Under general direction, the position will assist the Capital Finance Director in administering airport business and finance activities, function as the Airport’s Debt Manager and has primary responsibility in heading the functional areas of capital financing, interest rate analysis and credit facility negotiations, commercial paper program and bond fund management.
This position is responsible for:
- Managing the day-to-day operations of the Airport’s complex $500 million Commercial Paper Program; Variable Rate securities that include analyzing and monitoring the performance of Wall Street investment banks that are re-marketing these bonds, and analyzing and preparing reports on the performance of the variable rate bonds for Airport senior managers, ensuring that all funding transactions are executed correctly; and interest rate swaps agreements that include ensuring regular payments are made to counterparties, preparing or overseeing the preparations of extensive documentation (including reports to Senior Management) and continuous monitoring and managing these agreements in order to ensure that all parties understand and are in compliance;
- Providing daily management and leadership, and having decision-making authority regarding debt financing;
- Assisting in the planning and development of debt management policies and procedures to implement the debt management goals and objectives of the Airport;
- Assisting the Capital Finance Director in the management of more than $5.3 billion in outstanding debt (including debt that will be issued in the future to maintain and update aging facilities);
- Supervising the work of mid-level staff and representing the Airport before the Airport Commission, Board of Supervisors, rating agencies, institutional investors, governmental agencies and other groups;
- Presenting at national conferences related to debt administration; and
- Act for the Capital Finance Director, Business and Finance, as required.
Additional duties include:
- Supervising the maintenance of a financial plan for capital project funding;
- Coordinating the sale of airport bond issues;
- Directing and coordinating the preparation and analysis of airport statistical records and reports as a basis for making recommendations to the Airport Commission, the Federal Aviation Administration and other agencies;
- Performing rate analysis for the optimal negotiation of rates;
- Bond financing and budgeting with airlines and tenants;
- Supervising and participating in the preparation and maintenance of financial, business and related records and reports;
- Overseeing the development of the operating budget for Capital Finance functions;
- Overseeing the contract administration functions; and
- Performing other related duties and special projects as assigned.
Compensation and Benefits
The normal annual salary range is $117,078 - $149,448. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range. In addition to a competitive salary, the City and County of San Francisco offers flexible benefit plans with pre-tax elections which include: medical and dental insurance; retirement plan; deferred compensation plan; Social Security; long-term disability plan; life insurance; management training program; eleven (11) paid holidays annually; five (5) floating holidays; depending on years of service, ten (10), fifteen (15), or twenty (20) vacation days annually; and may earn up to 100 hours paid administrative leave annually.
1. Possession of a Bachelor's degree from an accredited college or university in Business Administration, Economics, Public Policy, Finance or a related field; AND
2. Six (6) years of professional experience in the investment banking, financial advisory, or fixed asset management industries.
Qualifying experience must include at least three (3) years in a supervisory capacity.
Possession of a Master’s degree from an accredited college or university in Business Administration, Economics, Public Policy, Finance or a related field may be substituted for up to one (1) year of the required experience (but may not substitute for the required supervisory experience).
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
- Experience in municipal finance or public policy highly desired.
- Excellent oral and written communication skills.
- Knowledge of Federal, State and local regulations pertaining to capital finance.
- Experience in managing complex capital programs.
- Ability to conduct oral presentations to senior management and stakeholders.
- Experience with Commercial Paper program.

Please note: This examination is only held in San Francisco. A passing score must be achieved on the Management Test Battery to continue in the selection process.
This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.
Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Training and Experience Evaluation (Weight: 40%)
Candidates will be prompted to complete a supplemental questionnaire as part of the online employment application process. Candidates will be evaluated and scored based on the information provided in their job application, and supplemental questionnaire to determine their possession of the knowledge, skills, and abilities required for position 0931 Airport Debt Manager.
