Department Overview

The Human Services Agency is a department of the City and County of San Francisco and the central resource for public assistance in the City. HSA was formed in 2004 with the merger of two previously existing city departments, the Department of Human Services and the Department of Aging and Adult Services. The Agency retains two commissions and two department heads. Our mission is to promote well-being and self-sufficiency among individuals, families and communities in San Francisco. 

 

We provide a safety net for individuals and families by offering income support, community-based living supports, and assistance getting food, housing, and health coverage. We offer programs and services that ensure the protection and safety of children, the elderly and dependent adults. We help people secure employment through training, job search and child care assistance.  

 

Position Description

Under general direction, the Social Work Specialist performs a variety of specialized duties in support of human service programs including but not limited to Continuous Quality Improvement, Case Management, Personnel Administration or Handbook Writing specialties.

Positions in this classification are responsible for carrying out specialized functions for an assigned human service program which require a comprehensive knowledge of federal, state, local and departmental policies, procedures, rules and regulations.
The specific job responsibilities may vary depending on the Program Assignment, but are not limited to the following:

FCS Continuous Quality Improvement (CQI)

Social Work Specialists in FCS CQI provide ongoing continuous improvement support through monitoring, evaluating, and making suggestions for improvements to programs and policies within Family and Children’s Services.

 

Essential Functions may include, but are not limited to the following:

·         Review and monitor department compliance to federal and state regulations as related to case service delivery. This includes researching program and quality assurance regulations and procedures, preparing reports on findings, identifying any problems of non-compliance, and recommending corrective action regarding discrepancies.

·         Perform case reviews, interviews with families, service providers and stakeholders to evaluate data for errors and compliance with state and federal regulations, provide recommendation and referrals for further investigation. Assess validity of audited findings and conclusions and discuss with staff or unit supervisor.

·         Compile and submit statistical and narrative reports and provide evidence of compliance related to federal and state policies and procedures.

·         Assist with training sessions for internal and external stakeholders.

·         Recommend and assist in the implementation of goals and objectives.

·         Participate in community, professional groups, and committees.

·         Gather and analyze statistical data using computer programs and present data in meaningful reports for key stakeholders. Provide evidence of compliance related to federal and state policies and procedures.

  

CalWORKs Social Work Services

CalWORKs Social Work Specialists (SWS) are responsible for providing wrap-around services and case management focused on addressing the needs of the entire family to get them towards the path of self-sufficiency.  Family Stabilization, SSI, Housing Support, and Project 500 are examples of auxiliary programs that CalWORKs SWS manage for families depending on their level of need while coordinating all other available benefits and services in addition to what is covered under CW-Eligibility and CW-Welfare-to-Work.  This type of case management relies on a broad spectrum that leans on an intensive and long term multi-disciplinary approach requiring work across programs and departments.

Essential Functions may include, but are not limited to the following:

·         Provide intensive and multi-disciplinary case management, coaching, and referral services to all CalWORKs clients (whole family units) to identify the most appropriate path towards employment and self-sufficiency.

·         Conduct in-depth assessments of clients’ functional limitations, barriers, and needs using on-line appraisal tools, computer applications, and/or other systems.

·         Educate and help participants navigate through program expectations, policies, procedures, and services.

·         Coordinate wrap-around services if needed by collaborating with other HSA services or outside providers and perform outreach engagement strategy in person, telephone, mail, and home visits to referred families, according to established guidelines.

·         Participate in regular case consultations to discuss client assessments and case plans.

·         Develop appropriate case plans that are aligned with Welfare to Work as prescribed by federal work participation requirements in CalWORKs.

·         Develop a housing plan that is aligned with Welfare to Work plans for clients.

·         Compile and submit statistical and narrative reports using computer applications and systems.

·         Connect clients to housing services and outside providers, and provide supportive services to ensure client’s housing needs are met to the best of the program’s abilities.

·         Oversee housing stabilization and retention as well as other available wrap-around services prescribed to clients.

·         Provide emergency, crisis, and short term interventions as well as ADA assistance to clients and families in need.

·         Participate and contribute in short and long-term projects with other workgroups as appropriate.

