Department Overview
The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.

The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, ship repair, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise-shipping. With some of the most modern and flexible shipping-terminal facilities on the West Coast, as well as naturally deep water, the Port can handle just about any type of cargo, including containers, break-bulk, neo-bulk, automobiles, and project cargoes.

The Port of San Francisco has many internationally recognized landmarks such as Fisherman’s Wharf, Pier 39, the Exploratorium, the Ferry Building and AT&T Park, home of the San Francisco Giants baseball team. With its unique and historic properties, the Port is home to a variety of tenants and uses.

The Port Commission over the last five decades has led a remarkable transformation of the Port; maintaining its industrial maritime heritage while developing new uses, including commercial and public activities, that have helped San Francisco remain one of the most visited and popular cities on the globe.  



Job Description
Under general direction of the Deputy Director of Finance and Administration, this position manages the Port's accounting operations activities, using online financial management systems and analytical tools. Monitors the spending of Port divisions and projects; supervises staff that review and process accounting transactions, general ledger, grant, project and budget balances across Port divisions. Manages internal and external audits and internal control activities of department to ensure compliance with City and Port policies, rules and regulations.  Develops annual financial statement; reviews, monitors, controls, and projects departmental expenditures and revenue on a continuous basis to assess overall fiscal condition, as well as to achieve fiscal compliance, accuracy, and timeliness of the resulting financial information.  The position has significant Port and City responsibility in the event of a declared disaster.

 

Essential duties include:

Administer accounting function for Port divisions; implement and facilitate policy and programmatic changes as required; manage/direct internal accounting control system; develop, revise and improve business processes and procedures. Develop and implement modifications to existing financial systems and participate in the development and implementation of new software applications.  Administer Capital assets management.

Analyze financial data and prepare complex reports; plan, design, and implement accounting and financial procedures; ensure proper accounting, internal control and sound financial systems and procedures to safeguard the Port’s and the City’s assets.  Directs, coordinates and supervises the production of timely and accurate monthly financial statements, financial status of capital projects, and the timely completion of various financial accounting reports produced by the accounting section for use by Port Commissioners, managers and Controller’s Office.

Direct, coordinate, and supervise general accounting operations; manage and resolve accounting issues with the Controller’s Office, Purchaser, Treasurer/Tax Collector and other departments as necessary; direct, review and evaluate the work of staff, including recruitment, selection and discipline; make informed, effective decisions and take responsibility for project completion.

Administer grants to ensure departmental compliance with federal, state, and city fiscal policies and regulations; use grants strategically to achieve Port or City objectives consistent with grantor restrictions, fulfill cost-matching requirements, monitor program/project status with timely periodic reporting and prudent cash flow management (timely reimbursements or draw-downs).

Respond to accounting and auditing needs; advise department management on accounting and auditing issues with regard to finance and revenue strategies; provide input into operational and service delivery decisions.  Manage audit program covering tenants which are conducted by the Controller’s Audits Division and independent auditors.

Direct the Accounting and other Finance and Administration sections, performing accounting, auditing, fiscal and budgetary operations, to manage and oversee various financial service staff and functions; providing financial expertise and consultation to management and other Port divisions in addressing and resolving financial, grant and related administrative, programmatic and policy matters.

Manage the year-end closing process; coordinating with the Controller’s Office and other city departments.  Manage the annual audit of year-end financial statements conducted by independent auditors; prepare the Port’s annual financial statement; and coordinate with the Controller’s Office and lead auditor for the inclusion of the department’s data in the City’s Comprehensive Annual Financial Report.

Represent the section/division and Department on Port and citywide projects and before boards and commissions and related committees.

 

 

 

Minimum Qualifications

Possession of a baccalaureate degree from an accredited college or university in Accounting, Business Administration, Finance, Public Administration or closely related field; AND

Five (5) years of full-time professional level experience in independently performing complex accounting, financial analysis, budget monitoring, and/or grant management, preferably in a public agency setting; at least three (3) years of the required experience must include the supervision of professional staff in financial analysis and accounting; AND

Possession of a valid California driver’s license (to be presented at time of appointment). Insurability under the Port’s automobile liability insurance must be maintained throughout employment. 


Substitution
Possession of a Master’s degree from an accredited college or university may substitute for one (1) year of the required experience.

She/he will possess strong analytical and abstract reasoning, negotiations and conflict resolution; the ability to interpret a strategic vision into an operational model and ensure transparency and accountability in all financial transactions, consistent with the highest level of professional and ethical standards.

She/he will have the experience to effectively work in and with high performance teams that include multiple agencies and financial consultants, and manage in an environment where diverse and sometimes conflicting interests must be considered; as well as the ability to establish and maintain effective working relationships with other Port staff, managers, commissions, boards, elected officials, tenants, community, regulatory groups, and Port partners.

She/He will possess great interpersonal, public communication and presentation skills and the ability to collaborate, partner and develop solutions, networks and alliances that represents the Port’s interests and fosters an inclusive, diverse and engaging workplace.

Selection Procedures

Management Test Battery: (Weight: 40%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal Skill; Human Resources Management; Team Building; Communication & Conflict Management. For

This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Supplemental Questionnaire (Weight: 60%)
Candidates will be prompted to complete a supplemental questionnaire as part of the online employment application. The Supplemental questionnaire is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to:
knowledge of generally accepted accounting principles, including the accounting and reporting standards promulgated by the Governmental Accounting Standards Board; knowledge of laws, ordinances and regulations governing financial and budgetary operations of the Department; ability to plan, assign, direct and manage the work of professional accounting and auditing staff and contractors;  and analytical and oral/written communication skills.

The supplemental questionnaire will be rated and scored. All relevant experience, education and/or training must be on the supplemental questionnaire in order to be reviewed in the rating process.

Note: Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process.

Candidates must achieve a passing score on the above examination and supplemental questionnaire in order to be ranked on the eligible list.

Candidates will be placed on the eligible list in rank order according to their final score. The department may administer additional position-specific selection procedures to make final hiring decisions. 

 

 

 

 

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Conclusion

Eligible List:
The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
