Introduction

The Department of Children, Youth & Their Families (DCYF) works with community-based organizations, city departments, SFUSD and other partners to provide a variety of children, youth and family services.  DCYF serves as one of the city’s largest funding source for children, youth and family services.  The department funds over $80 million in services such as after-school activities, Violence Prevention and Intervention (VPI), workforce development, education, health and wellness, family resource centers, early childcare and education.   DCYF serves as one of the largest grant makers in the city funding over 450 community-based programs.  Visit the department’s website at www.dcyf.org for more information.

This appointment is Permanent Exempt and may not to exceed 3 years: Exempt employees are considered “at will” and serve at the discretion of the appointing officer.

Job Description:
Under supervision, this position will be assigned to support the Data & Evaluation unit.

Essential Duties and Responsibilities:
• Conduct qualitative and quantitative analysis. Tasks may include evaluating and analyzing internal data collected in DCYF’s Contract Management System (CMS), developing and analyzing survey responses, analyzing outside data from sources that may include the Census and American Community Survey (ACS), SFUSD and other City Departments. Quantitative analysis may be completed using statistical software such as SPSS, STATA, and/or EXCEL. Areas of analysis may include early care and education/child care, out-of-school time programming, youth workforce development, youth empowerment, wellness, VPI, and family support services.
• Provide analytical support to inform the major Departmental deliverables related to DCYF’s five year funding cycle, such as the development of the Request for Proposals (RFP), by gathering and analyzing information from original data sources and relevant research.
• Act as a support for Contract Management System (CMS) database use, namely responding to data issues brought to the Data & Evaluation Unit’s attention by grantees and DCYF staff and assisting with a major update of the CMS database system.
• Act as a support for youth and grantee staff survey administration. Tasks may include responding to survey inquiries, assisting with online and paper survey distribution and collection, supporting survey trainings.
• Support CMS and survey trainings for DCYF staff and grantees, including development of written and in person training materials and conducting trainings.
• Support program and project evaluation efforts, including the development and refinement of outcome indicators, performance measures, and other continuous improvement tools.
• Assist in the production of written analysis and presentation materials demonstrating the Department’s data and evaluation activities.
• Work collaboratively with department staff to perform additional data and evaluation work.
• Perform related duties and responsibilities as assigned.

Minimum Qualifications

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university; and one (1) year full-time equivalent experience performing professional-level analytical work as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework as described in Note B; OR

3. Possession of a baccalaureate degree from an accredited college or university, and two (2) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major coursework as described in Note B and one (1) year full-time equivalent experience performing professional-level analytical work as described in Note A;

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1822, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1820 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1822.

1. Experience conducting policy and program analysis and associated data reporting related to children, youth and young adult services
2. Excellent people skills and ability to facilitate challenging group dynamics in the criminal justice field.
3. Experience interacting effectively with diverse communities similar to those found in San Francisco.
4. Excellent writing and communication skills, including ability to present complex information in concise and plain terms to large audiences.
5. Strong project management and evaluation skills related to the violence prevention field demonstrated by prior work experience.
6. Demonstrated dedication to a holistic approach to supporting all children and youth.
