The San Francisco Unified School District (SFUSD) Proposition A Bond Program department is seeking an experienced individual to fill a 5504 Project Manager II position to support the Project Management in the coordination and implementation of school bond-funded construction and modernization projects. The SFUSD Bond Program consists of general modernization of approximately 40 District facilities, IT infrastructure upgrades at up to 120 District facilities, student nutrition upgrades, green schoolyard improvements, and up to two new school facilities. Funding is provided by voter-approved Bond measures.

As the 5504 Project Manager II, you will report to Senior Project Management directors, be a part of the Proposition A Bond Program team, and be a district leader in the coordination and implementation of school bond-funded construction and modernization projects.  You will help to lead Proposition A Bond Program transformational work to deliver on the promises outlined in both Transform Learning. Transform Lives. as well as our long-term, city-wide North Star, Vision 2025.

We want someone who, under general direction, plans, organizes, and supervises activities for design and construction projects included in the SFUSD Bond Program. The 5504 Project Manager II acts as the liaison between the District, school site, administrators, parents and staff, consultants, architects, and contractors to ensure that the authorized projects are completed in accordance with approved policies and procedures. This person interprets, enforces, and assists in the development of policies, methods, and procedures relating to construction and renovation activities. This person also ensures that projects stay within budget, conform to established schedules, and that project modifications are carried out without delay. 

 

Examples of Essential Duties:

  • Plans, organizes, directs, and controls all or part of complex TK, Pre-K and K-12 projects
  • Simultaneously manages multiple projects from concept through design, construction, and DSA close-out of the project
  • Prepares and monitors project budgets, including support for obtaining funding
  • Coordinates work of a multi-disciplinary development team across organizational boundaries, including design architects and related design and construction professionals in the successful completion of assigned projects
  • Works extensively with contractors and consultants, PTA, school site council, site administrators, faculty, and other school district interest groups
  • Controls project cost and schedule and reviews change orders
  • Serves as primary contact for all parties involved in the projects
  • Provides the SFUSD Bond Management Team, District Senior Administrators and Managers, the SFUSD Board of Education, and the interested public with regular reports on project status
  • Makes presentations as needed to school sites to inform them of the purposes, practices and progress of the SFUSD Bond Program, and to respond to relevant questions and complaints
  • Participates in all pre-construction, EIR processes, and construction related activities
  • Advises the District of potential construction-related disputes, requesting Legal and other support services when required
  • Supervise other Project Managers and technical staff
  • Performs other support related duties as required and directed

 

 

The strongest candidates will have:

 

  • Knowledge of:  technical aspects of architectural, civil, mechanical, electrical, structural, geotechnical engineering design and specifications; technical principles and practices of project and construction management; public capital project construction and requirements of bid documents, financing, estimating and budgeting including planning, calculating overhead, design, and construction costs
  • Ability to:  schedule and budget capital projects; analyze and solve problems, make judgments on required decisions and realize the ramifications and possible impact of each decision; monitor and track project progress and expenditures and implement cost controls; use computer based project management systems; direct work of professional staff; work effectively in a team environment; understand and communicate to others the larger context in which the project is being completed; negotiate and resolve contract disputes; maintain client/contractor relationships; make effective presentations to clients and the community; prepare clear, concise, and comprehensive technical reports; and, communicate effectively with the public, community groups, the media, other District and City departments, agencies, and private contractors
  • AutoCAD and/or similar computer graphics experience
  • SFUSD Bond Program desires applicants to have a minimum of four (4) years’ experience in the design, construction and design/construction management of preK-12 public school construction in California, including school modernization and new construction projects
  • SFUSD Bond Program desires applicants to have a minimum of two (2) years performing those duties while under the direct employment of a California K-12 Public School District
  • Experience in public school construction (K-12) and information technology is highly desirable
  • Strong written and verbal communications skills are required

Minimum Qualifications

  • A Bachelor’s degree from an accredited college or university in a technical field related to architecture, engineering, planning, construction management or landscape design plus six (6) years of progressively responsible project management or construction management experience;

OR

  • A Bachelor’s degree from an accredited college or university in another field plus eight (8) years of responsible experience in a field directly related to K-12 School Facility Construction and Planning with at least two (2) years of progressively responsible project management or construction management experience;

OR

  • Ten years of architectural, engineering, or construction management experience in a field directly related to the projects

OR

  • California registration as professional engineer or architect and four (4) years professional experience in pre-K-12 educational projects

AND

  • Possession of a valid driver’s license

 

Note:

 

Essential duties and work is performed in the office and in the field, involving attendance at meetings in the community and visits to construction sites, which may be in remote locations.  Some assignments may require driving and /or extensive night or weekend work.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Benefits

All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, ranging from 7.5%-13.25% of compensation.
