The San Francisco Planning Department (CPC) has openings for 5275 Planner Technicians to work on a wide variety of technical planning work and administrative support functions for the Department.

Under general supervision, the Planner Technician performs a wide variety of technical planning work and administrative support functions, serving as paraprofessional support to the Planner series.
Essential duties include, but are not limited to:
Conducting application intake, including checking applications for completeness and determining applications fees. Entering application data into the database and tracking system. May meet with project sponsors as necessary to conduct application intake.
Providing technical support to Planners, such as creating maps; creating and maintaining project databases and contact lists; conducting research on various planning and design topics; reviewing and updating data in the database and various planning system; interpreting, and monitoring and updating established departmental procedures to enhance workflow; providing basic systems support (e.g., PPTS, eMerge) for training new users and responding to requests as problems arise.
Providing information orally and in writing to the public, other City agencies and staff; advising and assisting the public on matters related to application procedures.
Maintaining divisions’ libraries, recordkeeping and filing systems and performing general administrative and clerical duties.
Preparing correspondence, reports, charts and other graphic materials as needed and assisting Planners in creating public notices and posters.
Coordinating and tracking administrative staff assignments for the division. May assign, supervise and review the work of clerical personnel.
Assisting in arranging special activities such as community meetings, workshops, and conferences. Duties may include setting up and closing out events, registration, attendee tracking, and providing materials support.
Performing other duties as assigned.
1. Possession of a high school diploma, General Education Development (G.E.D.) equivalency, or a high school proficiency certificate; AND
2a. Two years of verifiable full-time work experience in technical land use planning in a city, county, or regional planning office;
2b. Two years of verifiable full-time administrative support experience which included processing public noticing for land use staff reports and environmental assessment reports and/or the permitting for land use development.
Substitution: Two years of college level coursework from an accredited college (30 semester/45 quarter units equals one year) in urban studies, urban planning, architecture, landscape architecture, geography or a related field can substitute for two years of verifiable full time work experience as described in 2a.

Planner Technician Core Exam - Weight: Pass/Fail
Candidates self-certifying meeting the Minimum Qualifications will be invited to participate in the online Planner Technician exam. Candidates will be sent a web link via email that will allow them to take the online Planner Technician exam that is designed to measure basic knowledge, skills, and abilities associated with a Planning Technician position, which may include but not be limited to: knowledge of basic planning practices, concepts and principles as they relate to Planning applications procedures, ability to research, compile and analyze data from planning database, ability to access and use relevant computer software applications and database systems to process records and documents and prepare correspondence and reports, and interpersonal relations ability.
Candidates will have access to the computer-administered test starting 8:00 am., Friday, May 12, 2017 through 11:00 pm.(PST), Monday, May 15, 2017. This computer-administered test can be taken at home or a location of one’s convenience. Candidates must have access to a computer and reliable internet connection to participate in this exam. The test consists of 41 questions and it must be completed within 48 minutes. Questions are presented one at a time on the computer screen. There is no penalty for guessing. A passing score must be attained on this test in order to continue further in the selection process. Test questions and answers are not available for public inspection or review.
Requests for an alternate test date will not be granted.
The core exam is a standardized multiple-choice examination. In accordance with Civil Service Rule 111.11.4, inspection privileges do not apply to the questions and answers in these examinations.
Supplemental Questionnaire (Essay Questions) - Weight 100%
Applicants must complete the essay question section as part of the Supplemental Questionnaire during the online application process. The essay questions are designed to measure the knowledge, skills and/or abilities in job-related areas required for the position which may include but are not limited to: written communication ability, project/time management ability, ability to exercise sound judgment and independently make critical decisions, and interpersonal relations ability.
Only candidates who pass the Planning Technician Core Exam will have their essay questions scored. Candidates will be ranked on the eligible list based on their supplemental questionnaire score.
Candidates must achieve a passing score on all components of the selection procedures to be placed on the eligible list.
Certification: The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) scores. Hiring departments may conduct additional selection processes to make final hiring decisions.
Eligible List: The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be six (6) months and may be extended with the approval of the Human Resources Director.
Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list resulting from this announcement may be used by other departments that also use this classification or a similar classification. As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:
- Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
- Candidates applying for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.
