This is a Position-Based Test conducted in accordance with Civil Service Rule 111A.

The San Francisco Public Utilities Commission (SFPUC) is a department of the City and County of San Francisco that provides retail drinking water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and green hydroelectric and solar power to San Francisco's municipal departments. We are comprised of three essential 24/7 service utilities: Water, Wastewater and Power. These functions are supported by the Business Services, Infrastructure and External Affairs bureaus. 5602 - Utility Specialist: Power Purchasing & Scheduling
Under the direction of the Power Purchasing and Scheduling Manager, the position performs professional level duties in the following areas: independently conducts complex studies and analyses; develops analytical models and systems; independently conducts contract negotiations; develops and implements seasonal and long-term operating, financial and capital plans. The essential functions include: interpretation of complex regulations, laws, policies, procedures and guidelines; the development of recommendations consistent with established policies and directives; decisions which frequently require application of sophisticated analytical procedures and techniques to complex, multi-disciplinary problems as well as supervision of Utility Analysts and technicians. Utility Specialists should have strong written and verbal communication skills. Utility Specialists should be able to work cooperatively and collaboratively in a team environment and be able to keep management and key stakeholders informed of important operational conditions and events.

Utility Specialists in this group perform a wide variety of duties related to energy trading, energy scheduling, and complex procurement planning analysis. Utility Specialists should be able to utilize scheduling software tools to submit day-ahead and real-time schedules, execute energy trades to maximize revenue and minimize costs, as well as perform complex modeling and analysis to develop short and long-term procurement plans.

Essential Duties include, but are not limited to:


Analytical Duties:
  • Utility Specialists in this group are responsible for independently using and developing complex analytical models to develop short and long-term procurement plans based on available hydro-power generation as well as market purchases and sales.
  • Prepare and update reports for management review on planned and scheduled generation, as well as market purchases and sales.
Energy Scheduling Duties:
  • Understanding of CAISO Market Requirements
  • Develop, utilize, and improve scheduling procedures and software programs.
  • Develop and submit day-ahead energy schedules and assist with real-time scheduling.
  • Provide support in the validation of CAISO Settlements charges resulting from pre- and real-time schedules.
5602 - Utility Specialist: Risk Management/Settlements  
Under the direction of the Power Enterprise’s Energy Trading Risk Management and Settlements Manager, this Utility Specialist will provide analytical and operational support to the Power Enterprise and CleanPowerSF Risk Management and Settlement activities. Specifically, this position will support the need for detailed analysis of CleanPowerSF’s power purchasing and sales activities. Principle tasks include monitoring and evaluating CAISO charges and credits while disputing inconsistencies; monitoring and reporting all trading activity to ensure compliance with the Energy Trading and Risk Management Policy; developing and implementing revisions to the Energy Trading Risk Management Desk Procedures, as appropriate for new and expanded power trading activities related to CleanPowerSF, working with CleanPowerSF and Power Enterprise Power Purchasing & Scheduling staff to build and maintain quantitative modeling tools to help provide analytical support to the supply portfolio; analyzing power scheduling practices and wholesale contract terms to minimize costs while leveraging market opportunities; and coordinating with SFPUC Finance to ensure counterparty creditworthiness.  

Essential Duties include, but are not limited to:
  • Review, analyze and ensure accurate CAISO settlement data; initiate and monitor relevant disputes with the CAISO
  • Evaluate scheduling practices and provide feedback to Power Purchasing & Scheduling staff to help minimize market risk and cost exposure
  • Provide financial settlements data and analytical support to CleanPowerSF staff
  • Liaison with Power Purchasing & Scheduling, Business and Financial Analysis and CleanPowerSF staff to provide expertise related to Risk Management.  Provide analytical support, portfolio risk assessments, reporting risk metrics and comprehensive Enterprise-wide risk reports to operating groups and management
  • Monitor energy trading activity and review power portfolio for the CleanPowerSF program; provide risk reports to management (e.g. Mark-to-Market, Value at Risk)
  • Provide analytical support for the evaluation of prospective power purchases and risk management strategies
  • Work with Energy Data Systems staff to provide business/user requirements to modify the Energy Trading Risk Management Software package (SettleCore)
5602 - Utility Specialist: Wholesale Distribution Tariff Compliance
This position will administer the WDT Service Agreement, WDT Interconnection Agreement and Transmission Interconnection Agreement. This position will provide assistance to staff and/or customers as they apply for service with the SFPUC and connect to PG&E’s distribution grid. This position will monitor filings at FERC related to rates, terms and conditions of the WDT as filed by PG&E. This position will track the City's WDT applications and filing disputes with FERC regarding PG&E's compliance with the application time lines/requirements (studies, rates, etc) of the tariff; monitor and dispute, as necessary, PG&E's compliance with non-rate terms and conditions related to the City's grandfathering rights; and, ensure that all documentation related to intervening facilities (demonstration of ownership or control) is obtained and registered in the City's asset management. This position will be the lead analyst for matters pertaining to the City's compliance to the terms and conditions of the WDT and for any disputes/litigation regarding this compliance.  This position will provide support and provide continuity across other operating groups affected by the terms of the WDT (Power Purchasing and Scheduling; Settlements; Retail Services; Interconnection Services; Field Services/Asset Management).  

