About the San Francisco Public Utilities Commission (SFPUC) Our mission is to provide customers with high quality, efficient and reliable water, power, and sewer services in a manner that is inclusive of environmental and community interests, and sustains the resources entrusted in our care. We are comprised of three essential 24/7 service utilities: Water, Wastewater, and Power. We provide retail drinking water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and green hydroelectric and solar power to San Francisco’s City facilities and properties. Headquartered in San Francisco, we have about 2,300 employees working in seven counties with a combined annual operating budget of over $900 million.
Under direction of the Customer Development and Engineering Manager, the 0931 Manager III, Redevelopment Manager oversees activities to support and facilitate policy decisions required in the development of new SFPUC service facilities and effectively represents SFPUC interests to minimize fiscal and operational risks relevant to the planning, design and construction of new electric utility systems by actively managing the contribution to the development of infrastructure master plan.
· Workload planning and evaluation, managing resources needs, budget preparation and monitoring staff travel/training.
· Personnel management – hiring, performance evaluation, coaching, time keeping and discipline
· Manages technical and professional staff that provide assistance, operational guidance, and engineering support on the installation and maintenance of City-owned infrastructure, including distribution systems and other service facilities.
· Managing technical staff and coordinating with external parties (including PG&E) in resolving customer problems and facilitating customer access to SFPUC resources.
· Coordinates with Customer Engagement on new SFPUC power customers in new City development and Redevelopment areas.
· Determines the feasibility of providing electric services at new City developments and redevelopment areas by preparing the planning and engineering design documents, cost estimates, etc.
· Oversees electric services agreements and enters into contracts regarding new and redevelopment projects.
· Tracks the development of customer growth strategies for planning and permitting agencies.
· Reviews and evaluates land use plans, utility infrastructure plans in new City developments and redevelopment areas, with City departments and agencies.
· Assures compliance with applicable building codes, best practices, and engineering practices; and integration with system operations.
· Oversees development, analysis and application of policies, rules and regulations pertaining to the interconnection of electric utility services.
· Supports the Planning and Regulatory Compliance section regarding utility guidelines and standards for the interconnection of new and existing electric services.
· Initiates and oversees activities required to support and facilitate policy decisions and the development of new SFPUC service areas.
Bachelor's Degree in Engineering, Economics, Business, or other analytic degree AND
Six (6) years of experience in planning, designing, and/or implementing Energy Projects, which must include three (3) years supervisory experience
Experience in electric transmission and distribution systems
Experience with large capital projects, including completing feasibility studies, cost estimates, etc.

Management Test Battery: (Weight: 40%)

A passing score must be achieved on the Management Test Battery to continue in the selection process.
This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.
Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. Supplemental Questionnaire: (Weight - 60%)
Applicants will be prompted to complete a supplemental questionnaire as part of the online application process. Only those candidates who pass the Management Test Battery will receive a score on the Supplemental Questionnaire. Candidates will be placed on the eligible list in rank order according to their final score. A passing score must be achieved on all examination components in order to be placed on the eligible list and continue in the selection process.
