Introduction

The San Francisco Public Utilities Commission (SFPUC) is a department of the City and County of San Francisco that provides retail drinking water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and green hydroelectric and solar power to San Francisco's municipal departments. We are comprised of three essential 24/7 service utilities: Water, Power, and Sewer. The SFPUC owns and operates the Hetch Hetchy Power System, solar arrays throughout San Francisco, and biogas cogeneration facilities, which together produce cost-effective energy with a zero greenhouse gas emission profile. Our mission is to provide our customers with high quality, efficient and reliable water, power, and sewer services in a manner that is inclusive of environmental and community interests, and that sustains the resources entrusted to our care.

Definition

This position will be assigned to assist with the development, implementation, usage, and operation of electric utility data systems for the Power Enterprise.

 Essential functions of this position includes:

•Assisting with administration of, and operating various software packages, which may include energy forecasting, meter reading, energy accounting, and power scheduling software.

•Acting as the first line of support for utility applications;

•Analyzing energy data in and creating reports from databases or with business intelligence software;

•Participating in the analysis and development of requirements for utility database and software improvements, and new data interchanges with other energy entities;

•Developing documentation of requirements and processes;

•Researching and producing evaluations of new applications related to energy data and utility functions;

•Providing project management for implementing identified projects, including setting up meetings with stakeholders;

•Providing technical expertise and training to users on the usage of utility applications;

•Developing and performing testing to make sure software and changes that are implemented meet business requirements; and

•This position may supervise utility analysts or other technical staff.

Minimum Qualifications

1. Possession of a baccalaureate degree from an accredited college or university preferably with major coursework in Law, Engineering, Environmental Studies, Natural Resources, Computer Science, Business Administration, Mathematics, Statistics, Economics or other field related to the utility business; AND

2. Four years of verifiable journey-level work experience in one or more of the following areas: planning, scheduling, cost estimating and resource projecting for mid to large scale projects; water supply management and planning; power operations planning and scheduling; analysis, interpretation and application of utility contracts and regulations in either water, power (electric and/or natural gas), telecommunications, or a wastewater program; utility market and environmental analysis and planning; power supply and transmission rates and contracts; generation, transmission or distribution planning and design; or long-term utility systems planning; AND

3. Two (2) years of experience with Utility Software

SUBSTITUTION: Additional qualifying experience may be substituted for the degree requirement on a year-for-year basis.

Selection Procedures

Supplemental Questionnaire (Weight 100%):
Applicants will be prompted to complete the Supplemental Questionnaire that must be submitted during the online application process.  The Supplemental Questionnaire has been designed to measure knowledge, skills and/or abilities in job-related areas which may include, but not be limited to: Knowledge of basic concepts and terminology related to utility agency operations and procedures; knowledge of the usage and support of electric utility software programs; experience with project management, reporting, and business requirements gathering; advanced computer skills; ability to use independent judgment within established policies; ability to conduct analyses, including financial, rate, and statistical analysis; ability to conduct research, including data processing and querying; basic spreadsheet, database, and word processing applications on computers; and written communications skills.

The supplemental questionnaire will be rated and scored. All relevant experience, education and/or training must be on the supplemental questionnaire in order to be reviewed in the rating process.

Note: Candidates must achieve a passing score on the selection component described above in order to move forward in the selection process.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of the Ten (10). Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List: The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Director. Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list resulting from this announcement may be used by other departments that also use this classification or a similar classification. Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109).
