The SFMTA Capital Programs and Construction Division (CP&C) provides professional services to implement SFMTA’s Capital Improvement Program (CIP) and employs over 100 engineers, technicians, and administrative staff. We are responsible for the delivery of projects that provide state of good repair, improved system security and safety, facility upgrades and enhancements, and system expansion. Division responsibilities include design, engineering, project and contract management, construction management, contract administration, cost and schedule control, quality assurance, and procurement administration.

The Project Manager will be leading major capital improvement projects in Capital Program and Construction and will handle difficult and controversial community and political interest while managing the scope, schedule, budget and expectations from client and funding stakeholders.

We’re looking for someone who is: 

  • Experienced managing projects up to $75M from the planning phase through construction.
  • A motivated and effective leader who can lead a project team through obstacles and challenges to successfully deliver the projects. You should be a team builder who can form a strong and collaborative team with mutual respect.
  • A detail oriented expert at navigating scheduling and budgeting constraints and determining what elements should be included in the project scope.
  • An excellent communicator with strong organizational skills! You will need to ensure effective communication and coordination between engineering, construction teams, contract administration, the City Attorney, District Supervisors, the SFMTA Board, and the executive team to facilitate and reach common goal and agreements.
  • A well rounded professional with an understanding of engineering and/or project management principles, contract law, budgeting, negotiations, planning, supervising others, and experience making public presentations.

What you will be responsible for:

  • Coordinating and leading project teams to deliver outstanding capital projects to meet client expectations on project scope, schedule and budget with least impact to Transit Operation and community.
  • Leading and performing Constructability, Feasibility, Value Engineering and cost saving analysis with project team to identify opportunities and resolve challenges.
  • Leading project teams to resolve conflicts and differences, and promote collaboration and cooperation.
  • Acting as Division representative in contract and term negotiations with other agencies such as BART, Public Works, Public Utilities Commission, Caltrans, Port of San Francisco, Art Commission, Transit, Park and Recreation, and other agencies within City and County of San Francisco.
  • Performing other related duties and responsibilities as assigned.

Minimum Qualifications

In order to qualify for this opportunity you must have:

  1. Bachelor's Degree in architecture, engineering or planning plus six (6) years of responsible architectural, engineering or construction management experience, OR
  2. A Bachelor's Degree in another field plus eight (8) years of responsible experience in a field directly related to the project, OR
  3. Ten (10)years of architectural, engineering, or construction management experience in a field directly related to the project, OR
  4. California registration as professional engineer or architect and 2 years of responsible architectural, engineering or construction management experience

Desirable Qualifications:

  • PMP Certification
  • Experience managing capital projects from planning to close out
  • Experience in delivering transportation or transit construction projects
  • Strong oral and written communication skills
  • Experience giving presentations to community groups, Boards, or elected officials.

Selection Procedures

Applications will be screened for relevant qualifying experience. Additional screening mechanisms may be implemented in order to determine candidates’ qualifications. Benefits

All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, ranging from 7.5%-13.25% of compensation.
