Position Description and Essential Job Duties:

Under the direction of the Program and Planning Manager, this position will provide grant management support, assist in the development and planning of large initiatives, support and lead the planning efforts related to goals for the department. 

1. Grant Management: Manage complex grants that have been elevated for intensive grant support. Serve as the primary point of contact for grantees, assisting them with work plan development, invoicing, contracting and compliance; and negotiating annual work plans with grantees ensuring that core services, projected participant goals and budget allocations reflect the Request for Proposal (RFP) requirements and department policies.  Conduct site visits to programs to assess quality, provide feedback, troubleshoot, and inform technical assistance efforts.

2. Planning and Development: Lead internal planning efforts and refinement process related to service area goals, work closely with Team Managers on collaborative partnerships which includes gathering relevant information and feedback. Synthesize collected information into written documents by providing relevant information from grantees or the community that can be used to create new strategies, refine existing ones and develop RFPs.

3. Initiative Management: Provide critical thinking and analysis for large departmental initiatives and special projects. Assist in the identification, development, management and/or support of large DCYF initiatives and special projects.  Create work plans, manage scope, conduct research of best practices, and provide leadership of work groups relevant to the project or multiple projects.

Minimum Qualifications

1. Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR

3.  Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

Substitution:
Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

These desirable qualifications may be used to identify job finalists at the end of the selection process:

Candidates must possess both of these two (2) special conditions:

1)Three years (36 months or more) of professional experience performing programmatic assessment of children and youth programs.    AND

2) Experience in community development in area of children, youth, and families that includes experience with the development, implementation, monitoring, and support of programs and services that focus on strengthening families; early care and education; prevention and early intervention; health and well-being; youth workforce development and empowerment; out of school time; violence response and truancy prevention; and community building with a focus on children, youth, and their families.

Verification:

Selection Plan

Screening of Application: Weight: Qualifying
Applications will be screened for relevant qualifying experience and education.  Additional mechanisms may be implemented in order to determine candidate’s qualifications.

Supplemental Questionnaire: Weight - 100%.
Applicants will be prompted to complete the Supplemental Questionnaire during the on-line application process.  There are 4 questions.

The information stated on the Supplemental Questionnaire must provide complete and accurate information. 
All statements made on the application and supplemental questionnaire are subject to verification. 
Failure to submit a supplemental questionnaire with the application by the filing deadline may result in disqualification from the examination process. 

Candidates’ responses on the supplemental questionnaire will be reviewed and ranked to determine their relative knowledge, skills and abilities in job-related areas which may include, but not be limited to:  Knowledge of quality program practices for children & youth programming.   Ability to work with non-profit organizations and provide coaching and / or guidance to programs;  analyze program practices & performance on established standards & measures;  manage complex grants and serve as the primary point of contact;   gather relevant information & feedback from grantees or the community;  provide critical thinking & analysis for large initiatives & special projects;  lead work groups related to the department's initiatives and projects, human relations ability, and  written communication ability.  

This information will be used to evaluate and rank qualified candidates on the eligible list.

Oral communication ability may be evaluated during the hiring process and during the probationary period.  Ability to use computer applications, and human relations ability will be evaluated during the probationary period.

Candidate scores on this examination may be also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Certification:

The certification rule for the eligible list resulting from this examination will be Rule of Ten Scores. The hiring department may conduct additional selection processes to make final hiring decisions.
