Position Description:

Under general direction of the Assistant Accounting Manager, this Principal Administrative Analyst plans, directs, and manages the activities of the Department’s Finance Section responsible for overseeing fixed assets, audits, process controls, fund reconciliation and reporting, and developing, updating, and trainings on financial policies and procedures. Position supervises professional level financial analysts and accountants.


The essential duties of the position include, but are not limited to:

1.       Analyzes, interprets, and maintains current knowledge of applicable local, state and federal legislation and regulations, as well as with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standard Board (GASB).

2.       Oversees and performs detailed accounting of capital improvement projects from inception to completion.

3.       Works with project and construction managers to identify, record, and track fixed assets timely and accurately.

4.       Issues questionnaires and conducts in-person interviews to maintain and update fixed asset information.

5.       Assists with the annual inventory confirmation to verify the existence of capital assets.

6.       Monitors construction projects in progress and reconcile to FAMIS, the City’s accounting system.

7.       Leads and manages in coordination of all financial and performance audits, both internal and external;

8.       Evaluates and updates business processes and procedures in accordance with the guidelines of City Controller, City Charter and Administrative codes;

9.      Supervises professional level financial analysts and accountants, which includes assigning appropriate area of accounting function, providing guidance in carry out accounting function, handling problems on subordinate’s behalf when needed, and evaluating subordinate’s performance;

10.    Conducts fiscal year end closing activities in accordance with City Controller’s guidelines, which include identifying encumbrance carry-forward and providing justification to the carry-forward requests;

11.    Monitors daily revenue deposits and monthly bank reconciliation, and ensure that all the daily collections are accounted for and deposited in the City bank;

12.    Interacts with management team and the bureau staff and assist them to achieve the strategic objectives and goals.

Minimum Qualifications

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and five (5) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university and six (6) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and five (5) years full-time equivalent performing professional level analytical work as described in Note A

Substitution: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must include one (1) year experience in the development and administration of complex financial analysis and reporting for Federal or State grants, as well as reconciliation of expense budgets of complex grant programs, development and monitoring of grant program budget activities, oversight of the preparation and organization of extremely complex and difficult accounting records for audit reviews.

Any remaining required experience must be in one or more of the following functional areas: complex budget analysis, development and administration; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.

The above minimum qualifications reflect special conditions associated with the position to be filled. They may differ from the standard minimum qualifications associated with this class code.

Desirable Qualifications:
The stated desirable qualifications maybe used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Working knowledge of computerized ERP (Enterprise Resource Planning) systems
  • Certified Public Accountant (CPA) License
  • Extensive experience in accounting functions
  • Experience in identifying and implementing business process efficiencies
  • Experience with implementing financial systems within large/complex organizations
  • Possession of a Master’s Degree from an accredited college or university in Accounting, Business, Finance, Public Policy, or a related field
  • Strong oral, written and presentation skills
  • Ability to effectively prioritize and organize multiple assignments and projects; exercise sound judgment; coordinate work/projects with other programs and departments
  • Experience as a collaborative team leader
  • Strong communication skills
  • Fixed asset, capital asset, or capital project accounting experience a plus.

Verification of Experience:

Selection Procedures

Supplemental Questionnaire: (Weight 30%)
Applicants will be prompted to complete a Supplemental Questionnaire that must be submitted during the online application process. The Supplemental Questionnaire has been designed to measure knowledge, skills and/or abilities in job-related areas which may include, but not be limited to: written communication ability; ability to perform financial/fiscal analysis of large and complex multi-funded capital projects applying GASB and/or GAAP pronouncements affecting capital assets; ability to research, interpret and apply federal grant policies and procedures; ability to understand the nature of adjusting or reconciling items in a typical financial and single audit schedule. Only those candidates achieving a passing score on the supplemental questionnaire assessment component will be invited to participate in the written examination.

Written Examination (Weight 30%)
Candidates will be invited to participate in a written, multiple-choice examination, designed to measure their relative knowledge, skills and abilities in job-related areas.  The “core” multiple-choice examination component may include but not be limited to:

  • Ability to evaluate/analyze information/data and to exercise good judgment relative to that evaluation or analysis
  • Knowledge of, and ability to apply, financial/fiscal principles (including the ability to use mathematical and statistical formulas)

Supervisory Test Battery (Weight 40%)
Candidates who attain a minimum passing score on the written examination component will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication and Conflict Management. A passing score must be achieved on the Written Multiple-Choice Examination and the Supervisory Test Battery in order to continue in the selection process.

The above test components are considered standardized, and, therefore, test questions and test answers are not available for public inspection or review.

Candidates may receive two or more scores in association with the above selection components. One or more will correspond to the core component of the multiple-choice exam component (i.e. core examination and/or one or more specialty areas).
Those candidates who participate in the Supervisory Test Battery, will attain an additional score. Any scores attained on each of these components will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take any test components for which you have already attained a score.

Your score on the Core Exam is not valid for any other classifications in the Administrative Analyst Series. You cannot apply a score from the Core exam used for 1820, 1822, or 1823, as it is a different test.

The Supervisory Test Battery may be used for many other classes, therefore your test score may be applied to other classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes any of these components (i.e., core exam, specialty subtest(s) and/or supervisory test battery), your score(s) for the corresponding test component(s) will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score(s) to the other announcement or (b) re-take the test component(s). Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the test component (core, specialty subtest or supervisory test battery) is used.

Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Note: Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process. 

Certification Rule:
The certification rule for the eligible list resulting from this selection process will be Rule of Seven Scores.The department may administer additional selection procedures in order to make final hiring decisions.

The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.  The duration of the eligible list resulting from this examination process will be 12 months, and may be extended with the approval of the Human Resources Director. Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109).