 

 

 

 

CalWORKs Employment Specialist Quality Assurance (ESQA)

Social Work Specialists working in the ESQA unit perform specialized duties utilizing comprehensive knowledge of Federal, State, Local and departmental policies, procedures, rules and regulations, and various computer systems. The Social Work Specialist reviews and monitors Employment Specialist work for compliance related to the CalWORKs Welfare-to-Work (CW WTW) program by verifying activity participation, eligibility, and required hours of participation in accordance to the rules and regulations set forth by the State and Federal government.

Essential Functions may include, but are not limited to the following:  

·         Review program regulations and quality control guidelines and procedures; prepare reports on findings; identify problems of non-compliance; recommend corrective action regarding discrepancies.

·         Review monthly Welfare to Work participation survey samples completed by Employment Specialists for accuracy and finalize survey for timely submission to the State Department.

·         Identify training needs based on case review findings.

·         Keep abreast with program regulations and current laws, rules and regulations in the EAS Manual sections as well as ACL’s and ACIN’s.

·         Interpret and apply Federal, State, County and Departmental policies, procedures, laws, and regulations; prepare clear and concise reports; audit records; accurately gather, record and evaluate data; analyze and interpret information and adopt effective courses of action; establish and maintain cooperative working relationships with those contacted in the course of work; effectively communicate with staff and clients.

·         Assist in developing, revising and updating Department policies and procedures by providing policy interpretation in assigned program area.

·         Facilitate and contribute to short and long-term projects and workgroups.

 

CAAP Client Health Services (CHS) Case Management

 

 

 

 

Social Work Specialists in the CAAP CHS Case Management Program provide case management services to eligible recipients of the County Adult Assistance Program (CAAP). They conduct assessments with clients, help clients navigate the application process for disability benefits, and refer clients to the appropriate community resources to support physical and mental well-being. 

 

Essential Functions may include, but are not limited to the following:

·         Provide case management services to CAAP clients.

·         Assess clients’ situation through conducting interviews, performing biopsychosocial assessments, collecting medical and psychiatric records, contacting physicians, psychologists and other community providers and evaluating all information to determine disabling conditions, substance use, mental health issues or other barriers to employment.

·         Summarize clients’ functional limitations and make referrals to community services. Collaborate with physicians, psychologists, SSA representatives, and other stakeholders involved with client’s case to ensure appropriate actions are taken to support client’s needs.

·         Educate and help clients navigate through the SSA and CAPI application process for disability benefits, including scheduling appointments, completing application paperwork, and gathering medical documents from multiple sources.

·         Serve as liaison with Social Security Administration, State Department of Social Security, and other governmental organizations. Maintain contact with disability examiners in order to fulfill requests for additional documentation and stay updated on status of the claim.

·         Utilizes clinical interview techniques that include the ability to establish rapport, to manage anxiety and other emotions that may occur when discussing sensitive issues and to utilizing de-escalation and crisis management techniques when indicated.

·         Provide excellent customer service and treat clients and staff with respect and dignity.

·         Stays abreast of relevant federal, state, local and departmental policies, procedures, rules and regulations related to SSI/SSDI/CAPI/Immigration, and attends periodic seminars related to mental health, medical conditions, and drug addiction.

·         Participate in weekly case presentations discussing client problems, diagnoses, and plans.  Assist the training of new staff members.

Minimum Qualifications

Education:

Possession of a Baccalaureate degree from an accredited college or university; AND

 

Experience:

Two (2) years of social casework or employment services experience with a public or private agency/organization.

 

Substitution:

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). Thirty (30) semester or forty-five (45) quarter units equal one (1) year.

 

Possession of a Master’s degree in Social Work or Counseling may be substituted for one (1) year of the required experience.

Selection Plan

Written Multiple-Choice Examination (Weight - 100%)

Candidates will be asked to participate in a written examination to determine their relative knowledge, ability and skill levels in job-related areas required for the position.

 

Only candidates who are most qualified and whose backgrounds best match the position will continue in the selection process. 

 

Candidates will be placed on the eligible list in rank order according to their final score. Candidates’ scores on this examination process may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

Note: Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process. The department may administer additional selection procedures to make final hiring decisions.

 

This is a standardized written multiple-choice examination. In accordance with Civil Service Rule 111.11.4, inspection privileges do not apply to the questions and answers in this examination.

 

 

Eligible List:
The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of Six (6) months, and may be extended with the approval of the Human Resources Director.

 

Certification:
The certification rule for the eligible list resulting from this examination will be Rule of Three (3) Scores.  Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California department of justice (DOJ) and the federal bureau of investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
