The Controller’s eMerge Division, Change Management Team is seeking an experienced and enthusiastic learning professional with a passion for adult learning, to develop instructionally-sound learning programs.  The eMerge Change Management team is responsible for user adoption of eMerge Peoplesoft and first line end-user support of the system.  The City uses the eMerge PeopleSoft system to deliver mission-critical programs for human resources, benefits administration, payroll services, absence management, ePerformance, and enterprise learning management.

 

The IS Learning Management Analyst will be responsible for developing engaging and clear instructional materials for delivery in a variety of formats, including (but not limited to) eLearning, guidebooks, quick reference guides, job aides, in class room training, and train-the-trainer programs.  Furthermore, this position will work to drive learning solutions using adult learning principles and best practices. The incumbent will be expected to consult with functional, technical analysts and business partner subject matter experts (SMEs) to promote learning as a change agent, drive commitment and adoption of the eMerge PeopleSoft system.

Key responsibilities include, but are not limited to:

  • Partner with and support the functional and technical eMerge teams as well as City business partners to create instructionally-sound learning programs and initiatives to further user adoption and user support;
  • Leverage the ADDIE model framework or similar model in analyzing designing, developing, implementing and evaluating performance support solutions.  Provides effective and compelling alternatives for presenting PeopleSoft instructional information (develops storyboards and demos iterative prototypes);
  • Design, develop, and execute blended learning solutions that are highly interactive and innovative across multiple modalities including eLearning, in-Classroom, job aides, and related collateral;
  • Consult and offer guidance to team members on the development of instructionally-sound materials;
  • Effectively negotiate and manage relationships with internal and external learning partners;
  • Effectively utilize existing learning solution development processes, techniques, and solution types.  Drive enhancements for Learning Management Systems and productivity tools;
  • Tailors instructional designs for specific deliverables and audiences, from quick tours to comprehensive help systems;
  • Views and interprets data from various sources (business partner feedback, analytics reports, usability tests, and so on) for guidance on ways to improve the quality and effectiveness of assigned deliverables;
  • Manages time independently and meets all scheduled deadlines;
  • Stays abreast of instructional trends and technologies, and participates in evolving overall instructional strategies;
  • Performs other duties as assigned.

Please note:  This is a limited term assignment with a target end date of December 30, 2017.

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Education:
An associate degree preferably in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience:
Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

This experience must include:

  • Two (2) years of experience with designing and developing eLearning solutions and familiarity with Captivate, UPK, and/or comparable software.
  • Experience translating complex technical information into user-friendly guides and instructions
  • Experience developing courses and course materials leveraging technical and functional SMEs.

Substitution:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Desirable Qualifications:

  • Experience in learning principles such as Bloom’s taxonomy, Content Presentation types, ARCS model, and Brinkerhoff model for evaluation.
  • Experience with one or more related disciplines change management, communication, engagement and user support.
  • Experience with PeopleSoft.
  • Experience defining, planning, negotiating, and executing business process change initiatives in conjunction with enterprise system implementations.
  • Experience utilizing audio and visual recording tools.
