 Construction Inspector; OR
  2. Six (6) years of verifiable full-time experience in construction inspection work ensuring that plans and specifications are complied with, and the workmanship and materials used meet specifications, AND
  3. Possession and maintenance of valid California Driver's License.

Desirable Qualifications:

Knowledge of:  Construction inspection methods and current construction practices; construction materials necessary to determine the quality and correct use in projects; and safe working habits and regulations in relation to different phases of construction.

Ability to:  Understand and interpret contract plans and specifications to administer the contract; perform mathematical computations and apply results to inspection work; prepare various types of reports and other written communications necessary for record keeping and letters to contractors; communicate and work effectively and harmoniously with superiors, coworkers, engineers, contractors, and the public; direct, monitor and evaluate the work of subordinates; ensure adherence to established policies and procedures; encourage and foster team building.

VERIFICATION OF EXPERIENCE AND LICENSE(S):

All applicants must submit verification of their qualifying work experience at the time of application.  Verification of qualifying work experience must be signed by the employer or the employer’s authorized representative on the employer's business letterhead and must include the name of the applicant, job title(s), dates of employment, description of job duties performed.  City employees who qualify based solely on City employment or a combination of City employment and outside experience may submit performance evaluations as proof of qualifying City experience in lieu of other verification, but must verify outside qualifying experience as stated above.  Self-employment requires evidence of total earnings (copies of income tax returns or other official documents); occupation and duties performed which demonstrate that the applicant meets the qualification requirements.  Verification may be waived if impossible to obtain.  The applicant MUST submit a signed statement with the application explaining why verification cannot be obtained.  Waiver requests will be considered on a case-by-case basis.  Failure to submit the required verification or request for waiver with the application may result in rejection of the application.  Note: Falsifying one’s education, training, or work experience or attempted deception on the application may result in disqualification for this and future job opportunities with the City and County of San Francisco.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
