Under general administrative direction of the Department of Public Health’s (DPH) Deputy Director III- Director of Environmental Health, the Assistant Director will supervise all the environmental health permitting programs, including Food Safety, Hazardous Materials and Waste, Healthy Housing, Water Quality, Solid Waste, Medical Cannabis Dispensary, Massage and Body Art, Tobacco Sales and Smoking, Site Mitigation and Local Oversight Program, City Hazardous Waste, Cellular Transmitter Site, and Disaster Planning . This position is responsible for managing city-wide environmental health programs mandated by the California Health and Safety Code.

ESSENTIAL DUTIES:


The essential duties of the 0932 Manager IV – Assistant Director of Environmental Health position includes:

• Enforces provisions of Local, State, and Federal laws and regulations, related to the environment, planning, health and safety, air quality, water quality, occupational safety, pesticide safety, and agriculture;
• Conducts or directs assessments of health and safety conditions in residential buildings and commercial establishments;
• Issues, suspends, or denies licenses and permits pertaining to environmental health programs;
• May supervise inspectors, managers, and staff;
• Conducts long range program planning; develops and implements new environmental health programs;
• Participates in the development and implementation of legislation;
• May assist in implementing laws, ordinances and regulations pertaining to regulatory health and safety compliance programs;
• Assists in planning and preparing the Section’s budget and controlling expenditures; develops and ensures Section Policies and Procedures; analyzes compliance program data and ensures program standards;
• Develops and implements staff training and development programs; functions as a Section representative with the public and with other public agencies; reviews and responds to written inquiries from the public and other public agencies;
• Assists the Director of Environmental Health in administrative matters and may act as the Director in their absence.
• Develops community outreach programs for various Environmental Health programs
• Represents Environmental Health, respond to inquiries and answer questions at various community organizations, city agencies, Mayor Office and other state and federal agencies

The 0932 Manager IV – Assistant Director of Environmental Health also performs related duties as required.

Compensation and Benefits:

The normal annual salary range is $122,070.00-$155,766.00. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range.

Minimum Qualifications

1. Possession of a baccalaureate degree from an accredited college or university with a minimum of 30 semester or 45 quarter units of basic science courses AND

 
2. Seven (7) years professional experience as an environmental health and safety professional in an environmental health agency. Three (3) of these years must include experience supervising environmental health and other professionals.

Condition of Employment:  Possession of a valid Registered Environmental Health Specialist (REHS) license issued by the California Department of Public Health is required as a provision to employment for all positions. Eligibles who do not possess such a certification may participate in this examination process and be appointed to a position(s), but will be required to obtain the certificate within one (1) year of hire date and maintain validity throughout length of employment. A photocopy of the valid Registered Environmental Health Specialist (REHS) license must be provided to the appropriate supervisor of the appointment within the allotted time frame. Selection Procedures

Management Test Battery: (Weight: 40%)

Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication; Conflict Management and Process Improvement. A passing score must be achieved on the Management Test Battery to continue in the selection process.

 This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.

 Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Supplemental Questionnaire Examination: (Weight 60%)

Candidates will be prompted to complete a supplemental questionnaire as part of the online employment application process. The Supplemental Questionnaire Evaluation is designed to measure knowledge, skills, and/or abilities in job-related areas which may include, but not be limited to: Knowledge of environmental health technical issues including environmental sciences, such as bacteriology, chemistry, toxicology, food science and ecology; federal, state and local environmental health laws and regulations, policies and procedures; and field inspection techniques; Knowledge of Environmental Health Branch programs such as industrial hygiene, food safety, noise abatement, environmental hazards, institutional inspections, solid waste management, hazardous/medical waste, water quality control or smoking control; Ability to supervise managers, professional staff, and administrative staff; effectively organize and assign work; give guidance and direction to others and follow-up to ensure completion; counsel and motivate subordinates; Ability to oversee and manage division budget; Knowledge of administrative policies and procedures, including work rules and documentation like reports, forms and logs required on the job; Ability to analyze, synthesize and evaluate information in order to make decisions, solve problems and plan; Ability to empathize with the needs, feelings, and background of others and establish rapport; develop and maintain cooperative and effective working relations with the public, coworkers and supervisors; effectively work with angry or distraught people to defuse situations and reduce conflict; Ability to prepare reports, memos, and correspondence that are clear and well written; accurately complete forms, logs , and other work documents; Ability to speak clearly and present information in an organized fashion; listen carefully and talk with people from diverse backgrounds.

Candidates will be ranked on the eligible list based on the scores received on the Management Test Battery and Supplemental Questionnaire Examination.

Certification:


The certification rule for the eligible list resulting from this examination will be Rule of the list.  Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Note on Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.
Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a FaceFitting Respirator.
