The San Francisco Public Utilities Commission (SFPUC) provides customers with high quality, efficient and reliable water, power, and sewer services in a manner that is inclusive of environmental and community interests, and sustains the resources entrusted in our care. SFPUC is comprised of three essential 24/7 service utilities: Water, Wastewater and Power. We provide retail drinking water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and green hydroelectric and solar power to San Francisco’s municipal departments and tenants and redevelopment areas. Headquartered in San Francisco, SFPUC has approximately 2,400 employees working in seven counties, and has a combined annual operating budget of over $993.3 million.

POSITION DESCRIPTION:

Under general direction of the Accounting Services Manager within the Financial Services Bureau, the Accounting Operations Supervisor manages the Accounting Operations Unit staff.

Essential duties assigned to this position include, but are not limited to the following:

Operations

1.     Support citywide implementation of PeopleSoft Financial and Supply Chain Management software. 

2.     Supervise, review and approve finance ledger transactions for accounts payable, purchase orders, surplus budget transfers, fund accounting, employee travel expense, lease payments, and cash management.

3.     Manage and perform research and analysis of general ledger accounting transactions.

4.     Monitor custom work transactions, work order cost recovery reports, and related schedules to ensure costs are being recovered and projects are being closed out.

5.     Prepare and present reports to senior management - inclusive of work plans, general correspondence, operating and financial plans, program descriptions, operating procedures and policy recommendations.

6.     Prepare schedules/supporting documentation, as requested by visiting auditors and oversight agencies.

7.     Serve as a technical resource to internal stakeholders with respect to financial systems, accounting principles, City rules and regulations, and SFPUC policies and procedures

8.     Meet regularly with staff to monitor the status of documents in the approval path; investigate and resolve open issues.

 

Policies and Procedures

9.     Develop and present frequent training sessions for SFPUC divisional personnel in the areas of purchasing, document processing, adhering to policies and procedures, and internal controls.

10.  Facilitate and/or participate in process improvement initiatives and identify opportunities for efficiency.

11.  Develop, recommend and/or implement policies and procedures to improve financial performance and mitigate risks. Ensure timely review and update of all Process Narratives in advance of audits.

 

Personnel

12.  Manage and develop personnel within the Accounting Operations Unit – comprised of Accounts Payable, Fund Accounting and Cash Management.

13.  Coordinate the 1649 Accounting Intern and Project Pull Internship programs by establishing work plans and ensuring completion of regular performance evaluations.

14.  Stay current on industry trends and best practices. Support training opportunities for personnel.

Minimum Qualifications

  1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university AND seven (7) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
  2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and six (6) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
  3. Possession of a baccalaureate degree from an accredited college or university and eight (8) years of full-time equivalent experience performing professional level analytical work as described in Note A; OR
  4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and seven (7) years full-time equivalent experience performing professional level analytical work as described in Note A

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1825, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1824 is considered qualifying.  

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1825.

Desirable Qualifications: A CPA degree is highly desirable.

SUPPLEMENTAL QUESTIONNAIRE (Weight 100%)

Conviction History

Disaster Service Workers
