APPOINTMENT TYPE: Permanent Exempt (PEX), this position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.
The Committee on Information Technology (COIT) is San Francisco’s technology governance and policy making body. COIT’s structure is intended to provide a forum for City leadership to coordinate and collaborate. Through regular public meetings, COIT is also a vehicle to share with residents and the public the state of technology in the City.
COIT’s main responsibilities include:
Five-Year Strategic Plan: On a bi-annual basis, COIT is required to develop a five-year strategic plan describing the future of the City’s technology. The plan is a financial and strategic document guiding the City’s technology direction.
Financial Investments: COIT is responsible for recommending a portion of the General Fund towards technology projects every year. As required by the City’s Administrative code, all new technology projects above $100,000 must be reviewed and approved by COIT. Through the annual budget process, COIT allocates funding towards projects that support the overall vision and goals of the Mayor and the City. ·
Performance: COIT manages the City’s technology portfolio by tracking project performance. By tracking each project’s budget, schedule, scope, and key performance indicators, COIT acts as a central repository of knowledge on City technology.
Policy Development: COIT develops formal policy to guide the adoption and use of technologies. Governing policies are used to support strategic goals like cybersecurity and disaster preparedness, and also to achieve greater aspirational goals like environmental sustainability.
Over the next three years, COIT will be focused on building its Performance & Policy units. COIT’s role to help make City technology more transparent, accountable, and part of the City’s governance structure. In particular, we are taking an increased focus how new technology is adopted and integrated into City operations, and analyzing their overall impact. Each time the City invests in a technology, we should have a better understanding of the value delivered and how exactly we are improving as a City.
The 1824 Budget & Performance Analyst is a key member on the COIT team who will participate in all our work, with a special focus on the City’s technology portfolio. As a citywide office with big mission and a small staff, we strongly value a collaborative work environment with frequent communication. The ideal candidate will be self-motivated and passionate about using technology to improve local government!
The Budget & Performance Analyst will help COIT staff in all four units of our offices responsibilities: Strategic Planning, Budget, Performance, and Policy. Much of this work includes meeting with departments and helping to learn and build consensus on common issues. This work typically includes interviewing stakeholders, conducting surveys, and providing qualitative and quantitative analysis. The Analyst will support the COIT Director to prepare for public meetings and all other COIT responsibilities as needed.
To complement this work, the Analyst will focus on performance analysis. This work entails tracking and analyzing the City’s technology portfolio. The Analyst will meet frequently with departments to establish performance measures and best practices for project management. Your work will contribute to a greater understanding of the value of technology to transform City government.
To accomplish these responsibilities, the analyst will need to leverage resource from across the City. You will be interfacing frequently with project managers and performance experts. We want our performance unit to be aligned with City best practices and to be a tool in the overall effort to raise the standard of reporting and project management citywide. The COIT Budget & Performance Analyst is key towards reaching this goal!
The Analyst will be the lead on COIT’s performance unit, with job responsibilities in four main areas:
1) Portfolio Management: The City has an ongoing technology portfolio with projects in various stages of implementation. The Analyst will be the central point of contact to understand each project and how they relate to one another. Work includes identifying and coordinating different project management methodologies, collecting performance measures, building reports, and public presentations on findings.
2) Landscape Analysis: Every budget cycle, COIT reviews technology projects from across the City. The Analyst will support departments in scoping their technology requests and conducting citywide analysis where appropriate. All city technology projects should be aligned with the goals identified in the FY 2018-22 Information & Communications Technology Plan and the Digital Services Strategy. The Analyst will be a key element to helping departments align technology requests with City goals.
3) Return on Investment Analysis: As Departments move technologies into production, the Analyst will conduct analysis to better understand return on investment. This work will entail establishing baseline performance measures and conducting impact review evaluations.
4) Support COIT General Responsibilities: Help COIT staff in all four units of our offices responsibilities: Strategic Planning, Budget, Performance, and Policy as needed.
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.
An Analyst must be highly qualified with a broad range of communications and analytical skills to succeed. The ideal candidate works best in a collaborative environment and is passionate about technology. Desired skills include:
1) Analysis: The Budget & Performance Analyst must be able to provide excellent analysis on a broad range of topics. Frequently the Analyst will be faced with technologies or programs with little previous knowledge or experience. The Analyst must be comfortable in building insights and retrieving evidence to support data-based decisions. Strong qualitative and quantitative analytical skills are required to succeed at this position, as is an attention to detail and a willingness to go into depth on a range of obscure topics.
2) Communications: COIT is a citywide role that regularly interacts with City leadership. The Analyst must have strong communication skills in building relationships and articulating goals. The Analyst will regularly provide public presentations, organize meetings, and facilitate workshops with a broad range of stakeholders. The Analyst may also provide trainings to City staff.
3) Technical: In support of the in-depth analysis, the Analyst should have a strong background in statistical and survey practices. Retrieving data and conducting original analysis is a key part of this position’s responsibilities. The Analyst should have experience with a variety of statistical and data programs, with a willingness to learn new ones.
The Budget & Performance Analyst will be in a citywide, visible, leadership position. The analyst must be highly motivated, thrive in a fast-paced, dynamic, and ever-changing environment.
