Position Description:
Under general direction of the Information Technology (IT) Program Management Office (PMO) Portfolio Management & Support supervisor, the IT Project/Business Analyst manages multiple functions. Duties include a variety of analysis and coordination activities needed to support managing the portfolio of enterprise IT projects. The position will develop analysis, plans, data, and reports to support the PMO and its customers. The position will be a resource that provides technical leadership for services such as project intake, project portfolio reporting, project request definition, planning, and contract support. In addition, the position may coordinate IT projects and resources, including internal and external resources, and may lead requirements development, analysis efforts, and assessments of solutions. The IT Project/Business Analyst will coordinate and may provide direction to other team members.

Essential functions of the position include:

  • Research and clarify IT project requests, initiatives, and business needs statements; draft or review IT project plans; research and prepare specifications; assist with project portfolio governance processes
  • Develop and manage IT project and portfolio performance management data, tracking tools, and reports that support the PMO and its customers; develop procedures, training plans and knowledge base to support the tools, reports, and generation of data being reported
  • Lead early-stage IT projects, particularly in development of Project Charter, Business Case and initial Project Management Plan deliverables; serve as the analyst responsible for requirements and other business-oriented deliverables when participating in project teams as part of a larger project effort
  • Lead and/or coordinate the implementation efforts of analysts, developers, and other team members in projects that are delivered by internal or external teams; oversee contractors or vendors
  • Develop and/or review transition plans for projects
  • Develop and communicate status reports in an effective and timely manner
  • Supervise, assign, review and/or participate in the work of subordinate staff

Minimum Qualifications

Education:
An associate degree in computer science or a closely related field from an accredited college/university, OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units in which at least twenty (20) semester or thirty (30) quarter credits/units are in computer science or a closely-related field]; AND

Experience:
One (1) year in the information systems field, including technical support, content management, administration of network applications, or system analysis.

Substitution:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year of experience is equivalent to thirty (30) semester units or forty-five (45) quarter units.

Desired Qualifications:
The following desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring:

  • Possession of an advanced degree in Computer Science, Information Systems, or a closely related field
  • Possession of the Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) certification from the Project Management Institute (PMI)
  • Possession of the PRINCE2 (PRojects IN Controlled Environments) certification from AXELOS
  • Possession of the Information Technology Infrastructure Library (ITIL) certification from AXELOS
  • Experience working with Microsoft Project Online/Server and SharePoint
  • Experience managing projects in a healthcare setting
  • Experience in a project portfolio management function
  • Experience developing reports using Excel Power Query and Power BI

Candidates will be prompted to complete a Supplemental Questionnaire (SQ) as part of the online application process. Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Licensure/Certification/Registration:
Valid licensure/certification/registration as a requirement to perform the job must be kept current throughout length of employment. Failure to demonstrate/show proof of possession of required valid licensure/certification/registration may result in dismissal and/or termination of employment.

Note on Personal Protective Equipment (PPE):
Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.

Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a FaceFitting Respirator.

Note:
The Department of Public Health (DPH) is implementing a unified Electronic Health Record (EHR) system and DPH employees must demonstrate competency in the use of the system that is appropriate for their classification as a condition of employment.

Medical Examination/Drug Testing:
