APPOINTMENT TYPE: Permanent Exempt (PEX). This position is time limited to a maximum of three years. This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.
The purpose of the Department of Building Inspection is to serve the City and County of San Francisco and the general public by ensuring that life and property within the City and County are safeguarded, and to provide a public forum for community involvement in that process. It is our mission to oversee the effective, efficient, fair and safe enforcement of the City and County of San Francisco 's Building, Housing, Plumbing, Electrical, and Mechanical Codes, along with the Disability Access Regulations.
The Department of Building Inspection is embarking on a multifaceted project o modernize, update and improve various internal HR practices and procedures in an effort to streamline and consolidate files, documents and tracking mechanisms. Currently this project consists of four separate items: 1)Policy/Procedure, 2) Direct Time Entry Training and Implementation, 3) Internal Division/Job Classification Documentation, and 4) New Employee Performance and Appraisal Tracking
Under direction, performs difficult and responsible professional and technical human resources work in the areas of human resources operations, classification, employee and/or labor relations and recruitment and examinations.
ESSENTIAL JOB DUTIES:
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.
Review and update all department/HR policies for current applicability and distribution to all DBI employees. Create and online catalogue of policies and procedures and track employee acknowledgment forms;
Develop and implement a training program on Direct Time Entry eMerge functionality for DBI employees;
Develop a catalog of department and division specific classifications and internal relationships and reporting hierarchy; and
Establish a program to ensure new DBI employees receive and understand their job expectations and responsibility, and receive continuous feedback and coaching at regular intervals during their probationary period
OTHER JOB DUTIES:
Administer department specific examinations and recruitments;
Assist with employee and labor relations activities;
Provide support to leave management and tracking function; and
Assist with other HR Operations functions as needed
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Possession of a baccalaureate degree from an accredited college or university.
Three (3) years of verifiable professional human resources experience, similar to 1241 Human Resources Analyst, in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations.
License and Certification: None
Education Substitution - Additional qualifying work experience as a professional human resources analyst may be substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).
Experience Substitution - Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for one (1) year of required professional experience.
Experience Substitution - Possession of a Juris Doctorate (J.D.) or Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial-Organizational Psychology may substitute for one (1) year of the required professional experience.

The selection process will include evaluation of applications in relation to minimum requirements.
