Introduction

This is a Position-Based Test conducted in accordance with Civil Service Rule 111A.

The Fine Arts Museums of San Francisco (the de Young and Legion of Honor Museums) are seeking an experienced, dynamic leader to oversee all aspects of security functions across our organization. Reporting to the Director of Facilities and Operations, the Director of Security is responsible for the development and implementation of comprehensive security, health and safety, emergency preparedness, and fire prevention policies and programs to safeguard the Museum staff, visitors, and buildings and grounds. The Director of Security is also responsible for the safety and protection of works of art in the Museums. The Director of Security is responsible for adherence to a professional code of ethics and for effectively representing the Fine Arts Museums of San Francisco with representatives of a variety of outside agencies, diverse cultural and other organizations, and other museums nationally and internationally. 

Examples of Duties and Responsibilities: 

  1. Ensures the safety and security of the Museums, their property, staff, volunteers, visitors, and works of art. Consults regularly with other Museum colleagues and industry professionals on specific needs in relation to security operations.
  2. Plans, directs, and manages the staff and operations of the Security Department to provide 24 hour-a-day protection and security. Coordinates security for all events, exhibits, and day-to-day operations in a manner which ensures the safety of the public and the protection of works of art.
  3. Plans and directs a comprehensive, on-going training program for all security personnel.
  4.  Consults and collaborates with the Exhibitions and Curatorial Departments, and other operations staff to define security needs for exhibitions, including reviewing the layout of new exhibitions in advance of installation. Works with the Director of Exhibitions, the Director of Collections Management, and other exhibitions staff to ensure the security of shipments and receipt of works of art. Reviews contract requirements from lending institutions to ensure security requirements are met. Recommends security devices and/or procedures to meet the changing needs of exhibitions.
  5. Oversees the implementation, updating, and testing of safety and disaster preparedness programs, policies, and procedures for the Museums. Provides staff with information and updates on the interpretation and application of security policies and procedures. Oversees regular security drills and training sessions to educate staff and volunteers about security, safety, and disaster preparedness. Manages and trains emergency response teams.
  6. Conducts or participates in security, fire, safety, and health inspections and surveys/assessments. Advises Museum administration on “best practices” and other issues, and recommends appropriate or corrective action.
  7. Recommends and oversees planning, evaluation, enhancement, purchase, and testing of new and existing security systems, technology, and devices at the Museums. Oversees the installation of new equipment/devices and their integration with existing security systems.
  8. Controls and tracks the usage of security equipment and devices. Reviews and updates equipment maintenance contracts. Oversees the collection, archiving, and review of security video surveillance data.
  9. Manages the security components of the Museums’ Transportation Security Administration’s Certified Screen Facility Program in conjunction with the Director of Exhibitions and the Director of Collections Management.
  10. Oversees the thorough investigation and reporting of all accidents, injuries, fires, property theft or damage, and other incidents at the Museums.  Ensures that all records and reports are properly distributed and archived.
  11. Performs other duties as assigned.

 

Minimum Qualifications

Education:  Possession of a Bachelor’s degree from an accredited college or university.

Work Experience: 3 years of professional experience in operational security and/or law-enforcement. Experience in investigations, fire protection, and emergency preparedness required.  

Substitution:  Additional qualifying work experience as described above may be substituted for up to two years of the required education on a year for year basis.  (One year of work experience is equal to 30 semester or 45 quarter units).

Desirable Qualifications:

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Certified Protection Professional (CPP) desired or be willing to work toward a CPP certification.
  • Experience in the field of protection of high-value or cultural property is highly desirable.
  • 2 years of active supervisory and leadership experience in managing an operational security and/or law-enforcement unit.
  • Master’s degree preferred.

Selection Procedures

Supervisory Test Battery: Weight: 40%

Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process.

This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Supervisory Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Supplemental Questionnaire Evaluation: Weight 60%

Candidates will be prompted to complete a supplemental questionnaire as part of the online employment application process. The Supplemental Questionnaire Evaluation is designed to measure knowledge, skills and/or abilities in job-related areas which may include, but not be limited to:

  • Demonstrated success in the development and implementation of an effective security program. Proven track record in team leadership, staff supervision, and budget management.
  • Knowledge of a diverse range of security equipment, devices, and protective procedures and activities, including highly specialized operating requirements, methods, and procedures in order to safeguard personnel and property (including art treasures) from possible danger, damage, or criminal or terrorist activity.
  • Knowledge of physical security and law enforcement. Knowledge of search and apprehension methods and procedures, and personal detention and arrest procedures and controlling laws.
  • Ability to train, supervise, direct, motivate, and evaluate staff.
  • Ability to establish and maintain cooperative and effective working relationships with a variety of representatives of public and private organizations; labor unions, members of boards, foundations, commissions, and support groups; organizational managers; museum staff; and the general public.   
  • Strong leadership, interpersonal, planning, and organizational skills.
  • Excellent written and oral communication skills.   

Candidates must achieve a passing score on all selection procedures in order to be ranked on the eligible list.

Certification:

The certification rule for the eligible list resulting from this examination will be Rule of The List.  Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List:

The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Director.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.

Disaster Service Workers
