Introduction

This is a Position Based Test conducted in accordance with Civil Service Commission Rule 111A.

The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.

The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, ship repair, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise-shipping. With some of the most modern and flexible shipping-terminal facilities on the West Coast, as well as naturally deep water, the Port can handle just about any type of cargo, including containers, break-bulk, neo-bulk, automobiles, and project cargoes.

The Port of San Francisco has some of the most internationally recognized landmarks such as Fisherman’s Wharf, Pier 39, the Exploratorium, the Ferry Building and AT&T Park, home of the San Francisco Giants baseball team. With some of the most unique and historic properties, the Port is home to a variety of tenants and uses.

The Port Commission over the last five decades has led a remarkable transformation of the Port; maintaining its industrial maritime heritage while developing new uses, including commercial and public activities, that have helped San Francisco remain one of the most visited and popular cities on the globe.


Job Description

Under general direction, performs highly technical and complex industrial hygiene work in the development, implementation and enforcement of regulations and programs in relation to the identification, evaluation, control and prevention of workplace hazards. Positions in this class may function as first line supervisors and technical specialists providing advice on the identification, evaluation, and control of chemical, physical, and biological agents, proper handling, and procedure for the storage and disposal of hazardous substances, hazardous substances inspections and emergency planning, response, demobilization and preparedness.

The Essential duties of the Senior Industrial Hygienist include:

Identifies potential environmental health hazards by examination of air, noise ventilation, liquids, dusts, fumes, vapors, gases and biological agents such as fungi, bacteria and viruses.

    

Measures chemical, physical and biological agents to identify the level of exposure and ensure compliance with regulatory requirements.

    

Formulates and recommends measures to eliminate/control risks of occupational health and environmental hazards including engineering, administrative and protective options.

   

Manages environmental issues related to construction or demolition projects including hazardous materials such as asbestos and lead.

 

Assists the department in emergency planning and response by designing and implementing functional exercises, activating and staffing the Department Operations Center and the Emergency Operations Center.    

Reviews and approves building permits to ensure environmental compliance.

 

Manages all aspects of oil spill response activities; including developing and implementing training exercises; staff training; equipment purchasing and coordination with other agencies.

 

Responds to hazardous material incidents and other related emergency events and provides highly complex technical expertise such as sanitary sewer overflows, public air quality complaints and hazardous material releases.

 

Develops and manages health and safety programs with a strong emphasis on IIPP, confined spaces, medical monitory, hearing conservation, ergonomics and respiratory protection.

Reviews current and proposed environmental, health and safety regulations for the purpose of updating departmental practices, procedures and policies.  .

    

Develops, coordinates and provides training through one on one, tailgates, health and safety meetings and formal group training.

 

Supervises health and safety interns to include such performance management responsibilities as directing assignments, training, coaching and evaluating performance.

    

Provides technical expertise and assistance in responding to inspections by regulatory agencies.

    

Serves as a member of the Environmental Coordinating Committee responsible for developing environmental policy and oversight for the Port.

 

Conducts environmental sampling of soil, air and water and manages disposal protocols in compliance with regulations.

    

Manages all aspects of hazardous materials and waste; including storage, disposal, inspections, record keeping, reporting, training and contracting.

 

Manages/participates in projects, and/or directs activities of subcontractors. Examples of projects include: alternative energy installations, toxicity reduction, graffiti removal alternatives, marine paint studies etc.

Minimum Qualifications

Education:

Possession of a Master’s degree in Industrial Hygiene, Occupational Safety and Health, Environmental Health/Management, or a closely related field from an accredited college or university. All degrees must have major coursework in Industrial Hygiene; AND

Experience:

Four (4) years of professional industrial experience, which must include at least one (1) year of journey level experience equivalent to the level of City and County of San Francisco classes 6138 Industrial Hygienist or 6139 Senior Industrial Hygienist. Experience must have included professional industrial hygiene activities including either hazardous materials management or identification, evaluation, and control of occupational health hazards; AND

License and Certification:

·         Certification by the American Board of Industrial Hygiene as a Certified Industrial Hygienist in the comprehensive practice of Industrial Hygiene; AND

·         Possession of a valid California driver’s license (to be presented at time of employment).  Applicants selected for employment must be insurable and maintain insurability under the department’s automobile liability insurance policy.

Substitution:

Possession of a Bachelor’s degree with major coursework in Industrial Hygiene, Occupational Safety and Health, Environmental Health/Management, or a closely related field from an accredited college or university; AND six (6) years of experience as described above may substitute for the required education and experience.

California Department of Public Health Certified Lead Professional in the disciplines of:

·        Project Monitor

 

Asbestos Hazard Emergency Response Act (AHERA) Accredited in the disciplines

Conditions of Employment
Candidates for employment with the San Francisco Port Commission whose job duties require unescorted Maritime Transportation System (MTS) access will be required upon appointment to undergo a terrorist threat assessment including FBI fingerprints and immigration check in order to determine eligibility for security clearance. Per Civil Service Commission Rule 110.9.1, every applicant for an examination must possess and maintain the qualification required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Port Commission.

TWIC Card
This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS). An application for a TWIC card may be submitted after employment has commenced. Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance. The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card, a requirement for this position, may be the basis for termination from employment with the Port Commission. Note: TWIC requirements and procedures are located in the U.S. Code of Federal Regulations, 49 U.S.C. 114, 40113, and 49 U.S.C. 5103a.

Selection Plan

Supplemental Questionnaire (Weight 100%)

Applicants will be prompted to complete a Supplemental Questionnaire as part of the online application process.  All applicants must complete the Supplemental Questionnaire and it must be submitted with the application by the final filing deadline.  The information provided on the Supplemental Questionnaire must be consistent with the information on the application and is subject to verification. 

The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for the 6139 Senior Industrial Hygienist which include: Knowledge of different federal, state and local environmental and occupational safety regulations in particular storm water regulations and site remediation; knowledge in recognizing different industrial hygiene hazards including ergonomics, toxicology, airborne particulates, gases, vapors, solvents, industrial noise, ionizing and non-ionizing radiation, indoor air quality, and physical and biological hazards; knowledge and skill in measuring industrial hygiene hazards including air sampling, noise sampling and local exhaust evaluation, lead, asbestos, etc.; knowledge and skill in controlling hygiene hazards by the use of engineering controls, administrative strategies and personal protection; ability and skill in developing and conducting training programs.

All relevant experience, education and training must be included on the supplemental questionnaire in order to be reviewed in the rating process.

Candidates will be placed on the eligible list in rank order according to their final score. A passing score must be achieved on the Supplemental Questionnaire in order to be placed on the eligible list. 

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates applying for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Having a conviction history does not automatically preclude you from a job with the City.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Conclusion

Eligible List:
The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
