6220 INSPECTOR OF WEIGHTS AND MEASURES

The City and County of San Francisco’s Department of Public Health (DPH) strives to protect and improve health and quality of life for all San Franciscans by improving the environmental quality where they live, work, and play. The Environmental Health Branch advances this mission by implementing San Francisco's health-protective environmental policies and laws to ensure safe and nutritious food; protection from excessive noise; prevention of exposure to chemicals, polluted soil, air and water; habitable housing; and quality neighborhoods.  


Under general supervision, class 6220 Inspector of Weights and Measures inspects and tests weighing and measuring devices, petroleum products, and packaged commodities for labeled content and retail price verification inspections; carries out, interprets, and enforces policies and procedures relative to inspection activities; regularly explains applicable laws, policies, rules and regulations to employees, businesses, and the public; and maintains records and prepares reports on inspection activities.  


Nature of Work:  Inspections are performed primarily at off-site locations and may require a moderate degree of physical exertion including lifting and carrying up to fifty (50) pounds; bending; stooping; climbing; crouching; reaching; kneeling; and manual dexterity.   


ESSENTIAL DUTIES:
Class 6220 Inspector of Weights and Measures performs essential job functions including, but not limited to the following:

  • Investigates complaints concerning illegal weights and measures practices;
  • Conducts field tests of various weighing and measuring devices;
  • Inspects pre-packaged meats and other packaged commodities;
  • Enforces state and county laws related to weights and measures by issuing warning notices and citations;
  • Takes samples of gasoline and other petroleum products;
  • Answers questions from the general public related to weights and measures; serves as a source of information and maintains good public relations;
  • Assists with annually calibrating all field standards and on the job training; and
  • Writes daily inspection reports and investigative reports, as required by law.  

Class 6220 Inspector of Weights and Measures performs other related duties as required.

Minimum Qualifications

1.  Possession of any two (2) of the required three (3) valid County Weights and Measures Inspector Licenses issued by the California Department of Food and Agriculture (see Note A below):   

  • Weight Verification License;
  • Measurement Verification License;
  • Transaction and Product Verification License;  AND  

2.  Possession of a valid California Driver License.   

    NOTES: 
    A.  6220 Inspector of Weights and Measures employees are required to obtain the third valid County Weights and Measures Inspector License issued by the California Department of Food and Agriculture within twelve (12) months of hire.


    B.  For the duration of employment, to perform essential duties as described above, the nature of the 6220 Inspector of Weights and Measures position requires:

    • The ability to lift and carry fifty (50) pounds.  
    • The ability to drive a vehicle owned by the City and County of San Francisco (CCSF).  6220 Inspector of Weights and Measures employees are required to comply with the Department of Public Health and CCSF Vehicle Use Policies.

    Desirable Qualifications:
    The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

    • Possession of a valid California Class A or B Driver License
    • Bilingual fluency in another language (e.g. Spanish, Mandarin, Cantonese)
    • Public outreach experience (e.g. cold calls)
    • Computer skills
    • Experience with high volume regulatory inspections and enforcement actions
    • Experience effectively managing conflict/confrontational situations

    Verification of required valid licensure/certification typically must be a photocopy of the license/certificate including the name of the issuing agency as well as the name of the license/certificate holder, license/certificate number, and expiration date.

    Selection Procedures

    Training and Experience Evaluation:  (Weight: 100%)
    Applicants will be prompted to complete a Supplemental Questionnaire as part of the online application process and it must be submitted with the application by the final filing deadline.  The information provided must be consistent with the information on the application and is subject to verification.  Submitted responses will assist with determining if applicants meet the minimum qualifications for the position.  


    The Supplemental Questionnaire/Training and Experience Evaluation is also designed to measure knowledge, skills, and/or abilities in job-related areas which may include, but not be limited to: 

    • Knowledge of weighing and measuring devices refers to the knowledge of the construction, maintenance, and operations of scales, meters, standards of weights and measures, and other devices used in field work in the market place;
    • Ability to inspect weighing and measuring devices refers to the ability to inspect and test weighing and measuring devices for accuracy within established tolerance limits and for compliance with specification and requirements;
    • Knowledge of laws refers to the knowledge of State and local laws pertaining to weights and measures as described in the Business and Professions Code and the California Administrative Code;
    • Ability to investigate refers to the ability to use proper investigative techniques to gather facts, analyze situations and to note precise measures and quantities accurately and expediently.  Based on information obtained, the Inspector of Weight and Measures completes the investigative process by taking appropriate enforcement actions;
    • Oral Communication skill refers to the ability to communicate effectively with staff personnel, merchants, owners, and employees of business establishments, the general public, and others, in oral format;
    • Written Communication skill refers to the ability to express ideas clearly in a written format with correct grammatical form for daily inspection reports, investigative reports, notices of violation and citations;
    • Interpersonal relation skill refers to the ability to relate effectively to merchants, managers, and employees of business establishments and the general public.  Included is the ability to suggest changes, handle complaints, turn down requests, and to deal with escalated and stressful situations; and
    • Physical strength and dexterity refers to the ability lift and carry heavy weights such as a five (5) gallon container of gasoline or fifty (50) lbs. of test standards  

    Once submitted, applicant responses on the Supplemental Questionnaire cannot be changed.  Applicants must achieve a passing score on the Supplemental Questionnaire Evaluation in order to be ranked on the eligible list.  Successful applicants will be placed on the eligible list, in rank order, according to their final score on the Supplemental Questionnaire Evaluation.  


    After the eligible list is finalized/adopted:

    • The department may administer additional selection procedures to make a final hiring decision (e.g. interviews, written exercise, etc.). 
    • Applicants meeting the Minimum Qualifications are not guaranteed advancement through all steps of the selection process.   

    Certification:
    The certification rule for the eligible list resulting from this examination will be Rule of Three Scores.  Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.


    Eligible List:
    The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.


    The duration of the eligible list resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.

    Conviction History

    As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

    • Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
    • Candidates applying for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

    Having a conviction history does not automatically preclude you from a job with the City.

    Disaster Service Workers

    All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

     

    Conclusion

    Licensure/Certification/Registration:
    Valid licensure/certification/registration as a requirement to perform the job must be kept current throughout duration of employment. Failure to demonstrate/show proof of possession of required valid licensure/certification/registration may result in dismissal and/or termination of employment.   


    Note on Electronic Health Record (EHR):
    The Department of Public Health (DPH) is implementing a unified Electronic Health Record (EHR) system and DPH employees must demonstrate competency in the use of the system that is appropriate for their classification as a condition of employment.  


    Note on Personal Protective Equipment (PPE):
    Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.  


    Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a Face Fitting Respirator.  


    Medical Examination: 
    Prior to appointment, at the Department’s expense, applicants may be required to take a tuberculosis (TB) screening test, medical examination, and/or drug test.
