POSITION DESCRIPTION

Under general direction of the Deputy Director of the Office of Early Care and Education (OECE), the Senior Administrative Analyst is responsible for Early Care and Education (ECE) legislative and regulatory policy analysis. This position will track, analyze, and propose positions and potential action on federal, state and local legislative, regulatory, budget and policy changes related to ECE for San Francisco; provide written or verbal testimony at budget and legislative hearings; develop regulatory and legislative responses, and policy recommendations. This position will also supervise the Child Care Planning and Advisory Council (CPAC) and 1822 Administrative Analyst; manage the ECE facilities; and provide oversight of CPAC’s California Department of Education (CDE) state contracted work which flows through the OECE.  

 

Essential Duties and Responsibilities:

 

1.  Represents the OECE in ECE planning and program meetings, including state meetings, CPAC Budget and Legislative Committee, and other key stakeholder meetings as assigned; works collaboratively with CPAC, provider associations, and other key stakeholders in developing a shared vision for ECE in the city, using contemporary best practices and evidence based tools and programs to ensure the most efficient and effective management of provider supports, ensuring the quality of care for families and the effective education of young children.

 

2.  Monitors and analyzes state budget proposals and the impact of proposals on the San Francisco ECE system – providers, families, and children. Budget analysis may include, but not be limited to, rate increases or failure of the state to increase State Reimbursement Rate (SRR) for contractors or Regional Market Rates (RMR) for Alternative Payment vouchered subsidies.

 

3.  Responsible for major policy and oversight of the ECE system for San Francisco; provides reports to the state, works with contractors regarding earnings, state reporting and Pilot reporting; produces high level policy recommendations regarding success and/or modifications to the pilot, including negotiations with twenty-nine Title 5 contractors, CDE upper management, and legislative/policy staff; coordinates and monitors the San Francisco Subsidy Pilot’s budget; assists management in the budget development process, budget reporting, and interpretation of budget-related documents.

 

4.  Analyzes and interprets existing, newly enacted and proposed local, state, federal legislation and regulation for policy and financial impact on the department; advises management and prepares recommendations with appropriate supporting documentation regarding how to comply with new regulations, mitigate adverse action against the department or maximize potential revenues; develops, implements and monitors new and revised reporting systems required by legislation.

 

5.  Analyzes existing and proposed administrative policies and procedures as well as organizational problems in the city’s early care and education systems; conducts difficult and detailed studies; identifies administrative problems, determines methods of analysis, and identifies trends; prepares and presents reports with recommendations and appropriate justification based on studies and surveys; may coordinate the implementation of new systems and/or procedures.

 

6.  Prepares contract status reports; conducts competitive contract vendor selection processes including public bids and requests for proposals, distributes and places advertisements and public notices for contracts; processes moderate to highly complex contracts including advertising for bids/proposals, receipt and review of bids, contract negotiation and award.

 

7.  Represents the OECE on the Child Care Interagency Facilities Committee and, through the Low Income Investment Fund (LIIF) Child Care Facilities Fund contract (held by HSA); responsible for tracking all new pipeline projects for licensed child care, including public space and private space; responsible for monitoring compliance with Developer Fee investments (through the LIIF contract), monitoring the reporting of fee use, and determining proper project linkages or alternative assignment of developers funding for child care per the Developer Fee ordinance

 

8.  Participates in disaster preparedness planning and training, and represents early childhood needs in the Human Services Agency (HSA) shelter care planning.

 

9.  Performs related duties and responsibilities as assigned.

Minimum Qualifications

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.  

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must include at least two years of experience in the following areas: child care programs at the management level; and experience in providing technical assistance to non-profit agencies in the areas of site acquisitions, child care programs, board development, non-profit partnerships, computer systems assessment and program evaluation. Any remaining required experience must be in one or more of the following functional areas:  complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823. 

The above minimum qualifications reflect special conditions associated with the position to be filled.  They may differ from the standard minimum qualifications associated with this class code.

Desirable Qualifications:

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Knowledge of early care and education system, issues, and challenges
  • Experience in contracting processes. Previous public contract administration and management is highly desirable
  • Excellent communication skills and ability to collaborate with diverse stakeholders
  • Experience in Early Care and Education budgeting and finance, including complex public (federal, state, and local) and private  funding for early care and education
  • Experience in a licensed early care and education setting and/or experience supporting licensed providers
  • Knowledge of child development and family support
  • Experience in legislative processes

Selection Procedures

Written Core Examination (Weight: 50%)  

Candidates will be invited to participate in a written, multiple-choice examination, designed to measure their relative knowledge, skills and abilities in job-related areas. The “core” multiple-choice examination component may include but not be limited to:

  • Ability to evaluate/analyze information/data and to exercise good judgment relative to that evaluation or analysis;
  • Ability to communicate written information (includes ability to proofread);
  • Knowledge of, and ability to apply, financial/fiscal principles (including the ability to use mathematical and statistical formulas);
  • Ability to comprehend and understand written information;
  • Ability to use various computer software programs;
  • Ability to conduct research;
  • Ability to establish and maintain cooperative and effective working relationships;
  • Knowledge of, and the ability to apply, principles, practices and procedures involving office operations;

This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.

You will receive one or more scores with respect to the multiple-choice exam component. One will correspond to the core test component and, should any specialty subtests be added to that component, you may receive one or more additional “specialty” scores. Any scores attained on these components will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take any test components for which you have already attained a score. This core test is also used for 1820 Junior Administrative Analyst, 1822 Administrative Analyst and 1823 Senior Administrative Analysttherefore your test scores may be applied to one or more of these classes if you choose to apply to future recruitments. This is not the same exam that is used for 1824 Principal Administrative Analyst, as such your scores on this exam are not applied to any 1824 recruitments, and your scores from the 1824 exam cannot be applied to this recruitment. If the selection process for the future announcement is held within one year of the date of this examination and it includes any of these components [i.e., core exam or specialty subtest(s)], your score(s) for the corresponding test component(s) will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score(s) to the other announcement or (b) re-take the test component(s). Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the test component (core or specialty subtest) is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Supplemental Questionnaire Evaluation (Weight 50%)

 

Candidates will be prompted to complete a supplemental questionnaire as part of the online employment application.  The Supplemental Questionnaire Evaluation is designed to measure knowledge, skills and/or abilities in the job-related areas which may include but are not limited to: technical and professional knowledge, leadership ability, human relations ability, analytical ability, and written communication ability. 

A passing score must be achieved on the Supplemental Questionnaire Evaluation in order to be ranked on the eligible list.

Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

Certification:
The certification rule for the eligible list resulting from this examination will be Rule of Three (3) Scores.  Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Director.

Conviction History

As part of the selection process an image of your fingerprints will be captured and sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) history will disqualify you as a candidate based on the specific requirements of the position to which you are applying.
