This is a Position Based Test conducted in accordance with Civil Service Rule 111A.

 

POSITION DESCRIPTION:
Under direction, supervises the activities of a crew of subordinate glaziers engaged in a variety of maintenance and repair projects at various locations in the city.

ESSENTIAL FUNCTIONS INCLUDE:
• Supervises glaziers in the performance of and performs himself/herself cutting, fitting, setting, fastening, installing and repairing glass and plexi-glass sheets in windows, skylights, doors, mirrors; fabricates or installs metal sashes, frames, moldings, aluminum or steel framing; measures mirror dimensions of areas to be covered; determines work procedures and installation method.
• Plans, prioritizes, assigns, monitors and evaluates work of subordinates by scheduling jobs; observing and training workers in safety practices, codes, Material Safety Data Sheets (MSDS/SDSs), etc; completes performance evaluations; and applies disciplinary processes when necessary to ensure jobs are completed efficiently.
• Operates a variety of shop machinery, equipment and tools in a safe manner to cut, fit, finish, install and repair glass and plastic, such as glass suction cups, hoists, man lifts, and other in-building material handling equipment.
• Prepares labor and material cost estimates from plans and specifications and/or worksite visits for jobs to determine amount of materials and hours of labor needed to perform jobs; prepares shop drawings for projects with dimensions.
• Writes and reviews reports and completes forms including performance reviews, personnel records, requisitions, work reports, safety reports, stock reports, etc.
• Drives a motor vehicle to job sites in widely separated locations; arranges and loads materials for safe transportation to and from project site.
• Scores glass with cutters' wheels, breaking off excess glass by hand or with notched tools.
• Cuts, assembles, fits, or attaches metal-framed glass enclosures for showers, bathtubs, display cases, skylights, solariums, or other structures.
• Performs related duties as assigned.

Nature of Work: Some physical effort and manual dexterity in the use of fingers, limbs and body; exposure to working conditions where moderately serious injuries may occur (conditions may include working at dangerous heights on boom truck, staging, and/or scaffolding).

Minimum Qualifications

1) Completion of a recognized five (5) year glazier apprenticeship program; AND

2) Six (6) years of experience as a journey-level glazier; AND

3) Possession of a valid Class C driver license.

Substitution: Additional experience as described above may be substituted for the required apprenticeship on a year-for-year basis.

Note: Experience in automotive glazing is not considered qualifying experience.

VERIFICATION:

ALL APPLICANTS MUST SUBMIT VERIFICATION (PROOF) OF POSSESSION OF A VALID DRIVER’S LICENSE, QUALIFYING APPRENTICESHIP PROGRAM AND/OR EXPERIENCE BY THE FILING DEADLINE.

To submit verification of a valid Driver License, attach a photocopy of your license.  Verification of training must be submitted in the form of a certificate from an approved apprenticeship program as appropriate.  Verification of experience must be signed by the employer, on the employer’s letterhead, and must state the name of the applicant, specify dates of service, job titles and duties performed.  City and County employees will receive credit for the duties of the class to which appointed.  Credit for experience obtained outside of the employee’s class will only be allowed if recorded in accordance with the provisions of Civil Service Commission Rules.  City employees may submit performance evaluations as proof of qualifying City experience, but must verify outside qualifying experience as stated above.  Verification may be waived if impossible to obtain. The applicant must submit a signed statement with the application explaining why verification cannot be obtained. Waiver requests will not automatically be granted, but will be considered on a case-by-case basis.

Failure to submit the required verification or waiver request by the filing deadline may result in rejection of application.

Selection Procedures

Basic Supervisory Exam (Weight: 50%):
Candidates will be administered a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g. directing, counseling, guiding, evaluating, motivating, disciplining, developing and training subordinates, delegation, etc.) as well as customer service and reading comprehension.

This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.

The examination is administered via computer or in paper format. Qualified candidates will be notified of the particular format to be used in their test appointment notification.

The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Written Examination (Weight: 50%):
Candidates achieving a passing score on the Basic Supervisory Exam will be invited to participate in the written examination to assess a candidate’s knowledge, skills and/or abilities in job-related areas which may include but not be limited to: knowledge of basic safety practices; ability to use tools, materials and equipment in the glazing trade, install and repair glass and plastic, and estimate and order; supervisory and written communication ability.

Note: Candidates must achieve a passing score on both the Basic Supervisory Exam and the Written Examination in order to be ranked on the eligible list.

Certification Rule:
The certification rule for the ranked eligible lists resulting from this examination will be Rule of Three Scores. The department may administer additional position-specific selection procedures to make final hiring decisions.

Eligible List:
The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.  The duration of the eligible list resulting from this examination process will be 12 months, and may be extended with the approval of the Human Resources Director.

Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list resulting from this announcement may be used by other departments that also use this classification or a similar classification.  To find other Departments which use this classification, please see http://www.sfdhr.org/Modules/ShowDocument.aspx?documentID=21246.  Search that document by title or job code to see which departments use the classification.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates applying for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Having a conviction history does not automatically preclude you from a job with the City.

Disaster Service Workers
