 This is a Position Based Test conducted in accordance with Civil Service Rule 111A.

Position: 

The Animal Care Operations Manager oversees all programs, staff and managers responsible for the health, behavior and well-being of all animals residing in or passing through the shelter which includes a wide variety of domestic and wild animals. This position is responsible for managing or coordinating with all off-site locations; ensuring public health and safety is protected by complying with all state and local regulations concerning animal welfare, for determining which animals can be made available for adoption, and for maintaining a high live release rate, which is the department's key public-facing performance metric.

 

 

 

 

 

 

 

Position Responsibilities:
- Plans, directs and oversees the operation of the Animal Care and Behavior Training Divisions.  Ensures the safe and humane handling, kenneling and husbandry of all animals.  Evaluates the effectiveness of behavior evaluations and facilitates pathway planning.  Manages both employees and volunteers.
- Develops, fosters and evaluates relationships with all external adoption partners.
- Monitors the organizational structure, staff assignments, service levels and administrative systems required to accomplish ACC’s mission.
- Serves as the point person for maintaining/improving the department’s live release rate.
- Develops policies and programs to ensure that the department not only meets all federal, state and local standards but remains a recognized leader in animal welfare.
- Represents the department to a wide variety of audiences including the Board of Supervisors, vendors, the public and donors.  Communicates with diplomacy and tact.
- Manages resources including the financial budget and inventory.

Work Location: Incumbent will conduct the majority of work at the San Francisco Animal Care & Control, 1200 15th St, San Francisco, CA 94103.

Nature of Work:
- Working conditions require exposure to strong and/or unpleasant odors, including those from animal excrement, cleaning agents and chemical compounds, and frequent exposure to noise.
- Working conditions require lifting of equipment, objects and animals up to 50 lbs.
- May be called upon to perform humane euthanasia.

 

Minimum Qualifications

1. Bachelor’s degree from an accredited college or university, preferably in animal husbandry or related field AND

2. Five (5) years of experience in animal care operations AND

3. Possession of a valid California Driver's License.

Substitution: A master’s degree from an accredited college or university in animal husbandry or related field may substitute for two (2) years of required experience.

Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

- Two (2) or more years of supervisory experience in any capacity.

Selection Procedures

Willingness Checklist: (Qualifying)
All applicants must complete the Willingness Checklist that provides essential functions and required working conditions for San Francisco Animal Care & Control.

Supervisory Test Battery: (Weight: 40%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal Skill; Human Resources Management; Team Building; and Communication & Conflict Management. A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process.

This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Supervisory Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Supplemental Questionnaire (Weight: 60%)
Candidates will complete a supplemental questionnaire on their application to measure their relative knowledge, skills and abilities to determine their possession of the knowledge, skills, and abilities required for position 0932 Animal Care Operations Manager.

A passing score must be achieved on the Supplemental Questionnaire in order to be ranked on the eligible list. The department may administer additional position-specific selection procedures to make final hiring decisions. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

Certification Rule
The certification rule for the ranked eligible lists resulting from this examination will be Rule of the List.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:
