We are comprised of three essential 24/7 service utilities: Water, Wastewater, and Power. We provide retail drinking water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and green hydroelectric and solar power to San Francisco’s City facilities and properties. Under general direction, the Customer Care & Billing System Progammer-Analyst will be responsible for providing support and enhancements to the Customer Information System (CIS), a water billing system for the San Francisco Public Utilities Commission (SFPUC). This billing system is a package from Oracle, called Customer Care and Billing System (CC&B).
Provide analysis and technical support for highly complex systems; troubleshooting system problems and designing solutions; analyze and evaluate system metrics for cost effective and efficient performance; recommend modifications; liaise with end-users and support staff on various work-related issues; ensures interfaces are stable, operational and functioning efficiently. Prepare and update technical documentation, provide maintenance and support of CIS and other related systems; develop, test & de-bug code in Java. Design, develop and configure enhancements to the CC&B system. Develop regression-test environments to thoroughly test enhancements and fixes; define system requirements; design, code, test and debug systems; writes detailed design specifications; write complex SQL and PL/SQL queries; build and maintain automated test scripts; package building & deployment; create Cognos business intelligence reports; perform other related duties as assigned.
1. An associate degree in computer science or closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
2. Three (3) years of experience in application or software development or programing
3. Three (3) years of experience in Oracle Database and Application Development and Maintenance
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two years). One year is equivalent to 30 semester units/45 quarter units with a minimum of 10 semester/15 quarter units in computer scirence or a closely related field.
Please note, apical condition is associated with this particular position and therefore differs from the standard minimum qualifications associated with this classification.
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
Experience with Oracle’s web-based Customer Care and Billing System. Testing tools. Version Control tools (GIT, BitBucket, SVN etc), Unix, software package upgrades, user and technical documentation, and business systems analysis methodologies and techniques. Experience with supporting a large complex Billing, Payroll, Financial or Utilility system.

Oral/Performance Examination: (Weight: 100%) Candidates who meet the minimum qualifications of the position will be invited to participate in an oral/performance examination designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: knowledge of Java Programming language and its structures and methodologies, knowledge of Oracle's Customer Care & Billing product knowledge of Oracle database and table structures, trouble-shooting skills; ability to analyze and resolve system and technical issues, ability to work in a fast-paced ever-changing productions environment inter-personnel skills, and communication skills.
Certification: The certification rule for the eligible list resulting from this examination will be Rule of 3 Scores. The hiring department may conduct additional selection processes to make final hiring decisions.
Eligible List: The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
