This is a Position-Based Test conducted in accordance with Civil Service Rule 111A.
Position Description: Under general direction, the Chief Building Inspector manages a division or divisions within the department. The essential functions of the Chief Building Inspector include: managing and administering the assigned division(s); planning, directing, and evaluating the work of subordinate staff; overseeing and performing building and structural inspections as necessary; interpreting and explaining codes, related laws and ordinances; reviewing current codes, administrative bulletins and code rulings, and preparing recommendations for revision or additions; establishing inspection and operational procedures; directing the preparation and maintenance of records and reports; representing the department at meetings, hearings, commissions, boards, and in court; reviewing and resolving complaints regarding inspection services, plan reviews, code interpretations, and/or code violations; coordinating with other departments as a response team in the event of emergencies and disasters; and performs related duties as required.
Working Conditions: Positions in this classification may be required to work in inclement weather, some evenings, weekends and holidays; and possible exposure to hazardous conditions found in and around buildings, structures or construction sites. Positions are required to move in and out of buildings, tunnels, ditches, and other related areas; to climb or crawl into and out of confined spaces that must be inspected; and to use ladders, scaffolds and other special equipment. These positions must also be able to operate of a motor vehicle in order to visit inspection sites and to respond in case of emergencies.
1. Four (4) years of verifiable experience as a building inspector with a public agency in a jurisdiction with a population of approximately 700,000. At least two (2) years of this experience must be at a level equivalent to class 6333 Senior Building Inspector with the City and County of San Francisco, which includes supervision of building inspectors; AND
2. Possession of the Commercial and Residential Building Inspector certifications, or Building Plans Examiner certification, issued by the International Code Council (ICC); AND
3. Possession of a valid California driver license.
a. Depending on the availability of City vehicles, willingness to use a personal vehicle may be necessary (mileage allowance will be given).
b. State of California Assembly Bill 717 requires that all building inspectors obtain certification. Inspectors must maintain the Commercial and Residential Building Inspector certifications, or Building Plans Examiner certification, issued by the International Code Council (ICC) as a condition of continued employment.
c. City employees who have been continuously employed as an inspector, plans examiner or building official for at least two years prior to January 1, 1996 are exempt from the certification requirements as outlined above.

Credit for experience obtained outside of the employee’s class will be allowed only if recorded in accordance with the provisions of the Civil Service Commission Rules. Oral Examination (Weight – 100%): Candidates will be examined to determine their relative knowledge, skill and ability levels in job related areas, including but not be limited to: technical knowledge of building construction; knowledge of building codes, laws and ordinances; supervisory and management ability; analytical ability; planning ability; interpersonal relations ability; and oral communication ability. The written communication ability may be evaluated during the hiring process.
Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director. Note: Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process.
Certification: The certification rule for the eligible list resulting from this examination will be Rule of Three Scores. The hiring department may conduct additional selection processes to make final hiring decisions.
Eligible List: The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list resulting from this announcement may be used by other departments that also use this classification or a similar classification. As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:
- Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
