1314 Public Relations Officer

Permanent Exempt: This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer, and the duration of the position shall not exceed three (3) years.
GENERAL JOB DESCRIPTION:
The Communications Department at Zuckerberg San Francisco General Hospital and Trauma Center (ZSFG) is accepting applications for a Permanent Exempt full-time position in class 1314 Public Relations Officer.
The Communications Department is responsible for internal and external relations, including media relations, public outreach, marketing and internal communications to further the ZSFG’s long-term goals, including and especially its capital development program. Under direction, the Public Relations Officer will be accountable for implementing daily activities associated with strategic and reputation communications.
The Public Relations Officer will research, design and deliver projects to enhance the hospital’s reputation and increase understanding of its goals and activities. This person will develop and deliver strategies to strengthen trust and build the hospital’s reputation among diverse and targeted audiences, understanding that reputation and trust are central to its success.
Essential duties will include the following but are not limited to:
Manages ongoing reputation research and summarizes this work into actionable customer insights that ZSFG can use to make decisions.
Works with consultants and internal teams to develop and deliver strategies that increase awareness and visibility of the hospital, with the goal of improving its reputation.
Leads communications work on campus capital development projects, including and especially the renovation of ZSFG’s former acute care hospital building.
Produces materials and campaigns aimed at informing key audiences.
Arranges press releases and media coverage of project initiatives, programs and activities with both print and digital media.
Supervises the preparation of regular and special project publications.
Maintains files of press clippings and online coverage of project activities, general publicity and work-related information, and other records essential to an effective public relations program.
Prepares directories of contacts, including media and stakeholder organization contacts; and maintains publicity mailing lists and other specialized mailings.
Prepares administrative studies and reports with supporting data for the department head, as directed, and does considerable relevant research in connection with preparation of reports on activities and events in answering of many inquiries; edits publicity material submitted by departmental staff members; assists in the preparation of outreach reports.
Plans and participates in public meetings; facilitates small group sessions; summarizes stakeholder feedback; reports to the department head regarding the discussions involved at each meeting or conference.
Responds to and tracks inquiries from stakeholder organizations and members of the public.
Assists in writing, designing and producing collateral materials including posters, brochures, presentations and signs that relay technical information in an easy to understand format for outreach tasks and special events.
Works collaboratively with co-workers, and other governmental agencies, stakeholders and partners.
Keeps current with and applies emerging communication tools, including social tools and resources.
May supervise the creative design and production of exhibits, special events, programs, posters, brochures, videos and signs; maintains overall design control in the initiation and development of projects.
Performs other duties as assigned.
The Public Relations Officer also performs other related duties as assigned.
- Possession of a baccalaureate degree from an accredited college or university with major coursework in public relations, journalism, English, mass communications, public administration, public policy or a closely related field; AND
- Four (4) years (equivalent to 8,000 hours) of verifiable full time professional experience in editorial, newspaper, magazine, radio, television, public relations, social media, digital engagement, or advertising. This experience must be equivalent to job code 1312 Public Information Officer for the City and County of San Francisco and must include at least one (1) year (equivalent to 2,000 hours) of experience in planning and conducting a public relations, public information, or public education program.
Additional experience as described in Minimum Qualification #2 may substitute for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
Possession of a Master’s degree from an accredited college or university in public relations, journalism, mass communications or a closely related field may substitute for up to one (1) year (equivalent to 2,000 hours) of the required experience.

- Knowledge of new and emerging communications technologies such as video trends, social tools and apps.
- Knowledge of market research, trust and reputation management and social media trends.
- High level of comfort working in a fast paced, high pressure environment with tight deadlines and ability to work in a dynamic, time-sensitive environment and to respond quickly and effectively during unanticipated events and emergencies.
- Bilingual proficiency in Chinese, Spanish or Russian preferred.

Disaster Service Workers
Note on Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.
Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a FaceFitting Respirator.
Medical Examination/Drug Testing:
