POSITION DESCRIPTION:

The San Francisco Police Department has two (2) vacancies for 1063 Senior IS Programmer Analyst - Business Intelligence. Under general direction, the Senior IS Programmer Analyst - Business Intelligence is responsible for analysis and design, feasibility analysis, technology and software assessment for the following tasks relating to development and support of Public Safety agencies (Police, Fire, 911 Dispatch) software and applications.  

ESSENTIAL DUTIES:  

• Develop Oracle Business Intelligence Enterprise Edition (OBIEE) dashboard and reports.
• Development process responsibilities include but are not limited to: scoping requirements, design, development, testing, presenting, release, documentation, training, and support.
• Maintain development and production environments for OBIEE administration, OBIEE reporting, and user security for the SFPD Crime Data Warehouse Business Intelligence.
• Demo reports and dashboards to clients
• Perform additional analysis as needed

Minimum Qualifications

1.   EDUCATION: Possession of Bachelor’s degree from an accredited college or university preferably in computer science or closely related field.

 AND

2.   EXPERIENCE: Minimum three (3) years of experience working with Business Intelligence reporting tools.

Special Requirement:

This position requires three (3) years of recent (within the past 5 years) and verifiable experience as a programmer/ business intelligence analyst using Oracle Business Intelligence Enterprise Edition (OBIEE).

The above minimum qualifications reflect special conditions associated with the position(s) to be filled. They may differ from the standard minimum qualifications associated with this class code.

Substitution:

Additional qualifying work experience as described above may substitute for the required education on a year-for-year basis. One (1) year (equivalent to 2,000 hours) of additional qualifying work experience will be considered equivalent to 30 semester units/45 quarter units.

• Experience with Extract, Transform, Load (ETL) / Extract, Load, Transform (ELT) development in a data warehouse, OBIEE architecture, and repositories or similar environments is a plus.

Selection Procedures

Oral Exam (Weight: 100%):

Candidates will be assessed through one or more structured, job-related questions designed to measure critical knowledge, skills and/or abilities in job-related areas which may include but not limited to: knowledge of business intelligence programming reporting and dashboard systems (Oracle Business Intelligence Enterprise Edition); knowledge of the OBIEE administration; knowledge of STAR schema models.

Verification: Applicants must meet the minimum qualifications requirement by the filing date.

Certification:
The certification rule for the eligible list resulting from this examination will be Rule of 3 Scores.  Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List:
The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Director.

Conviction History

Background Investigation (Qualifying)

Prior to employment with the San Francisco Police Department, a thorough background investigation will be conducted to determine the candidate’s suitability for employment. The investigation may include, but not be limited to: criminal history records, driving records, drug/alcohol screening, and other related employment and personal history records. Reasons for rejection may include use of controlled substances and alcohol, felony conviction, repeated or serious violations of the law, inability to work with co-workers, inability to accept supervision, inability to follow rules and regulations or other relevant factors. Candidates may be required to undergo drug/alcohol screening, and must clear Department of Justice and Federal Bureau of Investigation fingerprinting. Criminal records will be carefully reviewed; candidates who do not report their complete criminal records on their applications will be disqualified. Applicants will be fingerprinted.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect.
