This is a Position Based Test conducted in accordance with Civil Service Rule 111A.
Under general administrative direction of the Deputy Director of Operations, the Operations Bureau Manager plans, organizes, manages and directs all activities and functions of the Street Environmental Services within Public Works. This position has responsibility for the 24/7 hour operations of the bureaus with oversight of several shifts, working with all the streets’ events that happen in San Francisco, and on call to respond to street emergencies.
Essential functions of this class include: developing administrative and operational objectives for the Bureau; developing and overseeing development of the Bureau’s budget and identifying budget priorities; monitoring budget revenues and expenditures; determining Bureau staffing requirements and developing a staffing plan; setting performance goals and monitor performance measures; monitoring staff performance and utilizing disciplinary action when appropriate; consulting with departmental personnel staff on various personnel administration matters; establishing goals and priorities for career training and development of staff; interacting with managers, and maintaining good relations with departmental personnel, agencies, boards and commissions; representing the Bureau and his/her Deputy Director when required; directing the preparation of correspondence and periodic financial, administrative and technical operation reports; overseeing the maintenance of Bureau records; developing and implementing internal Bureau policies and procedures; performing technical duties related to the specialized functions of the Bureau; directing the operations of equipment and vehicle fleet including accessories such as Global Positioning System (GPS) electronic devices; working with IT and staff related to CMMS training and policy decisions related to mobile and CMMS; directing the operations of the bureau, including preparation of the bureau to meet its emergency response responsibilities and serving as a member of the emergency response team for the department; signing off on official documents; communicating effectively as a representative for both in-house staff and external stakeholders, community groups, commissions and boards; and performing other related duties as required.
1. Possession of a baccalaureate degree from an accredited college or university; AND
2. Six (6) years of managerial experience directly reporting to a superintendent or department head with increasing responsibilities at a manager’s level supervising managers/supervisors’ subordinate staff. Experience must include responsibility for planning and managing programs and budgets related to:
a. street maintenance and cleaning, refuse collection and graffiti abatement; OR
b. construction, maintenance and repair of the public right-of-way; OR
c. code enforcement related to streets and facilities; OR
d. logistical and operational planning, budgeting, staffing, contracting, implementation, closeout and after-action assessment of complex events and operations involving governmental agencies and outside partners; AND
3. Possession and maintenance of a valid class C driver license at the time of appointment.
Substitution: Qualifying experience as described above may be substituted for up to two years of the education requirement on a year-for year basis. (One year of work experience is equal to 30 semester or 45 quarter units).

- Experience coordinating complex public events
- Completion of National Incident Management System (NIMS) and Incident Command System (ICS) training as outlined by the Department of Homeland Security – Federal Emergency Management Agency, the California State Emergency Management Agency, and the CCSF Department of Emergency Management.

A passing score must be achieved on the Management Test Battery in order to continue in the selection process.
This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.
Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used.
