This is a Position-Based Test administered in accordance with Civil Service Rule 111A. The current position is located at San Francisco International Airport. The eligible list resulting from this examination may be utilized for future positions in this class in other City departments.

Under the general direction of the Airport Information Technology Manager, this position will assist in the creation, development, implementation and coordination of Quality Assurance and Control for Information Technology projects at the Airport. Responsibilities include but not limited to: gathering requirements, writing test plans, manual and automated testing, participation in UAT, testing validation, testing sign-off and acceptance, creating test scripts, documentation and project team participation.
Essential job duties:
* Responsible for the Quality Assurance and Control of all assigned IT services implemented at the Airport.
* Performs both manual and automated QA testing. Gathers and documents test and functional requirements.
* Develops and executes comprehensive test plans, scripts and scenarios; and handles traceability of all test requirements.
* Conducts testing and test validation against requirements.
* Performs QA sign-off of all services tested.
* Uses automated testing tools and participates in user acceptance testing.
* Creates, develops and implements comprehensive Quality Assurance and Control policies and standards for the Airport.
* Coordinates Quality Assurance and Control for the implementation, maintenance, upgrades and enhancements of production IT services.
* Exercises independent judgment, decisiveness and creativity in the planning, designs and supports of the QA program.
* Assists in the development of alternative solutions within established guidelines and standards; ensures the highest-level quality of service with the least possible impact on clients and services.
* Assesses, evaluates and upgrading of QA tools and procedures.
* Coordinates QA planning and other activities between the Airport and 3rd party software vendors.
* Manages relationships between the Airport and 3rd party testing organizations.
* Develops and implements sampling procedures and directions for recording and reporting quality data.
* Investigates customer complaints and non-conformance issue in relationship to Quality control.
* Collects and compiles statistical quality data and creates and manages reports to communicate outcomes of quality activities.
* Identifies QA training requirements.
* Performs ongoing compliance with quality and industry regulatory requirements.
* Performs automated API testing using tools such as JMeter, Runscope, Postman and Node.js.
* Uses tools such as Confluence, Jira and git.
* Responsible for automated testing for web applications and web services.
* Performs other duties as assigned.
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
*Please note: The three (3) years of experience requirement must be obtained within the last seven (7) years.*
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
Additional Requirement: In addition to meeting the minimum qualifications, this position requires sufficient strength and coordination of lifting, pushing, pulling and/or carrying the 35 Lbs. weight of computer systems equipment. It also requires bending, stooping and/or crawling in order to install or repair computer systems hardware (TST029).
Working Condition: Essential duties require the following physical skills and work environment: Ability to work in a standard office environment which may involve prolonged sitting, bending and operation of typing, word processing and other office equipment; and ability to work evening meetings.

* Additional two (2) years of experience in a QA software and systems testing role that includes the development of overarching testing strategy and the creation and implementation of QA testing process standards.
* Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Oral Examination - Weight: 100%
Candidates who meet the minimum qualifications will be invited to participate in an oral examination designed to measure their relative knowledge, ability and skill levels in job related areas. Written, assessment type, or other performance-based exercises may be utilized. Candidates will be placed on the eligible list in rank order according to their final passing score. Candidates must achieve a passing score on the oral examination in order to be ranked on the eligible list.

Eligible List: The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be of three (3) months, and may be extended with the approval of the Human Resources Director.

Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening.
