Financial System Project:
The Controller’s Office recently completed a successful multi-year project to implement the City’s new Financial and Procurement System for the City and County of San Francisco (City). This new system replaced FAMIS, the City’s current central system of financial record and budgetary control, and additional functionality currently in ancillary departmental systems. The transformational project implemented 17 modules within the PeopleSoft Financials & Supply Chain Management (FSCM) enterprise resource planning system. Oracle Business Intelligence (BI) was also implemented as the City’s new data analytics and reporting platform.
The Systems Division within the Controller’s Office manages the following enterprise-wide systems for the City: Oracle Interaction Hub, PeopleSoft Human Capital Management, PeopleSoft Financials & Supply Chain Management, PeopleSoft Enterprise Learning Management, Oracle Business Intelligence, Cognos Business Intelligence, and Informatica.
This position will perform and participate in a range of analytical tasks including: Provide analytical and functional support for PeopleSoft Financials & Supply Chain Management system (the system) to ensure system and data integrity as well as control and reliability; identify functional processing and reporting requirements; complete end-user testing and documentation; research and analyze governmental accounting policies and standards and City accounting policies and regulations to recommend modifications, enhancements or improvements to the system; generate reports to ensure compliance; perform analyses of financial data to recommend proper internal control and procedures for review and input in the system; prepare system and user documentation and training materials for user workshops; develop, test, document, and prepare report templates, extracts, and databases for financial reporting, system monitoring, analysis, and troubleshooting; analyze trends in financial and statistical data and related reports/analyses to ensure accurate recording, reporting and control in the system; may direct complex financial or operational activities; this position will interact with financial, systems and management staff across the City; performing other duties as assigned
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
PeopleSoft Financials 9.2 experience with the following modules: General Ledger, Commitment Control, Asset Management.
Experience with setting up PeopleSoft Charts of Account, Commitment Control and General Ledger configuration with Version 9.x experience in a public sector environment.
Strong technical knowledge of the PeopleSoft Financials configuration options, table structure and data model.
Sub-Module to Ledger Reconciliation as well as KK module Reconciliation.
Professional IS Business Analyst work experience in the Public Sector (Government or Nonprofit).
Advanced-level skills in accounting, reporting, budgeting, general ledger, asset management systems analysis methodologies and techniques including requirements gathering and documenting; preparing functional specification documentation, system and user testing techniques and documentation, process flow and diagramming.
Three (3) years of experience analyzing, creating, documenting functional business/application solutions with clients and/or end users for large complex systems. This experience must include.
Working knowledge of formal software development life cycle methodologies;
Working knowledge in developing and executing application test plans;
Demonstrated expertise in utilizing appropriate tools for analyzing data, documenting processes, developing and testing prototype solutions (for example SQL, Excel, Visio, MS Access).