Essential Duties include, but are not limited to:
  • Administer the WDT Service Agreement/Interconnection Agreements with PG&E - serve as expert for the City’s contracts with PG&E under FERC regulated tariffs.
  • Liaison with Asset Management group to provide continuity and expert advice on contractual requirements in support of the expansion and augmentation of Power Enterprise’s Asset Management program.  Ensure all documentation required for demonstration of “ownership or control” under the WDT is collected, managed and updated as new facilities are built or acquired. Support IDF research/documentation, contract review, document management and asset management process as it pertains to IDF documentation.
  • Initiate and monitor disputes – take lead for pursuing dispute resolution under WDT.   Maintain database of disputed loads/Points of Delivery.
  • Monitor changes to filed WDTs and monitor changes in OATTs and provide analysis on impacts.  Coordinate with Regulatory and Legislative Affairs staff to intervene in FERC proceedings, as needed, in order to protect the City’s rights under the Tariffs.
  • Assist staff in operating groups to develop/revise new business processes to implement WDT/settlement, as needed.
5602 - Utility Specialist: Retail Services
Under general direction, conducts complex studies and analyses; develops, implements and documents analytical and predictive models and systems; under direction, conducts contract negotiations; provides analytical support for regulatory proceedings, including serving as the City's expert in hearings, mediation, arbitration and technical working groups; provides analytical support for all phases of meter data collection and processing; performs rate studies and scenario analyses; develops financial forecasts and budgets; manages and administers wholesale and retail contracts; provides guidance and training for junior analysts; prepares and presents analyses to colleagues, decision-makers and other stakeholders; develops, documents and updates business processes, section policies and procedures.

Essential Duties include, but are not limited to:
  • Prepares analyses, correspondence and reports to support Power's interactions with the California ISO, the City's Scheduling Coordinator, PG&E and other City Agencies.
  • Queries large databases and performs analysis of resulting data sets to produce required information and reports. Develops criteria and specifications for reporting.
  • Provides cost recovery or feasibility analyses to support evaluation of projects, contracts and proposed rate structures.
  • Provides analyses, as required, to support the City's activities in regulatory forums. Prepares testimony, protests or reports as needed. May serve as the City's witness in regulatory proceedings.
  • Provides key assistance in evaluating, integrating and testing software and interfaces used for processing electric data.
  • May serve as Project Manager on large feasibility studies.
  • Develops and implements policies and procedures for various Retail Services areas of responsibility.
  • May serve as lead analyst for financial or operational audits.
  • May serve as lead in negotiating agreements with other Departments and agencies and resolving issues in those relationships.
  • Plans, implements and documents new procedures and processes necessary to comply with regulatory requirements, City policy and Power Enterprise business practices.
  • May coordinate the work of other analysts as lead on some projects.

Minimum Qualifications

1. Possession of a baccalaureate degree from an accredited college or university preferably with major coursework in Law, Engineering, Environmental Studies, Natural Resources, Computer Science, Business Administration, Mathematics, Statistics, Economics or other field related to the utility business; AND

2. Four years of verifiable journey-level work experience in one or more of the following areas: planning, scheduling, cost estimating and resource projecting for mid to large scale projects; water supply management and planning; power operations planning and scheduling; analysis, interpretation and application of utility contracts and regulations in either water, power (electric and/or natural gas), telecommunications, or a wastewater program; utility market and environmental analysis and planning; power supply and transmission rates and contracts; generation, transmission or distribution planning and design; or long-term utility systems planning, which must include One (1) year of experience in Electricity Sector/Energy Markets pertaining to energy resource planning, risk management, and/or financial settlements. 


SUBSTITUTION: Additional qualifying experience may be substituted for the degree requirement on a year-for-year basis.

Qualifying (Not Scored)
Candidates will be prompted to complete a training and experience evaluation. Candidates must possess the minimum experience/education requirements by the final filing deadline in order to move forward in this process.

Supplemental Questionnaire (Weight 100%):
Candidates who pass the written core examination will be sent a Supplemental Questionnaire to complete and return. The Supplemental Questionnaire has been designed to measure knowledge, skills and/or abilities in job-related areas which may include, but not be limited to: Knowledge of basic concepts and terminology related to utility agency operations and procedures; knowledge of energy markets, CAISO markets, energy trading strategies, energy scheduling software tools, utility software tools, inter-SC scheduling practices, knowledge of NERC requirements, and other technical procedures, including principles, platforms, laws, regulatory rules, and concepts; ability to use independent judgment within established policies; Recordkeeping skills; ability to conduct analyses, including financial, rate, and statistical analysis; ability to conduct research, including data processing and querying, and basic spreadsheet, database, and word processing applications on computers; and written communications skills.

The supplemental questionnaire will be rated and scored. All relevant experience, education and/or training must be on the supplemental questionnaire in order to be reviewed in the rating process.

Note: Candidates must achieve a passing score on the selection component described above in order to move forward in the selection process.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of the Ten (10). Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List: The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Director.
