This is a Position-Based Test conducted in accordance with the Civil Service Rule 111A.

The current position is located at the San Francisco Recreation and Park Department (RPD). The eligible list resulting from this examination may be utilized for future positions in this class in other City departments.

The San Francisco Recreation and Park Department’s mission is to provide enriching recreational activities, maintain beautiful parks and preserve the environment for the well-being of our diverse community.

ABOUT US
The San Francisco Recreation and Park Department manages and maintains more than 220 parks, playgrounds, and open spaces in the city, including two outside of city limits: Sharp Park in Pacifica and Camp Mather in the High Sierras. Our 4,100-acre system includes 24 recreation centers, 9 swimming pools, 5 golf courses and numerous athletic facilities, including sports courts, ball diamonds, soccer fields and gymnasiums. Included in the department’s responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts and Lake Merced.

POSITION DESCRIPTION
The 0922 Manager, Property Management is responsible for overseeing and managing all leases and concessions in our 200+ park system, including major facilities and restaurants. This position also manages the evaluation of potential revenue opportunities; issuing of requests for proposals and negotiating leases; and interacts with a variety of public agencies, stakeholders and internal staff including various Commissions and the Board of Supervisors. This position manages staff and oversees the Recreation and Park Department’s 100+ different agreements including those relating to:

* Beach Chalet Restaurant
* Palace of Fine Arts
* Coit Tower
* Stow Lake Boathouse
* Cafes and Other Operations at Union Square
* Dolphin, South End Rowing, Golden Gate Yacht and St. Francis Yacht Clubs
* Food, Bike, Segway and Horse Concessions in Parks
* Rentals of approximately 25 Clubhouses to preschools and senior centers
* Ice Rinks in Parks

The Manager must work with all divisions within RPD and a myriad of City agencies including, but not limited to, the Mayor's Office, Board of Supervisors, City Attorney, Budget Analyst, Historic Preservation Commission, Planning, Police, and Recreation and Park Commission. Equally imperative to the position is conducting continued outreach to local community groups, interested stakeholders and citizens, businesses, merchant groups and state/federal government agencies to garner interest in and support for the Division's projects. Implicit in this critical task is developing targeted messaging strategies for individual interest groups to address their unique concerns.

Other essential responsibilities of the position include:
* Managing all earned revenue generated by the Property Management Division from leases and concessions.
* Making recommendations to the Director of Property Management, Permits and Reservations on revenue targets and plans for achieving those targets.
* Developing marketing strategies to promote department services and facilities. 
* Developing and implementing new strategies for increasing department generated revenue.
* Implementing a payment management system, developing and implementing strategies for authority to produce purchase orders and authorize work orders.
* Monitoring compliance and financial reporting by operators and lessees.
* Developing new opportunities and identifying solutions for existing challenges.
* Managing staff to implement the Division’s strategies and projects.
* Performing related duties as assigned.

Minimum Qualifications

1. Possession of a Baccalaureate Degree from an accredited college or university; AND

2. Five (5) years of experience managing and negotiating complex commercial property, public property and/or concession permits, leases and/or contracts.

NOTE: Residential property management experience is NOT qualifying.  Experience in construction project management or experience as an appraiser is NOT qualifying.

SUBSTITUTION: Applicants may substitute up to 2 years (on a year-for-year basis) of the required education with additional qualifying experience as described in minimum qualification #2 above. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

DESIRABLE QUALIFICATIONS:
* Possession of a baccalaureate degree or higher from an accredited college or university
* Two (2) of the five (5) years of required experience, listed in minimum qualification #2 above, include supervisory experience
* Two (2) years of senior level Public Policy Issues experience
* Experience with historic planning issues and the California Environmental Quality Act
* Experience issuing requests for proposals
* Experience performing financial analysis
* Proficiency using Microsoft Excel and PowerPoint

Selection Procedures

Supervisory Test Battery: (Weight: 40%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process.

This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Supervisory Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Supplemental Questionnaire Evaluation: (Weight: 60%)
Candidates who achieve a passing score on the Supervisory Test Battery will be sent a Supplemental Questionnaire Evaluation designed to measure knowledge, skills and/or abilities in job-related areas required for this position which may include but not be limited to: Knowledge of commercial real estate and tenant and property management; ability to develop, implement and process requests for proposals, bid packages, leases, and other documents related to property and concessions; negotiate, make sound business decisions and impart comprehensive recommendations and solutions; analyze market data, property trends, and information from outside sources and staff in regard to future development and use of Department property; research, analyze and report upon complex issues and activities; develop and maintain positive and productive working relationships with Department staff, government and other public agencies, stakeholders, contractors/tenants, and the public; supervise and direct staff; communicate clearly and concisely orally and in writing.

A passing score on both the Supervisory Test Battery and the Supplemental Questionnaire Evaluation must be achieved in order to be ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

Certification Rule:
The certification rule for the eligible list resulting from this examination will be Rule of the List. The hiring department may conduct additional selection processes to make final hiring decisions.

Eligible List:
The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.  The duration of the eligible list resulting from this examination process will be twelve (12) months, and may be extended with the approval of the Human Resources Director.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates applying for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Having a conviction history does not automatically preclude you from a job with the City.

Disaster Service Workers
